86% of offenders proceeded against for a sexual offence in 2023–24 were 18 years or over, and 14% were under 18.

🔹 Adult offenders were most commonly proceeded against for non-penetrative sexual conduct offences.

🔹 Those under 18 were most commonly proceeded against for child sexual abuse material offences, which may include sexting.

Our latest Special Report finds that victims and survivors still encounter barriers to justice and remedy, despite previous reviews and recommendations. Gaps remain across legal frameworks, policing and prosecution practices, and victim support measures.

Research on online child sexual exploitation is growing, but gender comparisons remain limited.

This study analysed female and male perpetrators known to police and found:
🔹 some differences in offending context
🔹 strong similarities in risk of reoffending.

The findings have clear policy implications and underline the need for more nuanced research in this space.
