UICDP Organizes Training of Trainers -ToT Course on Upazila Development Planning

A day-long Training of Trainers-ToT course on Upazila Development Planning was organized by JICA assisted Upazila Integrated Capacity Development Project (UICDP) on 28 August 2022 at the Central Training Unit of Local Government Engineering Department (LGED). The course was participated by 15 senior and mid-level trainers of Bangladesh Academy for Rural Development (BARD), Cumilla; Bangladesh Civil Service Administration Academy (BCSAA), Dhaka; Bangladesh Institute of Administration and Management (BIAM), Dhaka; Local Government Engineering Department (LGED), Dhaka; National Institute of Local Government (NILG), Dhaka and Rural Development Academy (RDA), Bogura.
The course was inaugurated by the Joint Secretary, Local Government Division (LGD) and Project Director, UICDP Mr. Md. Jasim Uddin while Mr. Kenzo Ikeda, Team Leader of UICDP delivered the welcome address. Mr. Jasim Uddin in his inaugural speech said that Upazilas have a constitutional obligation to implement development programs by formulating five-year and annual development plans. But if the plan is not prepared with the participation of all the stakeholders of the Upazila, is not based on accurate information and the needs of the Upazila, and if it is not aligned with the Vision 2041 and Sustainable Development Goals, then the plan will become meaningless. He emphasized on training for Upazila functionaries on development planning and said that participating trainers can play a significant role in this regard.
The speakers of the course facilitated the sessions on the importance of Upazila Development Planning, preparation of Five-years and Annual Development Plan, its main steps and monitoring and evaluation system. Senior Consultants of the project Professor Dr. Mobasser Monem, Mr. Md. Akram Husain and Mr. M Khairul Kabir acted as trainers of the course.

জাইকার সহায়তায় পরিচালিত উপজেলা ইন্টিগ্রেটেড ক্যাপাসিটি ডেভেলপমেন্ট প্রজেক্ট (ইউআইসিডিপি) উপজেলা উন্নয়ন পরিকল্পনার উপর দিনব্যাপী প্রশিক্ষকদের প্রশিক্ষণ (টিওটি) শীর্ষক একটি কোর্স স্থানীয় সরকার প্রকৌশল অধিদপ্তর (এলজিইডি) এর কেন্দ্রীয় প্রশিক্ষণ ইউনিটে ২৮ আগস্ট ২০২২ তারিখে আয়োজন করেছে। কোর্সটিতে বাংলাদেশ পল্লী উন্নয়ন একাডেমি (বার্ড), কুমিল্লা; বাংলাদেশ সিভিল সার্ভিস প্রশাসন একাডেমি (বিসিএসএএ), ঢাকা; বাংলাদেশ ইনস্টিটিউট অব অ্যাডমিনিস্ট্রেশন অ্যান্ড ম্যানেজমেন্ট (বিয়াম), ঢাকা; স্থানীয় সরকার প্রকৌশল অধিদপ্তর (এলজিইডি), ঢাকা; জাতীয় স্থানীয় সরকার ইনস্টিটিউট (এনআইএলজি), ঢাকা এবং পল্লী উন্নয়ন একাডেমি (আরডিএ), বগুড়ার সিনিয়র ও মধ্যম পর্যায়ের ১৫ জন প্রশিক্ষক অংশগ্রহণ করেন।
কোর্সটি উদ্বোধন করেন স্থানীয় সরকার বিভাগের যুগ্ম সচিব এবং প্রকল্প পরিচালক, ইউআইসিডিপি জনাব মোঃ জসিম উদ্দিন এবং স্বাগত বক্তব্য রাখেন ইউআইসিডিপির টিম লিডার জনাব কেনজো ইকেদা। জনাব জসিম উদ্দিন তাঁর উদ্বোধনী বক্তৃতায় বলেন, উপজেলাসমূহের পঞ্চবার্ষিক ও বার্ষিক পরিকল্পনা প্রণয়নের মাধ্যমে উন্নয়ন কর্মসূচি বাস্তবায়নের সাংবিধানিক বাধ্যবাধকতা রয়েছে। কিন্তু যদি উপজেলার সকল স্টেকহোল্ডারদের অংশগ্রহণে পরিকল্পনা প্রণয়ন করা না হয়, সঠিক তথ্য ও উপজেলার চাহিদার উপর ভিত্তি করে প্রণয়ন করা না হয় এবং ভিশন ২০৪১ ও টেকসই উন্নয়ন লক্ষ্যমাত্রার সাথে সামঞ্জস্যপূর্ণ না হয়, তাহলে পরিকল্পনাটি অর্থহীন হয়ে পড়বে। তিনি উন্নয়ন পরিকল্পনার উপর উপজেলা অংশীজনদের প্রশিক্ষণের উপর গুরুত্বারোপ করে বলেন যে অংশগ্রহণকারী প্রশিক্ষকরা এক্ষেত্রে গুরুত্বপূর্ণ ভূমিকা পালন করতে পারেন।
কোর্সের বক্তারা উপজেলা উন্নয়ন পরিকল্পনার গুরুত্ব, পঞ্চবার্ষিক ও বার্ষিক উন্নয়ন পরিকল্পনা প্রণয়ন, এর প্রধান ধাপসমূহ এবং পরিবীক্ষণ ও মূল্যায়ন পদ্ধতির ওপর সেশন পরিচালনা করেন। প্রকল্পের সিনিয়র কনসালট্যান্ট প্রফেসর ড. মোবাশ্বের মোনেম, জনাব মো. আকরাম হোসেন এবং জনাব এম খায়রুল কবীর কোর্সের প্রশিক্ষক হিসেবে দায়িত্ব পালন করেন।

