is a newly incorporated association created by the Rethink the Rex community group as a vehicle to help advocate for community assets within Hepburn Shire that deliver the kind of long term, intergenerational benefits that will ensure we stay connected and thriving as a local community into the future. Our current campaign is focussed on the Rex project in Daylesford, where we are asking our Counc

il to explore alternative options for the Rex in consultation with the community. Our community group has identified four essential elements that community cannot afford to lose in either the re-design or the sale of the Rex Theatre:

1. HERITAGE PROTECTIONS* – We cannot lose the external and internal heritage architectural elements of this 95-year-old iconic building in our main street.

2. CINEMA – We cannot lose our community cinema – this is a proven, outstandingly successful and rewarding asset for the community.

3. COMMUNITY SPACE FOR LOCALS – We cannot accept the loss of the promised spaces that would have allowed us to showcase our local artists and produce and provide community space for meetings and performances.

4. PUBLIC TOILETS – Both locals and tourists – and especially the aged in our community – depended heavily on the Rex Public Toilets and Council promised their priority in returning. Alternative options could include:

• A sale with conditions for community use of some parts of the building.
• Community ownership of the building.
• A social enterprise initiative via a consortium. Transparency is key – both in terms of Council’s community consultation process, and any arrangements made for sale of the building.

*Heritage value needs to be protected. Aubrey Moulden Christie, a Daylesford resident and movie enthusiast, purchased the building known as the Rex in Vincent Street Daylesford and opened the cinema to the community in August 1929. The Rex was previously occupied by Stubbs Commercial hotel and was possibly a former Cobb and Co staging post. The Rex was designed as an “atmospheric” theatre in the grand Spanish colonial style by architectural firm Bohringer Taylor & Johnson who were also responsible for the famous Forum theatre in Melbourne and several other regional cinemas including Hamilton, Horsham and Sale. The Rex is one of the few remaining Spanish colonial style cinemas in Australia and is heritage listed.

🐦‍🔥🐦‍🔥🐦‍🔥 Community Action Request

Thanks to our amazing community we still continue to raise funds for the Cinema - so we know the community is eager but we need funds for projection and sound equipment - and these days that doesn’t come cheap!
 
Earlier this year, we made a good-faith request to Hepburn Shire Council asking for financial support(from the $2.1 million pool set aside from the sale of The Rex, which was to be used for council community services). The fund can’t be used for general budget items and has no impact on ratepayers or Council’s operating budget.
 
The request was declined at a Councillor briefing (not a public meeting) but we were given the opportunity to discuss explore other possibilities.

We have now requested a $50,000 contribution to purchase projection equipment from this fund as we firmly believe the Cinema deserves a share. We also believe that our request should be put to an open vote by council in the interest of transparency and to restore community confidence.

Our community has demonstrated support for the return of our cinema so Council should be in no doubt that this is a highly valued community asset.
 
 🙋🏻‍♀️🙋‍♂️What You Can Do? Contact your Councillors— ask them to support a $50,000 allocation from the Rex Reserve Fund and ensure a public vote.
 
Tell them you support community cinema and request a public vote. The Council’s public backing will help rebuild trust and celebrate local arts in Daylesford.

