Knowledge for Development Management (K4DM) Phase-II project has organized a finding-sharing session of the study on โ€˜Trade Finance Risk Managementโ€™ on 10 June 2024 at NEC-2 Conference Room, Economic Relations Division (ERD), Dhaka. Dr. Shah Md. Ahsan Habib, Professor at Bangladesh Institute of Bank Management (BIBM) and consultant of the study presented the study's findings with the Head of Trades of commercial banks, practitioners from different trade bodies in Bangladesh and officials from government agencies related to trade policy formulation and implementation including trade finance e.g National Board of Revenue (NBR), Ministry of Commerce, SME Foundation, International Chamber of Commerce Bangladesh (ICCB) and Bangladesh Bank. Mr. Md Shahriar Kader Siddiky, Secretary, Economic Relations Division (ERD) chaired the session. Mr. Sohel Ibn Ali, Senior Program Manager, Embassy of Switzerland in Bangladesh and Ms. Sheela Tasneem Haq, Senior Governance Specialist, UNDP Bangladesh, also attended the session.

Mr. Siddiky opened the session with the background of the study, stressing that it will contribute significantly to ensuring the growth of Bangladeshโ€™s international trade through managing trade finance risks in current practices, implementing comprehensive and more inclusive trade finance policies, and ensuring sustainable LDC graduation. Then, Dr. Habib presented the key recommendations and discussed the relevance of trade finance risk management with macroeconomic fundamentals in the LDC Graduation context.

The participants extensively discussed on the study findings and recommended actionable policy suggestions from their practical experience. Mr. A K M Sohel, Additional Secretary & Wing Chief (UN) and the National Project Director of the K4DM Phase-II project closed the session by thanking the Embassy of Switzerland and UNDP in Bangladesh for their extended involvement with ERD through the K4DM project in achieving a wider impact in the journey of LDC graduation of Bangladesh. He also welcomed the participants to engage in continuous discussion for ensuring effective and inclusive trade facilitation.

On May 12, 2025, the Economic Relations Division (ERD), under the Knowledge for Development Management (K4DM) Phase-II Project with support from UNDP Bangladesh, organized a Validation Workshop on the draft Guidebook on Accessing Different Global Climate Funds.
The event brought together key stakeholders from government agencies, development partners, NGOs, and climate finance experts to:
โœ… Review and validate the findings and recommendations of the guidebook
โœ… Identify gaps in institutional readiness and propose capacity-building measures
โœ… Strengthen coordination for accessing funds such as GCF, GEF, Adaptation Fund, and CIF
The workshop featured insightful presentations, technical discussions, and collaborative feedback to ensure the guidebook aligns with national climate strategies and enhances Bangladeshโ€™s ability to mobilize international climate finance.

The Economic Relations Division (ERD), with support from the K4DM Phase-II Project, successfully hosted the Validation Workshop on the Study of Transition Climate Finance (TCF) on 13 May 2025 at NEC-1, Dhaka.

Chaired by Md. Shahriar Kader Siddiky, Secretary, ERD, the event brought together senior government officials, development partners, academics, and representatives from the diplomatic community to validate the findings of a landmark study led by Professor Suborna Barua.

The Knowledge for Development Management (K4DM) Phase-II Project continues to organize regular meetings with authors, co-mentors, and mentors involved in policy paper preparation in collaboration with the Bangladesh Institute of Governance and Management (BIGM). These meetings are critical for refining policy papers with actionable solutions to key development challenges that Bangladesh may face in the coming years.

In addition, consultation meetings with stakeholders on key policy issues relevant to Bangladesh's LDC graduation are held regularly. These consultations have proven to be invaluable in shaping effective policies and strategies for sustainable development.

We are excited to share the successful completion of an experiential learning mission to Jakarta, Indonesia, from February 23 to 28, 2025. This mission was organized by the Knowledge for Development Management (K4DM) Phase-II Project, with support from UNDP Bangladesh and the Embassy of Switzerland. The high-level delegation from Bangladesh, led by the Cabinet Secretary, Dr. Sheikh Abdur Rashid, included 17 officials from various government bodies such as the Cabinet Division, Economic Relations Division, Finance Division, Infrastructure Development Company Limited (IDCOL), and the Bangladesh Securities and Exchange Commission (BSEC).

