Developed by the NSW Department of Climate Change, Energy, the Environment and Water, the Directory will make it easier for NSW Government agencies, businesses and the public to find and choose recycled content products.

The Directory will support government purchasing decisions following the introduction of new requirements (https://www.energy.nsw.gov.au/government-and-local-organisations/choose-circular/nsw-recycled-content-reporting-guide) for NSW Government agencies to preference recycled content in certain procurement activities.

Funding of up to $300,000 is available for eligible projects.

New consumer research shows overwhelming support for a stronger, fairer system for managing used tyres:

• 91% want national rules requiring tyres to be properly collected and recycled
• 92% say the tyre industry should take greater responsibility
• 87% support stronger penalties for illegal tyre dumping
• 61% of motorists were not told what would happen to their old tyres when replaced

This is no longer just an industry issue. It is a public expectation.

Australians are paying disposal fees. Councils are cleaning up dumped tyres. Communities are seeing the problem firsthand.

The message to government is clear: voluntary action is no longer enough.

Australia’s retread tyre sector is at a critical turning point – and the evidence is now clear.

Today, Tyre Stewardship Australia (TSA) released Retread Tyre Sector in Australia: Comprehensive Market Analysis, a landmark report showing retread market share in the heavy commercial replacement tyre market has declined from around 20% (2017) to 10% (2025).

Despite steady production (~390,000 retreads/year), the market has shifted rapidly, with new heavy commercial and trailer tyre sales increasing by around 80%, largely driven by lower-cost, and lower-quality, single-use imports.

“This report is a call to action… without government support, we risk losing our last onshore tyre production capability,” said TSA CEO Lina Goodman.

This matters – for local manufacturing, jobs, fleet productivity, and Australia’s circular economy. The report outlines a practical roadmap, including policy options that incentivise retreading and strengthen enforcement against non-compliant imports.
