With almost 140,000 residents now calling Cardinia Shire home, the past year has brought both opportunities and challenges for our community.

Our 2025-26 Annual Report is now available for review and provides a transparent overview of Council's performance, finances and progress towards our Council Plan priorities.

Our Annual Report provides a snapshot of how Council has responded over the past year, with highlights including:

🚶 Maintaining 960km of footpaths and more than 1,600km of local roads.

🌳 Maintaining 1,584 hectares of parks and reserves and 217 playgrounds.

👶 Delivering more than 21,000 Maternal and Child Health consultations and processing over 2,500 community kindergarten enrolments.

📚 Supporting learning and community connection through almost 332,000 library loans.

🧑‍🤝‍🧑 Supporting more young people, with over 22,500 interactions recorded through our youth services programs.

💰 Improving community safety and support, including helping more than 850 residents to resolve $1.5 million in debt through Bring Your Bills Day.

🌱 Restoring local habitat and biodiversity, including planting more than 16,000 indigenous plants in Emerald alone!

🏗️ Progressing major projects including the Pakenham Revitalisation Project and new community facilities across the shire.

We know there is always more work to do, and we're committed to continuing to plan, advocate and invest in the services and infrastructure our growing community needs.

There are plenty of ways to spend your time without gambling.

During Gambling Harm Awareness Week (24 to 31 October 2026), why not explore some of the free and low-cost ways to connect, get active, learn something new or simply enjoy time with others in Cardinia Shire?

📚 Spend an evening at the library
Head to Pakenham Library for Libraries After Dark, with extended Friday night opening hours until 9pm and free activities, workshops and events.

🏡 Connect with your local community
Our community centres and neighbourhood houses offer classes, activities and programs where you can learn a new skill, explore a hobby or meet new people.

🌳 Get outdoors
Make the most of Council’s parks, reserves, playgrounds and walking trails. Whether it’s a walk, catching up with friends or spending time with the family, there are plenty of places to enjoy across the shire.

🏀 Get active
Visit a local recreation reserve, skate park or other community sporting space for a kick, shoot-around, skate or casual activity.

With recent rain and warmer weather across the shire, grass and vegetation are thriving, and in some areas, growing faster than usual.

Our mowing and slashing contractors are out and about working through scheduled maintenance programs to keep roadsides, reserves and public spaces safe and tidy. While we're covering as much ground as possible, it may take some time to reach every location due to the rapid growth.

📣 We’re calling for investment in critical parks and open space projects ahead of the November State election.

With almost 40,000 more people expected to call Cardinia Shire home over the next decade, we’re seeking investment in the outdoor spaces our growing community needs and deserves.

➡️ We’re seeking:
• $7 million for the next stage of Officer District Park.
• $10 million to upgrade PB Ronald Reserve in Pakenham.
• $12.6 million for a new reserve catering to soccer, lawn bowls and cricket at McMullen Recreation Reserve in Officer.

🛝 More than 30 per cent of our community is under the age of 18, and our young people need safe, modern places where they can stay active, build connections and thrive.

Council is ready to play its part, but we need support from other levels of government to make it happen 🤝

The parks and open space package is part of Council's advocacy campaign ahead of the State election, which is seeking the infrastructure and services Cardinia Shire's growing population needs.

💬 Have your say on two new strategies to help build a more inclusive, connected and supportive Cardinia Shire.

We’re seeking feedback on the draft Thriving Communities and draft Volunteer Strategy. These strategies outline how Council can support people to participate in community life, access services, feel connected and contribute to a thriving community.

🤝 The draft Thriving Communities Strategy brings together Council’s access, inclusion and equity work into one plan. It aims to make services, activities and places more accessible and inclusive, recognising that some people are more likely to face barriers due to ability, culture, age or identity.

It also recognises the importance of meeting the needs of Cardinia’s diverse population and ensuring people have opportunities to feel connected, supported and included.

The draft Volunteer Strategy recognises the valuable role volunteers play across our shire and how volunteering can be strengthened into the future 💙

Your feedback will help ensure the final strategies reflect the needs, experiences and aspirations of our diverse community.

Got an idea for a community event?

Whether it's a festival, community celebration, cultural event, family activity or festive gathering, funding may be available to help bring it to life!

Applications are now open for our Festival and Events Grants Program, supporting eligible community-led events and activities across the shire.

We're looking for events that:
✅ Bring people together
✅ Celebrate local culture and community spirit
✅ Support local businesses and townships
✅ Attract visitors to the region
✅ Create positive social, cultural and economic outcomes

With a range of festive events already planned across the shire, we're also encouraging local groups and organisations with ideas for additional community celebrations and activities to apply.

📣 We’re inviting our community to help shape Council's priorities for the year ahead as planning begins for the 2027–28 Budget.

From local roads and parks to community facilities and services, your feedback will help Council understand community priorities and make informed decisions about how available funding is allocated.

➡️ You can get involved by:

• Visiting our Creating Cardinia engagement platform and completing the Community Priorities Survey or using the Fund It tool.

• Making a written submission.

➡️ Attending a community pop-up session:

• Monday 26 October, 11am–1pm, Lang Lang Community Centre, Lang Lang.

• Friday 30 October, 10am–12pm, Hills Hub, Emerald.

• Saturday 7 November, 9–11am, Cardinia Life, Pakenham.
