تأسست هيئة تنمية المجتمع بمرسوم من صاحب السمو الشيخ محمد بن راشد آل مكتوم، نائب رئيس دولة الإمارات العربية المتحدة رئيس مجلس الوزراء حاكم دبي في يوليو 2008. تتولى الهيئة مسؤولية تنظيم وتطوير أطر التنمية المجتمعية في إمارة دبي لتحقيق غايات خطة دبي الاستراتيجية 2015 التي أعلن عنها سموه في فبراير 2007. كما تتولى هيئة تنمية المجتمع الإشراف العام على تحقيق مخرجات القطاع الاجتماعي من خلال إنشاء و إدارة

نظام متكامل وكفؤ للتنمية والخدمات الاجتماعية في الإمارة. ويتضمن ذلك إعداد الخطط الاستراتيجية الشاملة المتعلقة بالقطاع الاجتماعي والإشراف على تنفيذها واقتراح التشريعات المتعلقة بالخدمات الاجتماعية وتطوير جودة مخرجات قطاع التنمية الاجتماعية. Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai in July 2008. CDA is responsible for setting up and developing a framework for social development, and aims to achieve the goals outlined in the Dubai Strategic Plan 2015 (DSP), as declared by H.H. Sheikh Mohammed Bin Rashid Al Maktoum in February 2007. The Community Development Authority is responsible for the overall supervision to achieve social sector outputs, and provide the provisions of social services in order to create an integrated and efficient management system for the development of social services in the emirate. This includes the preparation, ex*****on, and supervision of comprehensive strategic plans, and proposing legislation related to social services to improve the outputs of the social development sector.

كبارنا بركة مجتمعنا..وحمايتهم واجب علينا جميعاً.
نظّمت هيئة تنمية المجتمع، بالتعاون مع شرطة دبي، ملتقى اليوم العالمي للتوعية بشأن إساءة معاملة المسنين، بهدف تعزيز الوعي بحماية كبار المواطنين من جميع أشكال الإساءة في إطار التشريعات الدولية، وترسيخ قيم الاحترام والرعاية والمسؤولية المجتمعية التي تضمن لهم الكرامة والاستقلالية وجودة الحياة.


Our senior citizens are a blessing to our community, and protecting them is a shared responsibility.
In collaboration with Dubai Police, the Community Development Authority organised a forum marking World Elder Abuse Awareness Day to raise awareness about protecting senior citizens from all forms of abuse in line with international frameworks, while promoting the values of respect, care, and social responsibility that safeguard their dignity, independence, and quality of life.

بالتزامن مع "عام الاسرة"، وبالشراكة مع هيئة دبي الرقمية وعيادات سيج، أعلنت هيئة تنمية المجتمع عن إطلاق مبادرة "حق الطفل في النمو في بيئة متوازنة رقمياً"، استجابةً للتحديات المتزايدة التي تفرضها البيئة الرقمية على الأطفال والأسر، وفي ظل تنامي الحاجة إلى تعزيز الوعي بالممارسات الرقمية السليمة.

تأتي المبادرة ضمن مسار أولياء الأمور في برنامج التوازن الرقمي، حيث تعكس توجه دبي نحو بناء منظومة رقمية متوازنة تواكب مستهدفات التحول الرقمي، مع الحفاظ على رفاه الأطفال والأسر وتعزيز سلامتهم الرقمية، بما يسهم في إعداد جيل أكثر وعياً وقدرة على الاستفادة من التقنيات الحديثة بصورة آمنة وإيجابية ومستدامة.


In conjunction with the ‘Year of the Family’, and in partnership with Digital Dubai and Sage Clinics, the Community Development Authority announced the launch of the “A Child’s Right to a Balanced Digital Life” initiative in response to the growing challenges posed by the digital environment for children and families, amid an increasing need to promote awareness of healthy digital practices.

The initiative forms part of the Parents Track under the Digital Balance Program, reflecting Dubai’s commitment to building a balanced digital ecosystem that supports its digital transformation ambitions while safeguarding the wellbeing of children and families and strengthening their digital safety, helping nurture a generation that is more aware, resilient, and capable of leveraging technology in a safe, positive, and sustainable manner.

Reading and dialogue are powerful tools for building awareness and developing life skills that support recovery.
Through the “Between a Book and a Coffee” programme, we continue to provide integrated rehabilitation pathways that focus on personal development and create a safe space for expression, dialogue, and the exchange of ideas and experiences, supporting the psychological and social wellbeing of beneficiaries and strengthening their ability to engage positively with those around them.

نظّم مركز عونك للتأهيل الاجتماعي التابع لهيئة تنمية المجتمع في دبي برنامج "بين كتاب وقهوة"، في إطار جهوده الرامية إلى دعم رحلة التعافي وتمكين المنتسبين من تطوير مهاراتهم الشخصية والاجتماعية، بما يعزز جودة حياتهم ويدعم اندماجهم الإيجابي في المجتمع، وذلك انسجاماً مع مستهدفات أجندة دبي الاجتماعية 33 الرامية إلى بناء مجتمع أكثر تلاحماًً واستقراراً.
ويأتي البرنامج ضمن مبادرة تطوير برنامج الرعاية اللاحقة، الهادفة إلى توفير بيئة داعمة للتعافي المستدام، من خلال توظيف القراءة والمحتوى المعرفي كأدوات تسهم في تعزيز الصحة النفسية وتنمية القدرات الذاتية لدى المتعافين من الإدمان.

Ownak Social Rehabilitation Centre, affiliated with the Community Development Authority in Dubai, organised the “Between a Book and a Coffee” programme as part of its efforts to support the recovery journey and empower beneficiaries to develop their personal and social skills, enhancing their quality of life and supporting their positive integration into society, in line with the objectives of the Dubai Social Agenda 33.
The programme forms part of the Aftercare Development Initiative, which aims to provide a supportive environment for sustainable recovery by using reading and educational content as tools to enhance mental wellbeing and develop the personal capabilities of individuals recovering from addiction.

عقدت في دبي جلسة تصميم تشاركي بعنوان "خلوة الأسرة"، وذلك في مجلس الراشدية، لمناقشة عدد من المواضيع المرتبطة بالأسرة، مع التركيز على إدارة أموال القُصّر، وسبل تعزيز الوعي المالي لدى الأسر، بما يسهم في تطوير خدمات أكثر ارتباطاً باحتياجات المجتمع، وتعزيز الاستقرار الأسري.


Community Development Authority in Dubai held a dialogue session titled Family. Retreat at Al Rashidiya Majlis to discuss a number of family-related topics, with a focus on the management of minors’ assets and ways to strengthen financial awareness for families, contributing to the development of services that are more closely aligned with community needs and enhancing family stability.
