02 September 2026, CANBERRA - The Philippines and Australia convened the 6th Maritime Dialogue in Canberra on 02 September 2026. The Dialogue was co-chaired by Philippine Department of Foreign Affairs (DFA) Maritime and Ocean Affairs Office Assistant Secretary Emmanuel Donato Guzman and Australian Department of Foreign Affairs and Trade (DFAT) Southeast Asia Strategy and Maritime Security Branch Assistant Secretary Glenn Elson.

The discussions covered a range of shared maritime priorities, including upholding international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS), enhancing maritime domain awareness, protecting the marine environment, combating illegal, unreported and unregulated (IUU) fishing, and promoting sustainable development of the blue economy.

Philippine Ambassador to Australia H.E. Antonio Morales, as well as officials from the Office of the Philippine Defence and Armed Forces Attaché, Philippine Coast Guard, and Palawan Council for Sustainable Development also attended the dialogue.

On 01 September 2026, officials also engaged with academics from the Philippines and Australia. The dialogue provided an opportunity to discuss perspectives and potential initiatives to promote regional stability and address emerging maritime challenges, including marine resource protection, critical marine infrastructure, and maritime resilience through marine environmental cooperation, capacity-building, and educational opportunities.

Philippine academic participants included experts from the University of the Philippines (UP) Institute for Maritime Affairs and Law of the Sea (IMLOS), Marine Science Institute (MSI), and National Institute of Geological Sciences (NIGS). The engagement highlighted the important contribution of academic and scientific communities to strengthening maritime policy, knowledge-sharing, innovation, research and capacity-building.

The 6th Maritime Dialogue was held in the context of several significant milestones in 2026, including the Philippines’ celebration of Maritime and Archipelagic Nation Awareness Month (MANAMo) in September, the 10th anniversary of the 2016 South China Sea Arbitral Award, and the 80th anniversary of the establishment of diplomatic relations between the Philippines and Australia.

As maritime democracies, the Philippines and Australia continue to broaden cooperation across a range of maritime issues. Through sustained dialogue, institutional exchanges, capacity-building, and collaboration among government, academic, and scientific communities, both countries are committed to working closely to advance shared interests for regional peace, security and stability. - END

02 September 2026, CANBERRA – Minister and Consul General Sheila Marie Tario and First Secretary and Consul Rainier Casis attended the ANU Philippines Institute Roundtable on 02 September 2026 headlined by Dr. Lowell Bautista, together with representatives from Philippine and Australian academic institutions, DFAT, and other Australian government agencies.

From the Philippine delegation, in attendance were University of the Philippines (UP) Institute for Maritime Affairs and Law of the Sea (IMLOS) Atty. Neil Silva, Atty. Ana Cosme, and Atty. Isabel Cañaveral; UP-Marine Science Institute (MSI) Dr. Charina Repollo and Dr. Michael Atrigenio; and UP National Institute of Geological Sciences (NIGS) Dr. Mario Aurelio.

The roundtable discussions were facilitated by Dr. Maria Tanyag, Director of the ANU Philippines Institute, and Fellow Mr. Gemmo Fernandez. Adhering to the Chatham House Rule, the roundtable provided an opportunity for participants to exchange views on the role of academics and universities in supporting peace, diplomacy, and conflict mitigation in Southeast Asia, as well as on regional perceptions of Australia’s influence and engagement, including in the area of maritime security. - END

01 September 2026, CANBERRA - The Philippine Embassy in Australia kicked off the celebration of the Maritime and Archipelagic Nation Awareness Month (MANAMo) with a public lecture commemorating the 10th Anniversary of the 2016 South China Sea Arbitral Award, co-organized with the ANU Philippines Institute.

The lecture featured Dr. Lowell Bautista, Associate Professor at the Western Sydney University School of Law, who delivered the keynote address, “The South China Sea Arbitral Award: Evolving Post-Arbitration Strategies, Implications and Challenges.”

More than 100 guests attended the event, including Assistant Secretary Emmanuel Donato Guzman of the Philippine Department of Foreign Affairs (DFA) Maritime and Ocean Affairs Office, and Assistant Secretary Glenn Elson of the Australian Department of Foreign Affairs and Trade (DFAT) Southeast Asia Strategy and Maritime Security Branch. Members of the diplomatic corps, Philippine and Australian maritime agencies, academics, researchers, students, and representatives from think tanks also participated in the discussion.

