**Preamble**
We, the people of Bangladesh, guided by the principles of freedom, justice, equality, and self-reliance, hereby establish a new government committed to the sovereignty of our nation and the protection of fundamental human rights. This Constitution is ordained to ensure the well-being and prosperity of all citizens, to promote social and economic justice, and to secure a future grounded in democracy, the rule of law, and sustainable development.
**Article 1: Formation of Government**
1. **Establishment of Government**: From this day forward, a new government shall be formed, committed to upholding the principles of freedom, including freedom of speech, and ensuring the rights and liberties of all citizens.
2. **Political Parties**:
- All existing political parties are hereby dissolved. No previous political party shall be allowed to participate in future elections.
- New political parties may be established, provided they adhere to the principles of democracy, transparency, and accountability.
- Former Prime Ministers, Ministers, and other high-ranking officials who have held office prior to the adoption of this Constitution are prohibited from participating in future elections or engaging in political activities.
**Article 2: Protection of Civil Liberties**
1. **Use of Force**:
- The use of lethal force by any branch of the military, including the Army, Navy, Air Force, or any special forces, against unarmed Bangladeshi civilians is strictly prohibited.
- Any violation of this article shall be met with legal consequences in accordance with the laws of the land.
2. **Self-Reliance in Defense**:
- Bangladesh shall strive to become self-reliant in military defense, focusing on developing indigenous capabilities in defense technology and production.
- All existing military contracts with foreign nations, particularly those that do not favor national interests, shall be reviewed and renegotiated. Contracts that compromise national sovereignty or security shall be canceled.
- No foreign military personnel, particularly from neighboring countries, shall be allowed to operate within the territory of Bangladesh without explicit permission from the highest levels of government.
**Article 3: Student Politics**
1. **Ban on Student Politics**:
- From this day forward, participation in political activities by students within educational institutions, including universities, is strictly prohibited.
- All forms of student politics are banned to ensure that academic environments remain focused on education and personal development.
**Article 4: Quota System**
1. **Abolition of Quota System**:
- All quota systems in public employment, education, and other sectors are hereby abolished.
- Opportunities shall be based solely on merit, ensuring equality and fairness for all citizens.
**Article 5: Government Employment**
1. **Performance-Based Compensation**:
- Compensation for government employees shall be determined based on performance evaluations.
- The government shall establish a fair and transparent system to assess and reward the performance of its employees.
**Article 6: Economic and Tax Reforms**
1. **Taxation**:
- A comprehensive tax reform shall be implemented to ensure that the tax system is fair, equitable, and designed to alleviate the burden on the poor and underprivileged.
- The tax system shall be restructured to promote economic growth, support small businesses, and reduce income inequality.
2. **Laws for Social Justice**:
- New laws shall be enacted to provide greater protection and support for the poor and marginalized sections of society.
- These laws will focus on enhancing access to essential services, such as healthcare, education, and social security, and will promote economic opportunities for all citizens.
**Article 7: National Budget Priorities**
1. **Education, Healthcare, and Social Security**:
- In every national budget, the highest priority shall be given to education, healthcare, and social security, recognizing these as the foundations of a prosperous and just society.
- The government shall invest in universal access to quality education, ensuring that every citizen has the opportunity to develop their potential.
- A robust public healthcare system shall be established, providing affordable and accessible healthcare services to all citizens.
- Comprehensive social security programs shall be developed to protect the vulnerable and ensure a dignified standard of living for all.
**Article 8: Reformation of the Police Force**
1. **Police Force Reformation**:
- The police force shall be thoroughly reformed to ensure it operates with integrity, professionalism, and a commitment to the protection of human rights.
- Training programs focused on community policing, human rights, and non-violent conflict resolution shall be mandatory for all police officers.
- Accountability mechanisms shall be strengthened, including independent oversight bodies to investigate complaints of misconduct and abuse of power.
**Article 9: International Relations**
1. **Review of Foreign Agreements**:
- All existing treaties and agreements with foreign nations, particularly those with neighboring countries, shall be reviewed to ensure they serve the best interests of Bangladesh.
- Any agreements found to be detrimental to national interests shall be renegotiated or terminated.
- Bangladesh shall pursue a foreign policy based on mutual respect, non-interference, and the promotion of regional peace and stability.
**Article 10: Environmental Protection**
1. **Sustainability and Conservation**:
- The government shall enact and enforce strong environmental protection laws to ensure the sustainable use of natural resources and the preservation of the environment for future generations.
- Policies to address climate change, including the promotion of renewable energy sources and reduction of carbon emissions, shall be prioritized.
- A national strategy for biodiversity conservation shall be implemented to protect the countryâs natural heritage.
**Article 11: Digital Rights and Data Protection**
1. **Right to Privacy and Data Security**:
- The right to privacy is hereby recognized as a fundamental human right. The government shall enact comprehensive data protection laws to safeguard the personal information of citizens.
- A national framework for cybersecurity shall be established to protect the digital infrastructure of Bangladesh and ensure the security of personal and national data.
- Citizens shall have the right to access, control, and request the deletion of their personal data held by any entity, in accordance with the law.
**Article 12: Judicial Independence**
1. **Strengthening the Judiciary**:
- The judiciary shall be fully independent, free from political interference or influence, to ensure the fair and impartial administration of justice.
- Transparent and merit-based processes shall be established for the appointment and removal of judges, ensuring that all judicial appointments are based on qualifications, integrity, and adherence to the rule of law.
- Mechanisms for the accountability of the judiciary shall be implemented to maintain public confidence in the legal system.