Cinema to Return to the Rex
The Daylesford Cinema Group has been working on the community’s behalf to get our community cinema back. We have developed a plan to for a new community run cinema as ‘Phoenix@The Rex’. Our cinema will soon rise from the ashes upstairs, in the Rex. We believe this can happen with community support. Unfortunately, the $150,000 previously raised by the community together with the volunteer efforts are now lost because of Council mismanagement and decision making. So, apart from the small amount we were able to retrieve by selling the seats and outdated equipment, we are starting from scratch. Therefore, we will need donations and in-kind support with fit out of the upstairs cinema shell, which was built by council, and the running of the cinema. (NB We have saved the discs showing community purchases of previous seats and these will be fitted to the new seats!)
We know how important the cinema is to this community so please consider how you and your friends can help to make this happen. Our fund-raising campaign will be underway shortly. We are also hoping to attract some grants to assist.
Action to Date:
First however, we want to let you know what the Cinema Group has been doing both now and since Council, in their current term, sold the building to the Comelli and Bromley partnership for about half the price Council paid to purchase the building. We lobbied the new owners and several commercial cinema operators including the Barton Brothers, Palace, Sun Theatres, and the owners of The Rex to encourage cinema being part of the new developments in The Rex. Whilst these groups were open to the exploration, all parties decided that a commercial development would not be viable given the population of the area even including tourism figures in the mix.
The Cinema Group then approached Show Biz Ballarat to explore possibilities within The Rex, the Presbyterian Church and the vacant shops in Main Road, Hepburn Springs. The Presbyterian Church and the Hepburn Springs site proved unviable for a variety of reasons. Leasing the upstairs area in The Rex was explored which would have given the opportunity to have 2 screens. However, the cost of leasing the whole area at this stage was unrealistic.
Chris Jones from Show Biz saw the importance of cinema to Daylesford both for locals and tourists. After looking at the records of the previous Daylesford Community Cinema which showed a profit after paying expenses and commercial rent and offered support and encouragement to us to pursue the idea of redeveloping a community run cinema at The Rex if a viable rental could be achieved.
A Deal is Struck!
Negotiations commenced between the Cinema Group and the owners of The Rex and an agreement was achieved within our budget and projections. The Cinema Group will lease the upstairs area housing the cinema shell and the balcony area which will be used for ticketing and a café/bar. The owners will complete the building of the cinema shell previously built by Council, the balcony area and the toilets. The Cinema Group will be responsible for fit out including raked seating for approximately 70 patrons. The owners also acknowledge the importance of a grand entrance from Vincent Street to attract clientele.
What’s Next?
So, the vision now is for attractive street signage and an enticing direct entrance from the main street to the upstairs cinema. Disability access is ensured by the building’s lift which also services the rooftop carpark. The décor will be in keeping with the Art Deco/Atmospheric style of the time. Phoenix@theRex will be a much more attractive venue than the modestly styled cinema which previously occupied space right at the back of the building.
We have applied for a Victorian Tourism Infrastructure Grant and will pursue other grants. However, we will need your support in cash, in kind and cinema membership and later we will be calling for volunteers to help run the cinema. If you have skills of any kind that would help in completing the build, fit out of the cinema, bar/café and ticketing area and/or the ongoing running of the cinema, please contact me via phone or email. We will be promoting our community fund raising campaign shortly, so please consider digging deep to help ‘Phoenix@The Rex’ rise from the ashes and spread its wings over Daylesford!
Looking ahead
We would like to develop a data base of supporters and talents/skills we may be able to draw on as well as demonstrating the value of volunteer involvement in a community run cinema. We will send out a survey shortly to all our previous volunteers and supporters and will very much appreciate your contribution in completing the survey and circulating it to your friends.

The CEO report at the Special Meeting on Tuesday 10 September states “At Hepburn Shire Council, we are dedicated to transparency and efficiency in the management of public funds and service delivery for our community. “ In response to the release of the Local Government Inspectorate which concluded that “council has taken remedial action to put in place measures to avoid future complaints of a similar nature”, the CEO said that it was important to note that, “We have significantly improved governance, to ensure that the failures of The Rex project are never repeated again. This should give Councillors, and most importantly the community, confidence as we move forward.”
Many of the officers who were part of the Rex debacle still promise transparency but the the Rex has cost ratepayers millions of dollars, not counting the on-going six and a half year lease for staff facilities at 24 Vincent Street. No transparency there - I don’t suggest corruption, I suggest very poor processes and secrecy led to that. That is not fixed. It continues.
In terms of processes, at the special meeting on the Township Structure Plans and Rural Hepburn last week the officer's report did not report the details of the more than 600 submissions that were made, most unusual in reports of this kind. A current consultation with traders is taking place at nominated times - four council officers attending but virtually no traders- one at one meeting and none at another. Those 4 officers could have visited every business in the street in the time and had a much better sense of the mood of traders.
In this term of Council, Hepburn Matters FOI on the Rex resulted in 1400 pages being released with approximately 1000 pages totally redacted and 400 pages heavily redacted . The old Hepburn Depot lies undeveloped and the Bleakley St units started to fall into the Defiance Tunnel. No updates to any of that since those decisions were made.
An article in the Wombat Post last week by an unidentified writer says “Hepburn Shire struggles because it has a small revenue base, with a widely dispersed, under-utilised and duplicated services for community hubs, libraries, sporting facilities and swimming pools across five small communities, a high load of deteriorating roads, bridges and buildings and a large environmental footprint to look after.”
These facilities are crucial to making communities work, a fact increasingly being valued by growing regional populations. Let’s not make excuses and face the fact our Council has made some dreadful financial decisions and we are paying the penalty- don’t tell us to pull our belts in tighter.
And has any council officer transparently explained to residents how the $50 million storm fund ended up over budget by $4mil. And why the promise on wood supply for needy households for two years was not