In his opening remarks, Philippine Ambassador to Australia H.E. Antonio Morales underscored the importance of continuing to highlight the significance of the 2016 Arbitral Award. He noted that the Philippines’ steadfast commitment to international law is a defining feature of its foreign policy and its engagement with the international community. He further emphasized that respect for international law is a cornerstone of the Strategic Partnership of the Philippines and Australia, and is particularly significant as both countries also commemorate the 80th anniversary of diplomatic relations this year.

Assistant Secretary Guzman emphasized that the Award did more than clarify the rights and obligations of the parties under the 1982 United Nations Convention on the Law of the Sea (UNCLOS). It also reaffirmed the principle that no State, regardless of size or strength, stands above the law. He noted that the Award has become an important reference point in the interpretation and application of UNCLOS and has strengthened confidence in international tribunals and other mechanisms for the peaceful settlement of disputes.

Assistant Secretary Elson affirmed Australia’s position on the final and binding nature of the Award and its enduring importance. He also highlighted developments in maritime cooperation between the Philippines and Australia, including maritime partnerships, capacity-building initiatives, joint exercises, and other cooperative activities that contribute to regional peace, security, and stability.

Dr. Bautista discussed that one of the Award’s key strengths was its precision in clarifying the scope of what UNCLOS could determine, including maritime entitlements, the incompatibility of historic rights claims beyond those entitlements, and the legal duties applicable to interference with lawful activities, navigational risks, environmental harm, and the aggravation of disputes.

He noted that the Award’s legal findings have since been translated into domestic law and stronger state capacity through the Philippine government’s enactment of the Maritime Zones Act and the Archipelagic Sea Lanes Act. More broadly, the Award has provided the Philippines with a legal baseline for assessing conduct, a common language grounded in international law, and greater legitimacy in advancing its maritime rights.

Dr. Bautista also stressed that the significance of the Award extends beyond the legal and diplomatic spheres, as its findings on maritime entitlements, lawful activities, and the protection of the marine environment have direct implications for coastal communities and livelihoods that depend on the sea. He underscored that a rules-based maritime order must not only uphold legal rights and obligations, but also safeguard the marine ecosystems and resources on which these communities depend.

Established by Presidential Proclamation No. 316 in 2017, MANAMo combines “Mana” (meaning heritage or inheritance in Filipino) with the Philippine identity as a maritime and archipelagic nation. The month-long event aims to raise public consciousness on maritime and archipelagic issues, the country's rich marine heritage, and promote the sustainable use and protection of ocean resources.-END

24 August 2026, PERTH — Philippine Ambassador to Australia Antonio A. Morales met with Western Australia Premier Hon Roger Cook at Dumas House in Perth. The Premier discussed opportunities for cooperation with the Philippines in energy and trade. He welcomed the Philippine renewable energy company ACEN’s partnership with the Yindjibarndi Energy Corporation, which is developing renewable energy projects in the Pilbara. He also noted the increase in the number of flights between Perth and the Philippines and the potential to strengthen two-way trade and economic links.

Building on these areas of cooperation, Ambassador Morales highlighted Western Australia’s significant mineral resources and expertise in the sector, and identified opportunities for greater Australian investment and partnerships with the Philippines in sustainable mining, minerals processing, and critical minerals.

Premier Cook also highlighted Western Australia’s strong network of technical and vocational education and training (TVET) institutions. Ambassador Morales noted the ongoing initiatives between the Philippines and Western Australia on skills development and recognition, and expressed appreciation for the Premier’s support in advancing cooperation in this area.

Philippine Honorary Consul in Perth Melissa Aguasa shared initiatives to promote Perth as a study destination for Filipino students. She also highlighted other initiatives being pursued by the Honorary Consulate in partnership with the Western Australian Government.

Ambassador Morales also shared the history of the Manilamen in Broome, who contributed to the development of Western Australia’s pearling industry from the 19th century. Premier Cook underscored the significance of recognizing and commemorating the contribution of the Manilamen as part of Western Australia’s history.

The Premier also acknowledged the contributions of the Filipino-Australians in Western Australia, which is home to more than 37,000 people of Filipino heritage who contribute to the State’s economy and its communities. - END

24 August 2026, PERTH -- Philippine Ambassador to Australia Antonio A. Morales joined Western Australian Premier Roger Cook and representatives of the diplomatic, government and business communities at the Association of Southeast Asian Nations (ASEAN) Day Celebration hosted by the ASEAN Business Alliance in Perth.

The celebration commemorates the founding of ASEAN on 8 August 1967. This year’s celebration was particularly significant for the Philippines as it serves as ASEAN Chair under the theme “Navigating Our Future, Together.”