“The 2nd meeting of Strategy Implementation Committee (SIC) under Local Government Division (LGD) held”

The 2nd SIC meeting on governance improvement of Upazila Parishad held on August 25, 2022 in the Conference Room of LGD. With the participation of government high officials and experts from relevant organizations, Dr. Malay Choudhury, Additional Secretary (Admin), Local Government Division presided over the meeting. Mr. Md. Jasim Uddin, Joint Secretary (Water Supply), LGD and Project Director of UICDP facilitated the meeting.

The SIC was formed to monitor the implementation of the “Mid- and Long-Term Strategy for Upazila Parishad Governance Improvement (the Strategy)”, which was formulated by LGD, with JICA supported the Upazila Integrated Capacity Development Project (UICDP). Towards 2041, the Strategy identified 7 targets and 66 actions, such as development of Five-Year and Annual Development Plan, activation of Upazila Committee and further reflection of citizen’s view in development process.

Mr. Ikeda Kenzo, Chief Advisor, UICDP presented the progress of policy actions listed in the strategy, sharing that 24 actions were implemented like preparation of annual development plan guidelines and TOR of Upazila Committee.

The meeting was successful in deciding that the SIC will monitor the implementation of the actions listed in the Action, and the implementation status will be reported in the 3rd SIC meeting.

This e-learning course is designed to provide ideas and knowledge on the development planning cycle, backgrounds of development planning in Bangladesh, and steps to be followed in preparing the five-year and annual development plans at the Upazila Parishads. UICDP and UGDP organized a meeting on collaboration at 4:30 p.m. on Thursday, June 09, 2022, in the meeting room of UGDP PMU (DPHE Building). Mr. Kazi Ashraf Uddin, Additional Secretary (Administration), Local Government Division, and Project Director, UGDP chaired the meeting. Mr. Jasim Uddin, Join Secretary (Law), Local Government Division and Project Director, UICDP facilitated the meeting providing fruitful inputs. Mr. Takashi Sugiyama, Team Leader, UGDP and Mr. Ikeda Kenzo, Team Leader, UICDP made the presentation jointly.

The Follow-up Training on Upazila Development Plan for Upazila Functionaries organized by District Administration respectively in Barishal and Chuadanga was held on 11 May 2022. The training was organized with the assistance of the UICDP at the Zila Shilapakola Academy in Barishal and the Conference Room of the DC Office in Chuadanga participating of Upazila Parishad Chairman, UNO, Upazila Vice-Chairs, Upazila Engineer and two TLD Officers from all the Upazilas of both Districts. Mr. Jashim Uddin Haider, Deputy Commissioner, Barishal and Mohammad Aminul Islam Khan, Deputy Commissioner, Chuadanga respectively graced the training as the chief guest. Dr. Mobasser Monem, Professor, Dept. of Public Administration, University of Dhaka and Senior Consultant, UICDP conducted the training in Barishal while Mr. Md. Akram Husain, Local Governance Advisor, UICDP delivered the training in Chuadanga as the resource person. The Deputy Director, Local Government (DDLG) of both Districts successfully presided over the training program.

BIAM Introduced a Session on Upazila Development Planning for the Engineers of LGED

Bangladesh Institute of Administration and Management (BIAM) introduced a session on Upazila Development Planning in their ongoing 47th Special Foundation Training Course for the newly joined Engineers of the Local Government Engineering Department (LGED) in collaboration with the Upazila Integrated Capacity Development Project (UICDP). On April 12, 2022, a total of 30 Assistant Engineers from the Special Foundation Course took part in the session.

