Due to planned system upgrades, there will be some short-term changes to our service.

Our online complaint form will be unavailable from 12am Friday 1 May 2026 (AEST), until noon Monday 4 May 2026 (AEST).

Our email channel will be unavailable from 4pm Friday 1 May 2026 (AEST), until 9am Monday 4 May 2026 (AEST).

There are times when police need to use force to protect people and ensure the community is safe—but that force must be necessary, reasonable and proportionate to the threat or resistance.

When force is misused, it impacts both the individuals subjected to the force and the police officers involved.

Our investigation identified gaps in how ACT Policing—and the AFP as a whole—is managing its use of force. In this report we make 13 recommendations that aim to strengthen and promote continuous improvement in ACT Policing's use of force.

Today the ACT National Preventive Mechanism (ACT NPM) which includes the ACT Ombudsman, Custodial Inspector and ACT Human Rights Commission, undertook its first joint visit to the Bimberi Youth Justice Centre.

Since March 2025 the Bimberi Youth Justice Centre has experienced a sustained increase in the number of young people detained there.

The visit to the Centre today focused on what this is meaning for the treatment of young people in detention.

The ACT NPM is responsible for undertaking regular preventive visits to places of detention within the ACT under the Optional Protocol to the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT).
