HEBER LANE CLOSURE
(Between Chester/Boston Streets and Heber/Albert Streets)

Moree Plains Shire Council wishes to notify businesses and residents that the Heber Lane, which runs between Chester/Boston Streets and Heber/Albert Streets, will be closed from 18 May to 22 May 2026 between 6am to 4.30pm for a period of four (4) days (weather permitting).

Traffic will be redirected during this period.

Council apologises for any inconvenience this may cause.

HAVE YOUR SAY ON COUNCIL’S DRAFT OPERATIONAL PLAN AND BUDGET 2026-2027
Moree Plains Shire Council’s draft Operational Plan and Budget 2026-2027, the key document guiding Council's daily activities, capital projects, budget and fees and charges over the next twelve months, is currently on public exhibition and open for comment until 5pm Wednesday, 10 June 2026.

Other key documents going on display include:

• The Delivery Program (2025 – 2029), this is Council’s four-year plan, supporting the Community Strategic Plan, which is the community’s vision for the Shire over the next ten years.

• Resourcing Strategy Documents:
o Workforce Management Strategy
o Long-term Financial Plan
o Asset Management Strategy

Mayor, Cr Susannah Pearse explains this is the opportunity for community members to submit comments on the allocation of resources and projects Council is planning to undertake in the new financial year.

“Council plays a very important role in the everyday life of our residents through the day-to-day services we provide. These days, more is expected of councils, we don’t just look after the traditional roads, rates and rubbish, we now must take on a leading role in advocating for our community with other tiers of government and delivering significant capital projects.

“Our councillors, General Manager and team have invested a considerable amount of time in putting together next year’s Operational Plan and Budget, building on the momentum already established during the first half of this Council term in order to meet the needs of our Shire, now and into the future, with further investment in roads, works to upgrade water and sewer infrastructure, improvements to community facilities and generally a focus on finishing projects and making the Shire a more liveable place.

“In a time when many in the Shire are doing it tough due to the cost-of-living crisis and fuel and fertiliser uncertainty, we have tried to balance financial sustainability with not pursuing the path of a special rate variation, unlike many other NSW councils,” Mayor Pearse said.

“This does mean that we need to be careful with what we commit to. As such, this is a restrained, responsible budget that sticks to core services and investment in critical infrastructure.”

General Manager, Natalia Cowley said, “This budget is an ambitious one with lots to be done. Council will spend $15million on annual works on our rural, urban and regional roads, as well as a further $52million on flood recovery works, which is largely grant funded. Further upgrades to sporting ground and facilities, parks and open spaces across the Shire, and $100,000 towards a ‘changing places facility’ at Jacaranda Park will also be completed during the course of the year.

The draft Operational Plan and Budget 2026-2027 is available on Council's website and can also be viewed at Council's Customer Service Centre in Moree and at the Moree Community Library.

Comments, feedback and submissions on the draft Operational Plan and Budget 2026-2027 should be addressed to the attention of the General Manager and submitted by 5pm Wednesday, 10 June 2026.

DHIIYAAN ABORIGINAL CENTRE (DAC)
Council is proud to announce that the Dhiiyaan Aboriginal Centre (DAC) has resumed full time operations, marking an exciting new chapter for this important community space.

With the addition of two new team members, the Centre is well positioned to continue growing as a welcoming, supportive and vibrant hub for community members and visitors.

We are pleased to welcome to the team Coordinator Liz Haines. A highly experienced, community focused professional with more than 10 years’ experience across community liaison, executive assistance, legal and community services and the health sector. Liz brings extensive knowledge in engaging with residents, Elders, service providers and contractors, and is skilled in coordinating projects, meetings and community initiatives. Known for her strong cultural awareness, professionalism and reliability, Liz is passionate about supporting positive outcomes for the community.

Customer Service Officer, Shirley Johnson is a dedicated, community driven professional with broad experience in education, client support, leadership and administration. Shirley is recognised for her strong work ethic, caring nature and genuine commitment to strengthening the community. Her enthusiasm and warmth will help ensure the DAC remains a welcoming and positive space for all.

We look forward to seeing the DAC continue to grow as a place of connection and culture.

2026 ELDERS HONOUR ROLL - SUBMISSIONS NOW OPEN
Do you know someone in our community who promotes reconciliation and is over 65 years old?

The honour roll will recognise the Elders in our community who have contributed to what the Moree Plains has become today.