Dr. Mobasser Monem, Professor, University of Dhaka was the key speaker of the session while Mr. Md. Jasim Uddin, Joint Secretary, Local Government Division (LGD) and the Project Director, UICDP and Mr. M Khairul Kabir, Senior Consultant, UICDP were the panel discussants. Professor Mobasser in his lecture mentioned that Upazila Parishad is obliged to formulate and implement Annual Development Plan (AP) and Five-Year Plan (FYP) for the socio-economic development of the Upazila. The plans should be made prioritizing the local demands and integrating all the relevant stakeholders, He further mentioned.

At the end of the sessions, participating engineers expressed that they received a clear idea about the Upazila Development Planning and will actively contribute to preparing it during their posting at Upazila. For the sustenance of this course, UICDP Team will conduct the Training of Trainers on the Upazila Development Planning for the faculties of BARD, RDA, BIAM, BCSAA, NILG, LGED and other concerned training institutions. These will eventually help them deliver the session effectively on their own.

বিয়াম এলজিইডি’র প্রকৌশলীদের জন্য উপজেলা উন্নয়ন পরিকল্পনা বিষয়ক একটি অধিবেশন চালু করেছে

বাংলাদেশ ইনস্টিটিউট অব অ্যাডমিনিস্ট্রেশন অ্যান্ড ম্যানেজমেন্ট (বিয়াম) উপজেলা ইন্টিগ্রেটেড ক্যাপাসিটি ডেভেলপমেন্ট প্রজেক্ট (ইউআইসিডিপি) এর সহযোগিতায় স্থানীয় সরকার প্রকৌশল অধিদপ্তরের (এলজিইডি) নব যোগদানকৃত প্রকৌশলীদের জন্য তাদের চলমান ৪৭তম বিশেষ ফাউন্ডেশন প্রশিক্ষণ কোর্সে উপজেলা উন্নয়ন পরিকল্পনার ওপর একটি অধিবেশন চালু করেছে। বিশেষ ফাউন্ডেশন কোর্সের মোট ৩০ জন সহকারী প্রকৌশলী ১২ এপ্রিল ২০২২ তারিখে অনুষ্ঠিত এ অধিবেশনে অংশগ্রহণ করেছেন।

অধিবেশনে প্রধান বক্তা ছিলেন ঢাকা বিশ্ববিদ্যালয়ের অধ্যাপক ড. মোবাশ্বের মোনেম এবং জনাব মো: জসিম উদ্দিন, যুগ্ম সচিব, স্থানীয় সরকার বিভাগ ও প্রকল্প পরিচালক, ইউআইসিডিপি এবং জনাব এম খায়রুল কবীর, সিনিয়র কনসালট্যান্ট, ইউআইসিডিপি প্যানেল আলোচক হিসেবে উপস্থিত ছিলেন। অধ্যাপক মোবাশ্বের মোনেম তাঁর বক্তৃতায় উল্লেখ করেন যে, উপজেলা পরিষদের উপজেলার আর্থ-সামাজিক উন্নয়নের জন্য বার্ষিক উন্নয়ন পরিকল্পনা এবং পঞ্চবার্ষিক পরিকল্পনা প্রণয়ন ও বাস্তবায়নের ক্ষেত্রে আইনগত বাধ্যবাধকতা রয়েছে। পরিকল্পনা স্থানীয় সমস্যাগুলোকে অগ্রাধিকার দিয়ে এবং সংশ্লিষ্ট সকল অংশীজনদের মতামতের ভিত্তিতে প্রণয়ন করা উচিত।

অধিবেশন শেষে, অংশগ্রহণকারী প্রকৌশলীগণ মতামত ব্যক্ত করেন যে তারা উপজেলা উন্নয়ন পরিকল্পনা সম্পর্কে একটি সুস্পষ্ট ধারণা পেয়েছেন এবং উপজেলায় কর্মকালীন উন্নয়ন পরিকল্পনা প্রণয়নে সক্রিয়ভাবে অবদান রাখবেন। আলোচ্য অধিবেশনটি চলমান রাখার জন্য, ইউআইসিডিপি টিম বার্ড, আরডিএ, বিয়াম, বিসিএসএএ, এনআইএলজি ও এলজিইডি সহ সংশ্লিষ্ট অন্যান্য প্রশিক্ষণ প্রতিষ্ঠানের অনুষদের সদস্যদের জন্য উপজেলা উন্নয়ন পরিকল্পনা সম্পর্কিত প্রশিক্ষকদের জন্য প্রশিক্ষণ (টিওটি) পরিচালনা করবে। এর ফলে প্রতিষ্ঠানগুলো পরবর্তীতে প্রকল্পের সহায়তা ছাড়া নিজেরাই অধিবেশনটি কার্যকরভাবে পরিচালনা করতে পারবে।

