The Technical Support Unit of the “Italian-Albanian Debt for Development Swap Programme” is seeking a qualified candidate as
Finance Officer

Vacancy Ref: IADSA/2024/Finance Officer
The current Italian-Albanian Development Cooperation Programme includes an innovative instrument of financing: the Debt for Development Swap Program (IADSA), which is meant to support the implementation of projects in the social sector proposed by the concerned Albanian Public Institutions. In this framework, the Ministry of Finance of the Republic of Albania and the Italian Embassy in Tirana has established the IADSA Management Committee supported by the Technical Support Unit (TSU).
The Financial Officer will work under the direct supervision of the two Co-Directors of the TSU.
Contract type is Service Agreement with duration 12 months, renewable. A probationary period of three months is foreseen. The Financial Officer will be based in Tirana in the premises of the TSU Office.
Key tasks:
 Assist the Co-Directors to develop TSU’s six months operational budget projections to be submitted to the Management Committee for approval in line with the IADSA Operational Manual;
 Manage the financial accountancy of the TSU’s operational budget under the supervision of the Co-Directors;
 Monitor and check all the Financial Reports and annexed proofs of expenditure of Projects funded by IADSA, submitted by the Albanian Public Institutions acting as Executing Entities in line with respective Project and Financing Contracts and approved Budget breakdowns, under the supervision of the Co-Directors;
 Prepare on six months basis a financial monitoring report of funded projects as per their respective status of implementation to be submitted to the Co-Directors
 Provide any advice to the Co-Directors on administrative and financial management decisions; briefs and advises the relevant Executing Entities on administrative, financial, personnel, and related matters.

Eligibility Requirements, Qualifications and Experience:
 University Degree in accountancy, finance, business administration or economics;
 Minimum of 5 years of working experience in financial management and administration, in particular in the preparation of financial reports and monitoring budget expenditures;
 Previous working experiences of at least 12 months in the financial management of projects implemented in accordance with EU procedures will be considered as an asset;
 Advanced level of written and verbal Albanian and English;
 Good knowledge of written and verbal Italian;
 Extensive experience in the usage of computers and office software packages (MS Word, Excel, PowerPoint etc);
 Good communication, interpersonal skills and ability to work in group.

Il 31 marzo 2023 si è tenuta al Tirana International Hotel la Conferenza di lancio del Secondo Bando di selezione dei progetti del Programma Italo – Albanese di Conversione del Debito (IADSA II) alla presenza del Ministro delle Finanze e dell’Economia Sig.ra Delina Ibrahimaj e dell’Ambasciatore d’Italia in Albania, Sig. Fabrizio Bucci. Erano presenti anche il Direttore Generale dell’Agenzia Statale per la Programmazione Strategica e il Coordinamento degli Aiuti (SASPAC), Sig. Ilir Beqaj e la Rappresentante dell'Agenzia Italiana per la Cooperazione allo Sviluppo nei Balcani Occidentali (AICS), Sig.ra Stefania Vizzaccaro.
Sono ammissibili iniziative che riguardano le seguenti aree prioritarie di intervento: educazione inclusiva e di qualità, servizi di sanità pubblica e medicina preventiva, servizi di assistenza sociale alle persone in difficoltà, inclusione sociale di soggetti vulnerabili, sviluppo territoriale sostenibile, valorizzazione dei settori culturale e turistico albanesi, miglior gestione dei rifiuti urbani, sensibilizzazione all'uso delle energie rinnovabili, promozione dello sviluppo agricolo e di soluzioni innovative per le aree protette e gli ecosistemi fragili.

Skrapar - Nei giorni scorsi l'Unità di Supporto Tecnico (TSU) ha partecipato all’inaugurazione del Centro Ricreativo nel quartiere "5 Shtatori" di Çorovode, cofinanziato dal Programma IADSA II e dal Municipio di Skrapar nell'ambito del Progetto " Optimizing urban infrastructure in a long-term Sustainable solution to increase urban Social Interactions ".
Questo spazio pubblico è stato restituito alla comunità dopo la sua riqualificazione come spazio verde urbano e con parco giochi per bambini, zona scacchi e ping pong per adulti e un campo da basket per i giovani, rendendolo adatto a diverse fasce d'età.

Skrapar - Ditët e fundit Njësia e Mbështetjes Teknike (TSU) mori pjesë në përurimin e Qendrës Rekreative në Lagjen “5 Shtatori” në Çorovodë të bashkë-financuar nga Programi IADSA II dhe Bashkia Skrapar në kuadrin e Projektit “Optimizing urban infrastructure in a long-term Sustainable solution to increase urban Social Interactions”.
Kjo hapësirë publike ju rikthye komunitetit pas rikualifikimit të saj me gjelbërim, kënd lojrash për fëmijët, tavolina shahu dhe ping pongu për të rriturit, si dhe një fushë basketbolli për të rinjtë, duke bërë atë të përshtatshme për grupmosha të ndryshme.

Saranda - Nei giorni scorsi l'Unità di Supporto Tecnico (TSU) ha effettuato una visita di monitoraggio al Municipio di Saranda per il Progetto “A Multi-Purpose Center for better social and health conditions for the elderly women and men in Saranda”, finanziato dallo IADSA II. Il Progetto prevede il miglioramento e l’estensione dei servizi di assistenza sociale per gli anziani bisognosi ricostruendo e ampliando un Centro per anziani già esistente a Saranda.

Sarandë - Ditët e fundit Njësia e Mbështetjes Teknike (NJTSH) zhvilloi një vizitë monitoruese në Bashkinë e Sarandës për projektin “A Multi-Purpose Center for better social and health conditions for the elderly women and men in Saranda”, financuar nga IADSA II. Projekti parashikon përmirësimin dhe rritjen e shërbimeve të asistencës sociale për të moshuarit në nevojë duke rindërtuar dhe zgjeruar Qendrën ekzistuese për të moshuarit në Sarandë.

Argirocastro – Nei giorni scorsi l'Unità di Supporto Tecnico (TSU) ha effettuato una visita di monitoraggio al Municipio di Argirocastro per il Progetto “Theatre for Social Inclusion and Competency Development in Gjirokaster” co-finanziato dallo IADSA II. Il progetto prevede il miglioramento dell’infrastruttura del Teatro “Zihni Sako” adattando il suo lato funzionale e materiale a un ambiente artistico, culturale ed educativo.

Gjirokastër - Ditët e fundit Njësia e Mbështetjes Teknike (TSU) zhvilloi një vizitë monitoruese në Bashkinë Gjirokastër për projektin “Theatre for Social Inclusion and Competency Development in Gjirokaster” bashkëfinancuar nga IADSA II. Projekti parashikon përmirësimin e infrastrukturës së Teatrit "Zihni Sako" duke përshtatur anën funksionale dhe materiale të tij me një mjedis artistik, kulturor dhe edukativ.

Il Progetto prevede l’aumento dello sviluppo locale sostenibile e la promozione dell'economia circolare basata sull'allevamento del bestiame e l'attività commerciale nel comune di Lushnje.