The Moree Plains Shire Council Reconciliation Action Plan is co-ordinating this special award in conjunction with the local Moree Reconciliation week committee.

Council is seeking individuals who have been building cross-cultural understanding through employment or training initiatives, education, partnerships or by engaging with their local community.

We are seeking those individuals, Aboriginal and non-Aboriginal, who have made a contribution to the fabric of the Moree Plains community.

Conditions of submission include:
👉 Contributed towards building better relationships between the wider Australian community and Aboriginal and Torres Strait Islander people for the benefit of all Australians.
👉 Created positive changes by coming up with innovative ideas and actions that make a difference.
👉 Worked in the spirit of reconciliation for Moree Plains.

COUNCIL CALLS FOR MUNGINDI AND BOGGABILLA/TOOMELAH COMMUNITY REPRESENTATIVES ON COUNCIL’S COMMUNITY SAFETY WORKING GROUPS
At its Ordinary Council Meeting Thursday, 27 April 2026, Council resolved to commence a further expression of interest (EOI) process that seeks community representatives for the Mungindi and Boggabilla/Toomelah Community Safety Working Groups.

The aim of the Moree Plains Community Safety Committee is to coordinate between agencies and the community in the improvement of community safety, including the management and reduction of crime.

The objectives of the Committee are:

👉 To provide advice to the Committee and Council on emerging crime trends and crime prevention issues based on relevant statistics and other stakeholder feedback
👉 To identify key strategic priorities or issues in relation to community safety
👉 To promote shared community ownership and stakeholder partnerships for community safety across Moree and related rural areas, and
👉 To provide advice on community and stakeholder engagement regarding community safety strategies.

MOREE PLAINS COMMUNITY SAFETY AND CRIME PREVENTION PLAN
At its Ordinary Council Meeting, Thursday 16 April 2026, Council resolved to place the revised Moree Plains Community Safety and Crime Prevention Plan on public exhibition for a period of 28 days.

Council is focused on improving community safety, liveability and social wellbeing across the Moree Plains. The Moree Plains Community Safety and Crime Prevention Plan adopts an evidence-based approach to improving community safety across the Moree Plains Shire. It is primarily focused on activities that are within Council’s remit and capacity, but also acknowledges broader service gaps that need to be addressed to prevent and reduce crime within Moree/across the Moree Plains. It was informed by analysis of crime data, previous consultation reports and plans and consultation with community members and service providers across the Moree Plains Shire.

Your feedback and comments are welcomed and can be submitted to the General Manager, Moree Plains Shire Council, PO Box 420, Moree NSW 2400. Comments can also be submitted to Council by email to [email protected] by 5pm, 3 June 2025.

The revised Plan is available for inspection below, or a hard copy is available from Council’s customer service centres, Level 2 Max Centre Moree and the Moree Community Library.

INLAND RAIL BUDGET CUTS - A NERVOUS WAIT FOR THE MOREE PLAINS
The Moree Plains has today woken to the news that Inland Rail is facing major budget cuts to sections north of Parkes.

Moree Plains Mayor, Cr Susannah Pearse said “this will be concerning for residents and businesses in the Moree Plains, who see the real benefit of moving produce from road to rail and have been huge supporters of the project.”

“We currently have one 23km section awaiting completion. This section connects the two already constructed sections and provides the critical infrastructure to link our grain and fibre handling facilities to port.”

Mayor Pearse noted that council had a productive meeting with Inland Rail executives in the last two weeks, who explained that the remaining section has recently received all state and federal government approvals. With design work underway, Australian Government funding is the last remaining hurdle.

“Our Prime Minister is always saying that they are a government that aims to leave no one behind.

“A decision to not proceed with the 23km remaining section in the Moree Plains would not only leave our businesses and people behind, but also our $1bn of agricultural production per year.

“It makes sense to move freight from road to rail. And when this 23km section is completed, our Shire can move our produce by rail, on higher grade track, to the port of Newcastle. We do not need the full Inland Rail to derive and deliver economic benefit.

“We are hoping that the Albanese Government has not turned its back on our remaining section and will be anxiously waiting the further detail in next week’s budget.”

Mayor Pearse has been in contact with Member for Parkes, Jamie Chaffey MP, and asked for his support in ensuring that the Australian Government understands the value of the Moree Plains and its need for this remaining section to be completed.

“In terms of the budget, we won’t really know what is in and what is out until its formal release next week.

“It’s an anxious wait until then, but we remain hopeful.”