The primary objective of this mission was to gain insights into Indonesia's economic reforms and sustainable development initiatives. The delegation engaged with several Indonesian ministries and agencies, including the Ministry of Finance, Ministry of Foreign Affairs, Coordinating Ministry of Economic Affairs, National Development Planning Agency (BAPPENAS), Financial Services Authority (OJK), and the Indonesian Environment Fund Agency (BPDLH). These interactions provided valuable insights into Indonesia's public finance management, capital markets, and environment and climate finance mechanisms.

The mission began with a visit to the UNDP Indonesia office, where the delegation learned about Indonesia's innovative financing mechanisms for sustainable development, including Green Sukuk Bonds and SDG Bonds. The Ministry of Foreign Affairs highlighted Indonesia's role in international development cooperation and South-South Cooperation. The Coordinating Ministry of Economic Affairs provided an overview of Indonesia's economic priorities and strategies, emphasizing the importance of sustainable finance and green investments.

The Ministry of Finance shared their experience with Climate Budget Tagging (CBT) and the issuance of thematic bonds, which have been instrumental in financing green and sustainable projects. The delegation also visited the Indonesia Stock Exchange (IDX) to learn about sustainable investment and the listing of thematic bonds. The Ministry of National Development Planning (BAPPENAS) discussed Indonesia's Green Economy transition and its commitment to achieving the Sustainable Development Goals (SDGs).

The Financial Services Authority (OJK) provided insights into their sustainable finance roadmap and the development of a green taxonomy to support sustainable projects. The delegation also visited a UNDP project at Tanjung Priok, focusing on solar PV-powered sea navigation aids. The Indonesian Environment Fund Agency (BPDLH) shared their experience in managing and channeling funds for environmental conservation and climate change mitigation.

The mission concluded with a strong emphasis on the potential for bilateral collaboration in sustainable finance, economic and development planning, and multilateral cooperation. The insights gained from this mission will be invaluable in informing Bangladesh's policies and strategies in climate finance and sustainable development.

This experiential learning mission has laid a strong foundation for expanding economic cooperation between Bangladesh and Indonesia. We look forward to building on this momentum and exploring new avenues for collaboration in the future.

We are thrilled to announce the successful completion of a specialized training program on "Negotiation for Development Financing and Alternative Resource Mobilization" held at the Asian Institute of Technology (AIT), Thailand, from January 27 to 31, 2025. This program was a significant step towards enhancing the capacity of our government officials in critical areas such as negotiation skills, debt management, sustainable LDC graduation, climate finance, and development cooperation.

The training program took place at the esteemed Asian Institute of Technology (AIT) in Thailand, a globally recognized institution specializing in capacity-building, research, and education to support sustainable development. The program was attended by a delegation of ten officials from the Economic Relations Division (ERD), Implementation Monitoring and Evaluation Division (IMED), Planning Commission, and UNDP Bangladesh. The delegation included four female and six male participants, reflecting a commitment to gender diversity and inclusion.

The inauguration ceremony was graced by His Excellency Faiyaz Murshid Kazi, Ambassador of Bangladesh to Thailand, and Voravate Chonlasin, Executive Director of AIT Extension. Their presence underscored the importance of strengthening regional collaboration and capacity-building initiatives between Bangladesh and AIT. The training sessions covered essential topics such as negotiation skills, debt management, climate finance, and development cooperation. Participants engaged in interactive exercises, including role-play scenarios and group discussions, to apply theoretical knowledge in real-world contexts.

During the program, participants visited key institutions such as the Fiscal Policy Office and the Office of the National Economic and Social Development Council (NESDC). These visits provided practical insights into fiscal policy formulation, debt management strategies, and macroeconomic planning. The hands-on experience gained from these visits was invaluable in enhancing the participants' understanding of sustainable economic growth and external resource mobilization.

The outcomes of the training program were significant. Participants enhanced their negotiation skills, enabling them to secure better financing deals for development projects. They gained a deeper understanding of debt management and sustainable economic growth, which will be crucial for Bangladesh's transition from LDC status. The training also provided valuable insights into climate finance and innovative resource mobilization strategies, equipping participants with the knowledge to navigate the post-LDC graduation landscape effectively.

In a rapidly evolving global economy, Bangladesh's ambitions for sustainable growth are both challenging and inspiring. The three-day training, "Reinvention of Economic Relations and Resources," held at BCDM, Savar, from December 5-7, 2024, marked a significant stride in equipping recently joined officers of the Economic Relations Division (ERD) with the skills and knowledge to meet these challenges head-on. Supported by the Knowledge for Development Management (K4DM) Phase-II project of UNDP, the event brought together experts, seasoned officials, and enthusiastic participants to explore the intricacies of foreign resource mobilization, innovative financing, and effective negotiation.

