Second Prevention Notice served on Cockburn Cement Limited (CCL).

As part of our response to addressing odours in the Cockburn area, the Department of Water and Environmental Regulation (the Department) has issued CCL with a new Prevention Notice under section 73A of the Environmental Protection Act 1986. The new notice requires CCL to completely cease using odour-causing shell sand during specific times between 3 April and 30 April 2026. This is the latest step in the Departmentโ€™s ongoing efforts to ensure CCL takes appropriate measures to mitigate the impacts of odour emissions on the community.

The Department of Water and Environmental Regulation continues to engage with operators in the Nambeelup area to reduce the impacts of odours on the community. C-Wise has commenced desludging and relining of one of the ponds at its premises, which may result in a temporary increase in odour emissions.

This work is an important component to effectively reduce odour in the long-term.

Prevention Notice served on Cockburn Cement Limited (CCL).

As part of our response to addressing odours in the Cockburn area, the Department of Water and Environmental Regulation (DWER) has today issued CCL with a Prevention Notice. The notice requires CCL to reduce the throughput rate of shell sand down to a maximum of 160 dry tonnes per hour (t/h). This reduction in feed rate seeks to reduce odour concentrations and emission rates over the summer period.

As part of our response to addressing odours in the greater Mandurah area, the Department of Water and Environmental Regulation has amended the operating licences for both C-Wise and CM Farms to impose additional conditions to address odour emissions from the sites.

Last night, our Environmental Response Team worked alongside the Department of Fire and Emergency Services (DFES) to manage a fire on a ship at the Kwinana bulk jetty.

The vessel was carrying sulphur, which posed potential risks to the local community and the environment. Our team conducted air sampling and provided expert guidance, while management oversaw measures to ensure there was no risk to community health and safety and that sulphur did not enter the environment.

A big thank you to DFES and everyone involved for their swift and effective response. This collaboration highlights the importance of working together to protect people and the planet. ๐ŸŒ๐Ÿ”ฅ

Busy Week for Our Environmental Response Team on Cocos (Keeling) Islands! ๐ŸŒด

This week, our Environmental Response Team has been hard at work at the remote Cocos (Keeling) Islands (CKI), supporting local emergency preparedness and response efforts. The department is responsible for providing a 24/7 pollution response capability for CKI under a service delivery agreement with the Commonwealth Government.

As part of Exercise Azure Atoll, the team facilitated an Emergency Management Exercise and provided hands-on training for local first responders. The exercise simulated a marine oil spill impacting CKIโ€™s shoreline and community, focusing on:

โœ… Coordinated response across key agencies
โœ… Identifying critical response needs
โœ… Strengthening recovery processes
โœ… Providing hands-on training

It was a valuable opportunity to collaborate with experts from the Australian Maritime Safety Authority, Department of Fire and Emergency Services, and Department of Transport, sharing technical knowledge and skills while helping the CKI Emergency Management Committee refine and strengthen their on-ground capabilities and emergency plans.

Environmental Response Team officers continue to collaborate with all involved agencies, providing crucial scientific environmental advice to aid in the recovery efforts.

The Department has been investigating reports of a โ€˜vivid pink discolourationโ€™ of a section of the Denmark River, close to the Riverbend Caravan Park. After receiving a live sample, the Department's Phytoplankton Ecology Unit determined that the pink coloration is most likely caused by the algae Porphyridium sp. This genus is found in a variety of habitats, including marine, brackish, freshwater, and terrestrial environments. It is not known to be harmful. The Department worked with the Shire of Denmark to ensure that the community was kept informed on this issue.

Yesterday, 10 April 2025, the Department responded to a request for assistance from DFES due to a burning electric-powered โ€˜Haul Pakโ€™ in Hazelmere. The battery was burning which can result in the release of hazardous gases. Members of the Department's Environmental Response and Air Quality teams undertook environmental monitoring for these gasses and runoff from the fire, to ensure public safety. The Department is working with the site owner to remediate the contamination from the incident.
