URBAN HEAT 🥵🏢🏙️🏘️| In mid-winter, you may be forgiven for forgetting that extreme heat is a serious problem in Western Sydney, having huge impacts on people's health, infrastructure, services and quality of life.

Developed by Western Sydney Regional Organisation of Councils (WSROC), the Urban Heat Planning Toolkit has been designed to help councils strengthen their planning provisions to reduce the impacts of heat.

The toolkit focuses on strategies that can be employed in both new developments and redevelopments, to reduce urban heat — and help people adapt.

IN THE MEDIA 🚒🚒🚒| What the RFS red fleet reform means for local councils!

Western Sydney Regional Organisation of Councils (WSROC) has long advocated for and has welcomed the NSW Government’s decision to take ownership of the Rural Fire Service’s “Red Fleet” from 1 July 2027.

Management of more than 6,000 firefighting vehicles is planned to move from councils to the RFS.

The reform will consolidate responsibility for the fleet under the State Government and remove a long-running issue for local government: councils owning assets they do not directly operate.

The move follows years of advocacy by WSROC councils and a May 2025 recommendation from the NSW Public Accounts Committee that the RFS fleet be recognised as NSW Government assets, not council assets.

So, how will it impact councils? As Fleet Auto News magazine reports:

"The financial impact will vary from council to council, but the direction is clear. Councils will no longer own these assets, which means the vehicles will no longer sit on council balance sheets.

"This may reduce accounting complexity and remove the need for councils to manage asset values, depreciation and related reporting obligations for vehicles they do not operate as part of their own service delivery."

RED FLEET WIN! 🚒🚒🚒| Western Sydney Regional Organisation of Councils (WSROC) has welcomed the NSW Government’s decision to take ownership of the Rural Fire Service’s “Red Fleet” from 1 July 2027.

The move follows years of advocacy by WSROC councils and a May 2025 recommendation from the NSW Public Accounts Committee that the RFS fleet be recognised as NSW Government assets, not council assets.

For three decades, councils were legally deemed to own the fleet despite having no control over its acquisition, use or disposal.

Councils were also required to carry the assets on their balance sheets and absorb depreciation and auditing costs.

The transfer will remove this financial and administrative burden from councils from next year.

We thank the Public Accounts Committee for recognising the issue and welcome the State Government’s decisive action in implementing this key recommendation.

Western Sydney Councils remain strong supporters of the NSW Rural Fire Service and its world-leading firefighting personnel.

GLOBAL RECOGNITION 🌏| We're proud to report that the Greater Sydney Heat Taskforce has been featured in the United Nations Environment Program's (UNEP) Beat the Heat: 50@50 initiative — a global platform showcasing cities and regions taking action to build resilience to extreme heat.

Established and facilitated by Western Sydney Regional Organisation of Councils (WSROC) in partnership with Resilient Sydney, the Taskforce brings together councils, government agencies, community representatives, researchers and industry partners to drive collaborative action and implement the Heat Smart City Plan.

Sydney's inclusion in the initiative reflects the strength of this collective effort. It's also great to see Blacktown City Council highlighted for its leadership in heat resilience.

We also acknowledge the leadership of Kerry Robinson OAM, CEO of Blacktown City Council and Co-Chair of the Greater Sydney Heat Taskforce.

Thank you to all Taskforce members and partners helping position Greater Sydney as a leader in climate adaptation and resilience.

OLD TYRES to CIRCULAR MANUFACTURING | Tyres should be viewed as a valuable resource.

This is important given the constraints on landfill capacity and the projected 77% growth in domestic road freight by 2050.

Federal and State governments can help develop high-value markets for tyre-derived materials by establishing consistent standards, supporting research and commercialisation.

Western Sydney Regional Organisation of Councils (WSROC) is calling for a national tyre stewardship framework that will:

◼️Review and harmonise Federal, State and Local regulations in partnership.
◼️Establish national standards for end-of-life tyre recycling.
◼️Provide leadership, funding and technical support for innovative tyre design and recycling technologies.
◼️Introduce a mandatory national tyre product stewardship scheme.

These measures would improve reuse of tyre-derived materials while supporting circular manufacturing, logistics hubs, green infrastructure, waste-to-resource precincts and advanced recycling.