First day began with an introduction to the trainingโ€™s objectives. Mr. A.K.M. Sohel, Additional Secretary, ERD, emphasized the importance of innovative resource management. Mr. Md. Shahriar Kader Siddiky, Secretary, ERD further stressed, "Our future lies in mastering negotiations and navigating complex financing processes." The day covered fundamental ERD terminologies and concepts essential for understanding financial agreements.
2nd day of the training dived into procurement procedures for foreign-funded projects, led by Mr. Mohammed Shoheler Rahman Chowdhury, Former CEO, BPPA. He highlighted transparency and integrity in procurement, saying, "Accountability and integrity are crucial for the success of any development initiative." The focus shifted to resource mobilization and debt management, with Mr. Syed Ashrafuzzaman from ERD urging participants to adopt strategic foresight in managing external financing.
Day 3 featured sessions on planning foreign-funded projects and negotiation strategies. Mr. Shish Haider Chowdhury, Secretary, ICT Division shared insights on aligning projects with national priorities, emphasizing, "Planning is key to ensuring projects deliver sustainable impacts." In the "Art of Negotiation" session, Mr. Md. Shahriar Kader Siddiky engaged participants in practical exercises, underscoring the importance of negotiation tactics in securing favorable outcomes.

Throughout the training, participants participated in the quizzes, discussed and analyzed case studies and presented their findings. These interactive activities, alongside in-depth discussions, helped strengthen their analytical and negotiation skills.

The training concluded with a reflection from the best trainee and speeches from Dr. Salehuddin Ahmed, Honโ€™ble Finance Adviser, and Mr. Stefan Liller, UNDP Resident Representative, who encouraged the participants to lead with knowledge and confidence as Bangladesh moves towards a sustainable future. Dr. Salehuddin Ahmed, Honโ€™ble Finance Adviser, celebrated the participants' dedication, remarking, " the interim government is committed to address all of these challenges and accelerate our economic development, increase growth, educate our younger generation, ensure health services for the citizens and social security for the vulnerable groups, create more jobs, develop investment friendly and growth promoting infrastructures, promote increased industrial production and exports." In the speech of the special guest Mr. Stefan Liller, Resident Representative, UNDP reaffirmed UNDPโ€™s commitment to Bangladesh, stating, "committed to assist ERD on such efforts to acquire cutting-edge knowledge for its officials so that its institutional capacity would enhance further for the mobilization of development finance for Bangladesh."

The participants left equipped with strategic tools, technical insights, and a deeper understanding of their pivotal roles in shaping Bangladesh's economic future. As the ERD continues its vital work of external resource mobilization, the ripple effects of this initiative will undoubtedly resonate across the nation's development landscape.

On October 17, 2024, the Economic Relations Division (ERD) hosted a highly anticipated Stakeholder Consultation Workshop on private sector-focused policy papers organized by the Knowledge for Development Management (K4DM) Phase II Project. Held at NEC 2, Planning Commission, the event brought together over 50 participants, including government officials from different ministries/divisions, private sector leaders, academics, and civil society representatives, to discuss critical policy issues related to private sector in the context of Bangladeshโ€™s LDC graduation.

The workshop was graced by Mr. Md. Shahriar Kader Siddiky, Secretary, ERD, as the Chief Guest, and Mr. Stefan Liller, Resident Representative of UNDP Bangladesh, as the Guest of Honour. Both leaders shared their insights on the private sectorโ€™s vital role in overcoming the challenges posed by LDC graduation and achieving sustainable economic growth.

The workshop aimed to foster evidence-based policy-making on key private sector issues and ensure that stakeholders from various sectors could engage in a participatory dialogue. In his welcome speech, Mr. AKM Sohel, Additional Secretary & Wing Chief (UN) of ERD and National Project Director of K4DM-II, emphasized the importance of collaborative efforts in the public and private sectors in addressing the structural and emerging challenges facing Bangladeshโ€™s transition to a middle-income country.