In his keynote remarks, Ambassador Morales highlighted the longstanding ties between ASEAN and Western Australia, citing the State’s geographic proximity, growing trade and investment links, and strong people-to-people connections with Southeast Asia.

Ambassador Morales also highlighted the Philippines’ ASEAN Chairship priority of Prosperity Corridors, which seeks to strengthen trade and investment, connectivity, and economic integration across the region. He noted that ASEAN’s ongoing efforts to reduce barriers to trade and investment can create a more predictable and efficient environment for businesses.

Ambassador Morales emphasized the importance of initiatives such as the ASEAN Day celebration in bringing governments, businesses and communities together to build greater understanding and confidence.

He also welcomed Singapore’s assumption of the ASEAN Chairship in 2027 and acknowledged the presence of Singapore High Commissioner to Australia Anil Kumar Nayar, noting the continuity of ASEAN’s work as each Chair builds on the progress of its predecessors and helps advance the region’s shared priorities. Also in attendance were Lord Mayor Bruce Reynolds and DFAT Western Australia Deputy Director Natasha Hart.

24 August 2026, PERTH - Philippine Ambassador to Australia Antonio Morales visited to Austal’s shipbuilding facility in Henderson, Perth, Western Australia to discuss its growing operations in the Philippines and opportunities to further strengthen maritime industry linkages between the Philippines and Australia.

Hosted by senior Austal executives James Stokes, President for Australasia, and Oliver Morton, Executive Vice President for Sales and Operations, the visit highlighted Austal’s growing investments and operations in the Philippines and the company’s contribution to the regional defense and maritime industry.

Austal officials provided an update on key programs and developments since Ambassador Morales’ previous visit to the facility in 2025. The Ambassador was briefed on Austal’s operations in the Philippines, which form an important part of the company’s regional and global operations, particularly in ship design, detailed engineering, construction, sustainment, and maintenance.

Austal reported growing international interest in sustainment and maintenance services based in the Philippines, as more vessels operate in or transit through the region.

The company also showcased a range of advanced commercial and defense vessels, highlighting the technical capabilities of its Philippine and regional teams. Design work is increasingly being shared between Australia and the Philippines, with more sophisticated detailed design and engineering activities being undertaken by Filipino teams.

Ambassador Morales commended Austal’s contribution to local employment, community engagement, and disaster response initiatives in Cebu, particularly in the aftermath of Typhoon Tino in 2025. He also welcomed the company’s efforts to strengthen the Philippines’ participation in advanced shipbuilding, green technologies, and global maritime supply chains, while developing the skills and capabilities of Filipino workers for high-value maritime and manufacturing industries.

Austal also reported that it is further expanding its engagement with local schools, universities, and apprenticeship programs to develop the skilled workforce needed to support the growth of the maritime industry.

The Ambassador affirmed that the Philippines will continue to serve as a reliable and competitive base for high-skill, high-value maritime manufacturing and services.

The visit underscored opportunities for further Philippines-Australia cooperation in shipbuilding, maritime services, defense industry, and skills development. - END

24 August 2026, Perth - Philippine Ambassador to Australia H.E. Antonio A. Morales met with Most Rev. Bishop Nelson Po to discuss the Filipino community in Western Australia (WA), including its contributions, challenges, and the important role of the Catholic Church in supporting Filipinos and their families.

Bishop Po was appointed Auxiliary Bishop of Perth by Pope Leo XIV on 2 February 2026 and ordained a bishop on 16 April 2026. He was ordained a priest for the Archdiocese of Perth in 2005 and is the second bishop of Filipino descent in Australia.

Ambassador Morales and Bishop Po exchanged views on the experiences of Filipinos in WA and ways to strengthen support for community members. They also discussed the continuing growth of the Filipino community in the State. They both recognized the achievements of Filipinos in WA and their contributions to the State’s economy and vibrant community.

The Ambassador highlighted the long-standing connection between Filipinos and WA, recalling the Manilamen who came to Broome and other parts of northern Australia to work in the pearling industry in the 1800s. He noted that, beyond their work in the industry, these early Filipino migrants brought their culture, traditions, food, and Catholic faith, which continue to be reflected in Broome today.

Bishop Po highlighted the significant contribution of Filipino priests serving in WA, who provide pastoral care and spiritual support to Filipino communities. He shared that there are currently more than 10 priests of Filipino descent serving across the State.

Ambassador Morales expressed appreciation for the Catholic Church’s continuing support for Filipinos in WA and emphasized the importance of strengthening cooperation among the Embassy, the Honorary Consulate in Perth, the Filipino community, and faith-based organizations to promote their welfare and well-being. - END
