EU4LEA 4th Steering Committee Meeting with key stakeholders of law enforcement in Albania.
The 4th Stakeholders' Committee Meeting of the EU4LEA project, convened on October 24, 2024, showcased substantial advancements and garnered strong praise from Albania's top law enforcement and judicial leaders. The event brought together all relevant key stakeholders, including representatives from the European Union Delegation as the contracting authority, primary and secondary project beneficiaries, EU projects in the rule of law sector, and key international donors. Remarks were delivered by Ms. Cinzia Tarletti, Head of Good Governance and Rule of Law at the EU Delegation; Deputy Minister of Interior, Mr. Besfort Llamallari; Albanian State Police General Director, Mr. Ilir Proda; Ms. Pranvera Pustina, Prosecutor and Director of Foreign Jurisdictional Relations; and SPAK Special Prosecutor, Mr. Ened Nakuçi, alongside EU4LEA Team Leader, Mr. Fabio Ottaviani.
Mr. Ottaviani highlighted the project's significant achievements in partnership with beneficiaries, underscoring key deliverables, expert recommendations, and the progress report. The assembled stakeholders highly appreciated the project’s strategic support and technical assistance during the past six months of implementation, with beneficiaries expressing appreciation for the solid backing provided by the project team.
The project's key beneficiaries expressed their gratitude for the firm support and technical assistance provided by the project team throughout the fourth six months of implementation. Both the project team and the stakeholders reiterated their commitment to future cooperation.
Participants strongly endorsed EU4LEA's efforts to align Albanian practices with EU standards, emphasizing the project’s role in addressing organized and serious crime, high-level corruption and environmental offenses. The meeting was concluded with a clear message that continued dedication to capacity building and the full support to the Albanian law enforcement and judicial authorities is crucial in order to have guarantee a successful path for Albania’s EU integration.

EU4LEA delivers advanced Crime Scene Investigation training led by Italian forensic experts
As part of its mission to bolster Albania's law enforcement capabilities, the EU4LEA project delivered a specialized training program on modern crime scene investigation (CSI) techniques from October 7-11, 2024. The training was aimed at improving the skills of CSI specialists from Tirana and district laboratories, ultimately enhancing the effectiveness of crime scene investigations across the country. Two highly experienced Italian experts from the Italian Scientific Police, both women with over 25 years of expertise in CSI and dactyloscopy, led the sessions. Their extensive background brought a wealth of knowledge to the training, significantly benefiting the participants.
The training, held at the Security Academy, provided participants with hands-on experience in a practical learning environment. Focused on day-to-day forensic work, the sessions equipped CSI specialists with advanced skills and modern techniques for investigating crime scenes. The interactive approach ensured that the participants gained practical expertise they could immediately apply, enabling them to conduct more efficient and accurate forensic investigations moving forward.
This initiative is part of the EU4LEA project’s broader efforts to strengthen the forensic capabilities of the Albanian State Police and support Albania’s progress toward EU integration. The training program is expected to significantly contribute to the professional development of the Police Forensic Institute, improving investigative outcomes and helping the country meet the high standards required for EU membership. Through such programs, the EU4LEA project continues to play a critical role in advancing Albania's law enforcement capabilities in forensic science.

EU4LEA Project strengthens Albania's capacity to combat Environmental Crimes
As part of its commitment to enhancing law enforcement in Albania, the EU4LEA project has continued its support to key beneficiaries as the Albanian State Police, SPAK and General Prosecutors Office, in addressing environmental crimes. A key milestone in this effort was reached with a focused initiative to provide practical tools and strategies aimed at improving the investigation of these offenses, aligning with Albania’s EU integration process.
On October 9, 2024, a round table discussion was held with key stakeholders thanks to the support of the Security Academy. This event focused on discussing the progress made in tackling environmental crimes, as highlighted through the project assessment report, and identifying solutions to any remaining challenges.
The EU4LEA project remains committed to supporting Albania’s law enforcement agencies in strengthening their capacities to investigate and prevent environmental crimes, ensuring that Albania is well-prepared for future challenges as it moves closer to EU accession. This initiative plays a crucial role in advancing the country’s broader goals of EU integration and the protection of its natural resources.

Enhancing Skills to Counter Violent Extremism

We are excited to announce that the EU4LEA project organised a comprehensive training course on "Prevention and Countering Violent Extremism Leading to Terrorism," which took place from June 18th to 21st, 2024 with the fruitfull coordination of the CVE Center in Albania. This training was specifically designed for the patrols of the Albanian State Police, aiming to equip them with the latest strategies and techniques to effectively combat and prevent violent extremism. Led by esteemed experts such as Mr. Di Peso from the Ministry of the Interior of the Italian Republic, this training covers vital topics including countering radicalization in the European Union and the Italian experience.

We extend our heartfelt gratitude to the Albanian State Police, the CVE Center and the Security Academy for their invaluable support in organizing this training. Their commitment and collaboration are instrumental in the success of this initiative, enhancing the professional capacities of police force to ensure a safer community.

Me kënaqësi të veçantë njoftojmë se projekti EU4LEA ka organizuar një kurs trajnimi gjithëpërfshirës me temën "Parandalimi dhe Kundërshtimi i Ekstremizmit të Dhunshëm që Çon në Terrorizëm", i zhvilluar nga data 18 deri në 21 qershor 2024 me koordinimin e frytshem te Qendrës së Koordinimit kundër Ekstremizmit të Dhunshëm (QKEDH). Ky trajnim u krijua posaçërisht për patrullat e Policisë së Shtetit Shqiptar, me qëllim pajisjen e tyre me strategjitë dhe teknikat më të fundit për të luftuar dhe parandaluar në mënyrë efektive ekstremizmin e dhunshëm. I udhëhequr nga ekspertë të nderuar si z. Di Peso nga Ministria e Brendshme e Republikës Italiane, ky trajnim mbuloi tema jetike duke përfshirë luftën kundër radikalizimit në Bashkimin Evropian dhe përvojën italiane.

