📝 𝗦𝗲𝗽𝘁𝗲𝗺𝗯𝗲𝗿 𝟮𝟬𝟮𝟲 𝗢𝗿𝗱𝗶𝗻𝗮𝗿𝘆 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 𝗠𝗲𝗲𝘁𝗶𝗻𝗴

Missed the 3 September Council Meeting? Here’s a quick community update on some of the key decisions:

➡️ Council approved a budget amendment to incorporate $7.53 million in Regional Road Safety Program funding for upgrades to Toodyay Bindi Bindi Road and Julimar Road.

➡️ Community sponsorship agreements totalling more than $34,000 were approved for YouthCARE, Lions Club of Toodyay, Toodyay Events Planning Inc, Avon Valley Vintage Vehicle Association and Toodyay Triathlon Club.

➡️ Interim projects were supported at the old depot site and Fiennes Street Reserve, including large-vehicle parking at the old depot and investigation of reticulated turf for the former tennis courts.

🌼 𝗪𝗶𝗹𝗱𝗳𝗹𝗼𝘄𝗲𝗿 𝗪𝗲𝗱𝗻𝗲𝘀𝗱𝗮𝘆: 𝗖𝗼𝘄𝘀𝗹𝗶𝗽 𝗢𝗿𝗰𝗵𝗶𝗱 (𝗖𝗮𝗹𝗮𝗱𝗲𝗻𝗶𝗮 𝗳𝗹𝗮𝘃𝗮)

We’re wrapping up our Wildflower Wednesday series with a true burst of spring sunshine - the beautiful Cowslip Orchid!

This cheerful native orchid lights up the bush with bright yellow flowers, often splashed with crimson. Keep an eye out for its broad, hairy leaf near the ground as you explore Toodyay’s natural spaces this spring.

Community members and organisations are invited to attend a public hearing hosted by the Shire of Toodyay on Tuesday, 22 September 2026, from 2.45pm to 4.45pm.

📍 Toodyay Recreation Centre, Burt Park Way, Toodyay

The hearing will provide an opportunity to learn more about how the WA Local Government Grants Commission determines Financial Assistance Grants for local governments, and to discuss local issues and ask general questions.

Anyone wishing to make a submission at the hearing is asked to register their interest with the Commission:

🌼𝗪𝗶𝗹𝗱𝗳𝗹𝗼𝘄𝗲𝗿 𝗪𝗲𝗱𝗻𝗲𝘀𝗱𝗮𝘆: 𝗗𝗮𝗺𝗽𝗶𝗲𝗿𝗮 (𝗗𝗮𝗺𝗽𝗶𝗲𝗿𝗮 𝗹𝗶𝗻𝗲𝗮𝗿𝗶𝘀)

For the third instalment of our Wildflower Wednesday series, we’re featuring the beautiful Dampiera — a native wildflower found throughout south-west Western Australia, including the Avon Wheatbelt.

This eye-catching plant is recognised by its vivid blue to purple flowers, often with a pale yellow centre. Flowering from July to December, it grows in a range of habitats, including sandy or clay soils over laterite.

📣 𝗦𝗵𝗶𝗿𝗲 𝗼𝗳 𝗧𝗼𝗼𝗱𝘆𝗮𝘆 𝗔𝗰𝘁𝗶𝘃𝗶𝘁𝗶𝗲𝘀 𝗶𝗻 𝗧𝗵𝗼𝗿𝗼𝘂𝗴𝗵𝗳𝗮𝗿𝗲𝘀 𝗮𝗻𝗱 𝗣𝘂𝗯𝗹𝗶𝗰 𝗣𝗹𝗮𝗰𝗲𝘀 𝗮𝗻𝗱 𝗧𝗿𝗮𝗱𝗶𝗻𝗴 𝗟𝗼𝗰𝗮𝗹 𝗟𝗮𝘄 𝟮𝟬𝟮𝟲 𝗰𝗼𝗺𝗶𝗻𝗴 𝗶𝗻𝘁𝗼 𝗲𝗳𝗳𝗲𝗰𝘁 𝗼𝗻 𝟭𝟰 𝗦𝗲𝗽𝘁𝗲𝗺𝗯𝗲𝗿

At a Council meeting held on 6 August 2026, Council resolved to make the Shire of Toodyay Activities in Thoroughfares and Public Places and Trading Local Law 2026 pursuant to section 3.12 of the Local Government Act 1995 the purpose and effect of which are:

Purpose: to regulate the use of thoroughfares, public places and local government property in order to promote public safety, manage obstructions, protect the natural environment, ensure fair and orderly trading, and provide clear standards for activities such as verge treatments, signage, street trading, outdoor eating facilities, and other uses of public land within the Shire of Toodyay.

Effect: to provide a legal framework that:
🔸 Prescribes the activities that require a permit;
🔸 Sets conditions under which those activities may be conducted;
🔸 Regulates trading, events and signage in public places;
🔸 Manages vegetation, firebreaks, environmental protection and activities that may impact thoroughfares;
🔸Establishes offences for non‑compliance, including prescribed modified penalties; and
🔸 Enables the Shire to issue notices and take enforcement action to protect public health, amenity, safety and environmental values.

The Shire of Toodyay Activities in Thoroughfares and Public Places and Trading Local Law 2026 was published in the government gazette, on Monday 31 August 2026 (No. 112). It will come into operation on Monday 14 September 2026.

🌼𝗪𝗶𝗹𝗱𝗳𝗹𝗼𝘄𝗲𝗿 𝗪𝗲𝗱𝗻𝗲𝘀𝗱𝗮𝘆: 𝗘𝘃𝗲𝗿𝗹𝗮𝘀𝘁𝗶𝗻𝗴𝘀 (𝗥𝗵𝗼𝗱𝗮𝗻𝘁𝗵𝗲 𝗰𝗵𝗹𝗼𝗿𝗼𝗰𝗲𝗽𝗵𝗮𝗹𝗮)

Continuing our Wildflower Wednesday series, this week we’re featuring the beautiful Everlasting - also known as the Rosy Sunray or Paper-daisy.

This cheerful native daisy is easy to recognise by its delicate, papery petals, which can range from rich pink to almost pure white, with a bright yellow centre. The flowers are long-lasting and dry beautifully, earning it the name “everlasting”.

Pink and White Everlastings grow naturally throughout southern Western Australia and is often seen putting on a colourful display from late winter into spring. It enjoys sunny spots and well-drained sandy soils.
