There’s a common misconception in NSW: routine maintenance under AS1851 is not the same thing as the Annual Fire Safety Statement (AFSS). Let’s break it down clearly.



✅ AS1851 = Maintenance (Ongoing Servicing)

AS1851 is the Australian Standard for the routine service of fire protection systems and equipment.
• Ensures fire systems are regularly inspected, tested, and maintained.
• Focuses on keeping systems operational.
• Not a performance standard — it does not confirm whether the system still complies with the original design, installation requirements, or approval conditions.

👉 In short: AS1851 = functionality checks and servicing.



📄 AFSS = Performance Compliance (Legal Requirement)

In NSW, the AFSS is a legal compliance document lodged with council and Fire & Rescue NSW.

It confirms that each essential fire safety measure:
• Has been assessed by an Accredited Practitioner (Fire Safety) (APFS) (Michael Steedman ), and
• Is capable of performing to the relevant performance standard (usually the original installation standard or as modified by later approvals).

This is not just maintenance — it’s a compliance check:
👉 Can the system actually perform as intended in an emergency?



👷 Role of the Accredited Practitioner (Fire Safety) Michael Steedman | APFS Accreditation No. FO32475A

The APFS is:
• Accredited under FPAA FPAS or another recognised scheme.
• Legally responsible for assessing each fire safety measure.
• Required to verify compliance against the performance standard, not just maintenance records.
• The one who endorses the AFSS.

⚠️ An APFS does not just tick off that AS1851 servicing was done. They must confirm compliance and performance capability.



🚫 Common Mistake

“We’ve completed our AS1851 maintenance — so we’re ready for the AFSS.”

Wrong.
AS1851 servicing supports the AFSS process but does not replace the formal assessment and sign-off by an Accredited Practitioner.

Smoke Dampers

Today we were checking smoke dampers — the kind you don’t usually see unless you’re digging through ductwork. Unlike fire dampers that shut with a fusible link, these are motor-driven and tied into the fire alarm. When a detector trips, they’re supposed to close and stop smoke from spreading through the HVAC system.

The problem? They don’t always work like they should. Over time they get stuck open, hang halfway, or just ignore the signal completely. If that happens during a real fire, smoke can move through the building faster than people can.

Here’s something I've see a lot: people will trigger the damper, hear the motor run, and call it “good.” But unless you actually check that it closes fully, you don’t really know if it’s doing its job.

That’s why hands-on functional testing matters. You can’t just trust the drawings or assume it’ll work because it’s there. You’ve got to cycle it, watch it, and confirm it responds to the fire alarm signal.

Fire safety isn’t only about panels. Even the hidden stuff in the ductwork plays a role. And I’d rather find the failures now, during inspection, than let an emergency be the test.

This was a new site and first inspection, we found limited to no base line data or drawings, welded pivoted hinges, fins stuck open, and a faulty drive motor,