I shprehim mirënjohjen tonë të përzemërt Policisë së Shtetit Shqiptar, QKEDH-së dhe Akademisë së Sigurisë për mbështetjen e paçmuar në organizimin e këtij trajnimi. EU4LEA's Dynamic Surveillance Training: Certificate Award Ceremony
On June 27, 2024, a special ceremony was held to celebrate the successful completion of the "Dynamic Surveillance in Urban Areas” course. This event marked the conclusion of an intensive two-week training program that was delivered to several groups over the course of nearly a year, focused on advanced surveillance techniques such as tailing, drone surveillance, and other cutting-edge methodologies. The course was organized by the EU4LEA project and aimed at enhancing the operational capabilities of investigators from the National Bureau of Investigation (NBI), Police Officers of the Special Operational Forces of the Albanian State Police (ASP), and the Police Oversight Agency (POA).
The ceremony was attended by many high-level officials from the ASP, NBI, POA, EU Delegation in Tirana and other international partners, were present to acknowledge this accomplishment. The investigators and officers received their certificates, which were signed by the Director General of the ASP, by the NBI Director, POA Director, the Rector of the Security Academy, and the Team Leader of the EU4LEA project.
A highlight of the ceremony was the special address by Brigadier General Vincenzo Molinese, Commander of the Special Operations Group (ROS) of the Italian Carabinieri Corps. Brigadier General Molinese, representing the special forces that provided the expertise for the training course, shared his insights and commended the participants for their dedication and achievement.
EU4LEA Project by organizing this course and ceremony, recognized and celebrated the commitment and excellence of these investigators and officers as they advance their skills in dynamic surveillance, contributing to a greater safety and security for all.

Trajnimi mbi Vëzhgimin Dinamik të projektit EU4LEA: Ceremonia e shpërndarjes së certificatave
Më 27 qershor 2024, u mbajt një ceremoni e veçantë për të festuar përfundimin me sukses të kursit të "Vëzhgimit Dinamik në Zonat Urbane". Ky event shënoi përfundimin e një programi intensiv trajnimi dyjavor që u mbajt për disa grupe pothuajse gjatë një viti, i fokusuar në teknikat e avancuara të vëzhgimit si p.sh. ndjekjet, vëzhgimi me dron dhe vëzhgim bazuar në metodologji të tjera të avancuara. Kursi i organizuar nga projekti EU4LEA kishte për qëllim rritjen e aftësive të personelit të plotë të hetuesve nga Byroja Kombëtare e Hetimit (BKH), oficerëve të Forcave të Posaçme Operacionale të Policisë së Shtetit (PSHSH) dhe oficerëve të Agjencisë së Mbikëqyrjes Policore.
Në këtë ceremoni ishin të pranishëm shumë zyrtarë të nivelit të lartë nga PSHSH-ja, BKH-ja, AMP-ja, Delegacioni i BE-së në Tiranë dhe partnerë të tjerë ndërkombëtarë të cilët vlerësuan maksimalisht arritjet e kursit. Hetuesit dhe oficerët u pajisën me certifikatat, të nënshkruara nga Drejtori i Përgjithshëm i PSHSH-së, nga Drejtori i BKH-së, Drejtori i AMP-së, Rektori i Akademisë së Sigurisë dhe Drejtuesi i Ekipit të projektit EU4LEA.
Një pikë kulmore e ceremonisë ishte fjalimi i veçantë i Gjeneralit të Brigadës, Z. Vincenzo Molinese, Komandant i Grupit Operacional Special (ROS) të Trupës së Karabinierisë italiane. Gjenerali i Brigadës, Komandanti Molinese, duke përfaqësuar Grupin Operacional Special (ROS) që ka ofruar ekspertizën për kursin e trajnimit në fjalën e tij, ndau pikëpamjet e tij duke përgëzuar pjesëmarrësit për përkushtimin dhe arritjet e tyre.
Projekti EU4LEA, duke organizuar këtë kurs dhe ceremoni, ka njohur dhe vlerësuar përkushtimin dhe përsosmërinë e hetuesve dhe oficerëve teksa kanë kryer përmirësime të ndjeshme të aftësive të tyre në vëzhgimin dinamik, duke kontribuuar kështu në rritjen e sigurisë së vendit.

EU4LEA co-organized along with the Ministry of Intern the Donors Meeting to boost Home Affairs Reforms.

The Ministry of Interior hosted a high-level consultation meeting with international donors, organized under the EU4LEA project. This event underscored Albania's commitment to implementing comprehensive reforms in home affairs as part of its ongoing journey towards EU membership. The Ministry's policy mandate covers crucial areas such as combating organized crime, corruption, human trafficking, terrorism, and violent extremism, along with enhancing judicial cooperation, integrated border management, and addressing illegal migration and unfounded asylum claims.

Ky takim nënvizoi angazhimin e Shqipërisë për zbatimin e reformave gjithëpërfshirëse në punët e brendshme si pjesë e rrugëtimit të saj të vazhdueshëm drejt anëtarësimit në BE. Mandati i politikave të Ministrisë mbulon fusha thelbësore si lufta kundër krimit të organizuar, korrupsionit, trafikimit të qenieve njerëzore, terrorizmit dhe ekstremizmit të dhunshëm, së bashku me rritjen e bashkëpunimit gjyqësor, menaxhimin e integruar të kufijve dhe adresimin e migracionit të paligjshëm dhe kërkesave të pabaza për azil.
