Background
The government of Bangladesh has given special importance to implementing a robust Civil Registration and Vital Statistics (CRVS) platform in Bangladesh. It is considered as an opportunity to streamline and synchronize the civil registration processes being administered by different government agencies with the Bangladesh Bureau of Statistics and also to develop a common service platf
orm for the people of the country. To realize this opportunity, the government of Bangladesh has established a "CRVS Secretariat" and formed a national level inter-ministerial coordination and supervision committee i.e. 'CRVS related Steering Committee' led by the Cabinet Secretary. The government wants to establish a robust and effective CRVS process based on a Unique ID (UID) system and linked it with service delivery processes. Along with the six components (birth, death, marriage, divorce, adoption and cause of death). CRVS secretariat has also added enrolment in the education system, and migration (in and out) as major components of CRVS in Bangladesh. Then to link them with the Bangladesh Bureau of Statistics (BBS) for generation of Vital Statistics (VS) and with other services delivery processes especially the Social Protection Programs. The CRVS Secretariat is developing an Integrated Service Delivery Platform (ISDP) known as CRVS++ as part of CRVS Implementation plan. Every child in Bangladesh gets their Birth Registration Number (BRN) from Bangladesh Birth Registration Information System (BRIS). When a child is enrolled in the primary or secondary schools his profile information such as name, date of birth, parents' names, address, gender etc. There will be no discrepancy in the information. Now for the same child different information is stored in different database by the several organizations. With the help of CRVS, this information will be stored in central government databases and all the authorized organizations will have the access to those. This information will be generated or updated by different government entities like Directorate General of Health (DG Health), BRIS, Directorate of Primary Education (DPE) and so on. As a result, data consistency will be ensured. Another advantage will be tracking of students' performance, since the student will be uniquely identified, his/her performance in primary school or previous classes or in different schools can be monitored if necessary. This information can also be used for service delivery such as distributing textbooks or stipend. To achieve these objectives in primary school level, Directorate of Primary Education (DPE) is implementing a project title Preparation of Primary Level Student Profile. The main objective of this project is to create database of student profile where all information of students will be captured. The following are the overall objectives of the project.
• Creating student profiles of around 2 crores and 17 lakhs students of pre-primary to Class V (Source: APSC 2016).
• Creating 70 lakhs profiles of newly admitted students (Source: APSC 2016) in the Primary Schools and Ibtedayi madrasas in the 2nd and 3rd year of the project implementation period;
• Assigning a Unique ID (UID) to each student;
• Giving each student an Identity Card based on the UID and services related to the primary education such as book distribution, admission and stipend disbursement will be provided though the UID. The whole project consists of a number of components such as procurement of hardware, web conferencing systems, development of web and mobile applications, training of teachers and staff, and data entry. This document is prepared for hiring a consultant firm to develop necessary web and mobile software applications that facilitate student profile creation, student data-entry Interface, student performance tracking, dashboard, data cleaning and reporting. It will be the integral part of Directorate of Primary Education Management Information System (DPEMIS) and will be considered as a module of DPEMIS. Data interoperability between student module and other modules need to be confirmed. This software system will also provide interface for other government departments or non government agencies for accessing data and reports after due authentication. The details of this assignment is in the following.
2. Purpose
To develop a software platform for storing profile of students from pre-primary to Class V in primary level institutions (Primary school and Ibtadayi madrasa) of Bangladesh through providing each student with a Unique ID (UID) and for ensuring digital service delivery to the education manager and decision maker.
3. To develop real-time online database system for creating student profile of pre-
primary to class V students of primary level institutions (Primary school and
Ibtadayi madrasa) based on CRVS guideline and latest Citizen Core Data
Structure (CCDS) format for storing and capturing data, it must incorporate any new changes of CCDS;
b. To implement student performance tracking system by providing unique ID of each student and to ensure use of the unique ID in all levels of education;
c. To ensure transparency and efficiency in the distribution of student stipend, education materials and other facilities through analysis of admission, presence, completion and dropout of students;
d. To provide laminated ID card to each student with unique ID number; 5. To provide an effective Tools and dashboard for tracking, monitoring and management based on the data for the decision and policy makers; 6. To ensure integrity and consistency of student data among DPEMIS modules and other government and non-government organizations.
4. Output
Once all the components of the whole project are procured and implemented, the following output will be accomplished. The output can be split into multiple sectors as per given in the following

• Transfer of students from one institution to another
• Planning for ensuring quality education of students
• BI for decision making and planning based on real-time education statistics

• Identification of absentee students
• Student performance tracking
c. Effective and transparent primary education service
• Distribution of textbooks free of cost
• Identification of students for different scholarship
• Recording student information who received stipends
d. Strengthening CRVS system in Bangladesh
• Availability of primary level enrollment data and statistics will further
strengthen the CRVS implementation in Bangladesh
• The secondary level educational organizations will be able to fetch data
from this system and enroll them in their database
• In the long run this identification of students will be fetched in the NID
• Database of the Government This system will help Bangladesh Integrated
Service Delivery Platform
• (ISDP) for data sharing and integration across the government