Participants engaged in thought-provoking discussions as three distinguished authors presented their findings on crucial policy issues. Ms. Sharmin Afroz Shumi presented her paper on Revisiting the Overseas Recruitment Process, proposing actionable steps to streamline labour migration. Mr. Md. Golam Robbane explored Fire Safety in the RMG Sector, highlighting the need for regulatory reforms to enhance worker safety and meet international standards. Ms. Arjeena Jannat addressed the potential of the jute sector, urging for policy interventions to Reclaim Bangladeshโ€™s Position in Jute Production.

Following each presentation, interactive Q&A sessions allowed stakeholders to provide valuable input, focusing on refining policy options and ensuring alignment with the countryโ€™s broader development goals. The workshop fostered consensus on critical policy actions and demonstrated the power of collaboration between the public and private sectors.

The event concluded with closing remarks from Mr. AKM Sohel, who emphasized the importance of continued dialogue and refinement of policies to secure Bangladeshโ€™s path toward sustainable development and LDC graduation. This consultation workshop underscored the significance of inclusive policy-making and highlighted the private sectorโ€™s pivotal role in shaping the future of Bangladeshโ€™s economic landscape.

The Economic Relations Division (ERD), supported by the Knowledge for Development Management (K4DM) Phase-II project, held a pivotal meeting on September 30, 2024, to address Bangladeshโ€™s debt service liability. Chaired by Mr. Md. Shahriar Kader Siddiky, Secretary of ERD, the meeting brought together representatives from bilateral and multilateral development partners to discuss the current debt service obligations and their economic impact on the country.

The session began with a welcome from Mr. A K M Sohel, Additional Secretary and Wing Chief (UN) of ERD, who emphasized the critical importance of addressing debt liabilities to sustain national development. In his opening remarks, Mr. Siddiky highlighted the role of effective debt management in ensuring fiscal stability and long-term growth. He stressed that managing external debt carefully is essential for supporting infrastructure investments, human capital development, and strategies for export-led growth, all while tackling emerging challenges like climate change.

A keynote presentation by Mr. Syed Ashrafuzzaman, Joint Secretary (FABA-1), ERD, provided a comprehensive overview of Bangladeshโ€™s debt service liabilities, trends in debt accumulation, and fiscal implications. He underscored that while current debt levels are manageable, proactive measures are necessary to mitigate future risks. His presentation also covered strategies such as securing favorable loan terms and sustainable borrowing practices.

The meeting saw an engaging discussion among participants, who highlighted challenges like global economic shifts, exchange rate pressures, and inflation on debt management. Development partners stressed the need for continuous collaboration and efficient debt portfolio management to help Bangladesh navigate these challenges. Mr. Siddiky reassured stakeholders of ongoing government initiatives, including a social sector impact assessment led by the General Economics Division (GED), to address pressures in social sector investments.

In closing, Mr. Siddiky expressed gratitude for the valuable insights shared and affirmed ERDโ€™s commitment to continued collaboration with development partners, ensuring Bangladeshโ€™s path to sustainable development remains steady and resilient.

The Knowledge for Development Management (K4DM) Phase-II project, under the Economic Relations Division (ERD), recently organized an extensive series of training sessions focused on the upgraded features of the Foreign Aid Management System (FAMS) software (https://fams.erd.gov.bd/). Designed to equip project officials with advanced skills for efficient fund and project management, the training was tailored to improve project management reporting and monitoring systems among project stakeholders by enhancing their capacity in real-time data entry, report generation, and fund tracking.

The series covered all foreign-aided projects from various ministries, reaching a total of 850 (Project Directors and relevant officials where 178 female and 672 male officials) participants, structured into 27 batches. Each batch received hands-on training in the ERD Computer Lab (ERDOC) through a blend of theoretical instruction and practical application. Participants had the opportunity to work with real project data, gaining a clear understanding of how to operate FAMS for daily project management activities and reporting.

The training sessions were inaugurated by the Wing Chief (FABA), who emphasized the importance of using FAMS to streamline project fund management and data accuracy. The curriculum spanned introductory sessions on FAMS, detailed instructions on project fund entry, and activity update procedures. Officials also learned to prepare and export reports in Excel, ensuring their ability to effectively manage and share project data.

Through guided practice and Q&A sessions, participants were able to reinforce their skills, addressing specific questions related to data handling and FAMS functionalities. This comprehensive training initiative by K4DM Phase-II marks a significant stride in bolstering foreign-aided project management systems in Bangladeshโ€™s project management landscape, ensuring that officials across ministries are well-equipped to utilize FAMS for the effective management of foreign-aided projects.