UICDP Organized Web-based Training on Upazila Development Planning for the Second Time

Upazila Integrated Capacity Development Project (UICDP) organized a web-based training on Upazila development planning for Upazila stakeholders from 65 pilot Upazilas of 9 Districts for the second time. The training started with an Orientation Seminar on 19th and 20th February followed by a self-learning process and ended with a Wrap-up seminar on 5th and 8th March.

Most of the participants successfully completed the web-based course between 20th February and 4th March by watching self-learning videos and answering comprehensive quizzes.

At the Wrap-up seminar, good practices of selected pilot Upazilas were shared, and participants were given guidance concerning the AP formulation for the next fiscal year 2022-23.

Mr. Md. Jasim Uddin, Joint Secretary, LGD and Project Director, UICDP had delivered online inaugural speeches before the start of Orientation and Wrap-up Seminars for all batches. Professor Dr. Mobasser Monem, Senior Consultant, UICDP and Mr. Md. Akram Husain, Local Governance Advisor, UICDP acted as the main resource persons.

Through the online evaluation system, most of the participants expressed that the web-based training has enriched their understanding of the AP formulation process and also it would eventually help them to formulate their respective APs on time. Considering this, the course will be made available on the Muktopaath site (an e-learning site of the Bangladesh Government) soon.

ইউআইসিডিপি দ্বিতীয়বারের মতো উপজেলা উন্নয়ন পরিকল্পনার ওপর ওয়েব-ভিত্তিক প্রশিক্ষণের আয়োজন করেছে

উপজেলা ইন্টিগ্রেটেড ক্যাপাসিটি ডেভেলপমেন্ট প্রজেক্ট (ইউআইসিডিপি) ৯টি জেলার ৬৫টি পাইলট উপজেলার অংশীজনদের জন্য দ্বিতীয়বারের মতো উপজেলা উন্নয়ন পরিকল্পনার ওপর একটি ওয়েব-ভিত্তিক প্রশিক্ষণের আয়োজন করেছে। প্রশিক্ষণটি ১৯ ও ২০ ফেব্রুয়ারি ওরিয়েন্টেশন সেমিনারের মাধ্যমে শুরু হয় এবং স্ব-শিখন প্রক্রিয়া অনুসরণ করে ৫ ও ৮ মার্চ সমাপনী সেমিনারের মাধ্যমে শেষ হয়।

বেশিরভাগ অংশগ্রহণকারী ২০ ফেব্রুয়ারি থেকে ৪ মার্চের মধ্যে স্ব-শিখন পদ্ধতিতে ভিডিও দেখে এবং কুইজের উত্তর দিয়ে ওয়েব-ভিত্তিক কোর্সটি সফলভাবে সম্পন্ন করেছেন।

সমাপনী সেমিনারে, নির্বাচিত পাইলট উপজেলার ভাল অনুশীলনগুলো শেয়ার করা হয় এবং অংশগ্রহণকারীদের আগামী অর্থবছরের (২০২২-২৩) বার্ষিক পরিকল্পনা প্রণয়ন সংক্রান্ত দিক-নির্দেশনা প্রদান করা হয়। ।

জনাব মো: জসিম উদ্দিন, যুগ্মসচিব, স্থানীয় সরকার বিভাগ এবং প্রকল্প পরিচালক, ইউআইসিডিপি সকল ব্যাচের ওরিয়েন্টেশন এবং সমাপনী সেমিনারে অনলাইনে উদ্বোধনী বক্তৃতা দেন। প্রফেসর ড. মোবাশ্বের মোনেম, সিনিয়র কনসালট্যান্ট, ইউআইসিডিপি এবং জনাব মো: আকরাম হোসেন, লোকাল গভর্ন্যান্স অ্যাডভাইজার, ইউআইসিডিপি প্রধান প্রশিক্ষকের দায়িত্ব পালন করেন।

অনলাইন মূল্যায়ন পদ্ধতির মাধ্যমে, বেশিরভাগ অংশগ্রহণকারী মত প্রকাশ করেন যে ওয়েব-ভিত্তিক প্রশিক্ষণ বার্ষিক পরিকল্পনা প্রণয়নের প্রক্রিয়া সম্পর্কে তাদের ধারণাকে সমৃদ্ধ করেছে এবং এটি তাদের নিজ নিজ বার্ষিক পরিকল্পনা সময় মত প্রণয়ন করতে সহায়তা করবে। এই বিবেচনায়, কোর্সটি শীঘ্রই মুক্তপাঠ সাইটে (বাংলাদেশ সরকারের একটি ই-লার্নিং সাইট) আপলোড করা হবে।

RDA & BARD introduced sessions on Upazila Development Planning in their Foundation Training Course for the Engineers of LGED

On February 22 & 28, 2022, Rural Development Academy (RDA), Bogura and Bangladesh Academy for Rural Development (BARD), Cumilla introduced sessions on Upazila Development Planning in their ongoing Foundation Training Course respectively for the newly joined Assistant Engineers of Local Government Engineering Department (LGED) in support with Upazila Integrated Capacity Development Project (UICDP).

Dr. Mobasser Monem, Professor, Public Administration, University of Dhaka conducted a two-hour session on the basic concept and importance of Upazila Development Planning while Mr. Md. Akram Husain, Local Governance Advisor, UICDP also delivered a session on the Action Plan for Annual Development Plan (AP) through using Zoom Video Conferencing System.

Jasim Uddin, Joint Secretary, Local Government Division and the Project Director, UICDP encouraged the newly joined engineers to play the catalyst role in transforming the local governance system and enhancing resource mobilization. Mr. M Khairul Kabir, National Consultant, UICDP facilitated the sessions.

Participating engineers received an idea on the Upazila Development Planning and its necessity for the local development from these sessions. UICDP will continue its support to the LGED in the future as well.

২২ ও ২৮ ফেব্রুয়ারি ২০২২ তারিখে, পল্লী উন্নয়ন একাডেমী (RDA), বগুড়া এবং বাংলাদেশ পল্লী উন্নয়ন একাডেমি (BARD), কুমিল্লা উপজেলা ইন্টিগ্রেটেড ক্যাপাসিটি ডেভেলপমেন্ট প্রজেক্ট (UICDP) এর সহায়তায় তাদের চলমান ফাউন্ডেশন ট্রেনিং কোর্সে স্থানীয় সরকার প্রকৌশল অধিদপ্তর (এলজিইডি)-এর সদ্য যোগদানকারী সহকারী প্রকৌশলীদের জন্য উপজেলা উন্নয়ন পরিকল্পনা বিষয়ক অধিবেশন পরিচালনা করেছে ।

জুম ভিডিও কনফারেন্সিং সিস্টেমের মাধ্যমে অনুষ্ঠিত প্রশিক্ষণে ড. মোবাশ্বের মোনেম, অধ্যাপক, লোক প্রশাসন বিভাগ, ঢাকা বিশ্ববিদ্যালয়, উপজেলা উন্নয়ন পরিকল্পনার মৌলিক ধারণা ও গুরুত্বের উপর দুই ঘন্টার একটি অধিবেশন পরিচালনা করেন এবং জনাব মোঃ আকরাম হোসেন, লোকাল গভার্ন্যান্স এ্যাডভাইজার, ইউআইসিডিপি বার্ষিক উন্নয়ন পরিকল্পনার (এপি) জন্য কর্ম পরিকল্পনার উপর একটি অধিবেশন পরিচালনা করেন।

জনাব মোঃ জসিম উদ্দিন, যুগ্ম সচিব, স্থানীয় সরকার বিভাগ এবং প্রকল্প পরিচালক, ইউআইসিডিপি নতুন যোগদানকারী প্রকৌশলীদের স্থানীয় পরিচালন ব্যবস্থার উন্নয়ন এবং সম্পদ আহরণের সক্ষমতা বৃদ্ধিতে অগ্রণী ভূমিকা পালন করতে উৎসাহিত করেন। জনাব এম খায়রুল কবীর, ন্যাশনাল কনসালটেন্ট, ইউআইসিডিপি অধিবেশসনসমূহ পরিচালনা করেন।

অংশগ্রহণকারী প্রকৌশলীরা এই অধিবেশন থেকে উপজেলা উন্নয়ন পরিকল্পনা এবং স্থানীয় উন্নয়নের জন্য এর প্রয়োজনীয়তা সম্পর্কে পরিষ্কার ধারণা লাভ করেন। ইউআইসিডিপি ভবিষ্যতেও এলজিইডিকে এই সংক্রান্ত সহায়তা অব্যাহত রাখবে।
