SERENJE Town Council has intensified preparations for the forthcoming Ward Development Committee (WDC) elections by conducting community sensitisation activities ahead of voter registration in Lukusashi Constituency.

Council officers today day visited Mbaswa, Sancha and Lukusashi Wards to educate residents on the importance of registering as voters in readiness for the WDC elections.

The voter registration exercise for Lukusashi Constituency is scheduled to run from September 7 to 18, 2026, and forms part of a district-wide programme covering Lukusashi, Nkundalila and Serenje constituencies.

The exercise is being conducted in accordance with the Local Government Act No. 2 of 2019 and the Guidelines on the Establishment and Operations of Ward Development Committees issued by the Ministry of Local Government and Rural Development.

According to Paragraph 2 of the Fourth Schedule to the Local Government Act, members of Ward Development Committees shall hold office for a period of two and a half years, while Paragraph 2(3) stipulates that WDC elections should be held within two months after general elections.

Speaking during the sensitisation meetings, officers encouraged residents to participate actively in the voter registration exercise to ensure that all eligible community members are able to take part in the election of their Ward Development Committees.

Ward Development Committees are community-based structures that play a critical role in local governance and development.

Under Section 37 of the Local Government Act, WDCs are mandated to prepare ward development plans, monitor community projects, promote citizen participation and submit project proposals to the Constituency Development Fund Committee.

The sensitisation programme is aimed at enhancing public awareness and ensuring that the electoral process is conducted in a transparent, inclusive and lawful manner.

Sensitisation activities are expected to continue in other wards across Serenje District as the Council prepares for the WDC electoral process in Lukusashi, Nkundalila and Serenje constituencies.

District Commissioner Ms. Ellen Miselo Mibenge has urged beneficiaries of Government social protection programmes to use the funds they receive prudently and invest in activities that can improve their livelihoods.

Ms Mibenge said Government, working with cooperating partners, was providing various forms of support to vulnerable households, women and girls as part of efforts to improve living standards in Serenje District.

The District Commissioner was speaking today during the World Bank Mid-Term Review of the Girls’ Education, Women’s Empowerment and Livelihoods (GEWEL 2) Project, which brought together Government departments and district stakeholders to review implementation progress.

She said President Hakainde Hichilema was doing everything possible to improve the livelihoods of people across the country and called on beneficiaries to ensure that the assistance they received was used for its intended purpose.

The review heard that the Social Cash Transfer (SCT) programme had increased its coverage in Serenje to 12,576 beneficiaries, from 6,589 households in 2018 and 9,351 in 2021. The programme has also enabled some beneficiaries to invest in productive ventures such as poultry, livestock, farming and small businesses.

Among the beneficiaries cited was Shemu K***a, a 27-year-old person living with a physical disability, who used his support to acquire a sewing machine. Another beneficiary, Elalio Chama, aged 73, ventured into broiler chicken production, while Jacquiline K***a, who has been on the programme since 2014, has used the support to build a house, connect it to electricity and establish a shop.

The meeting also heard that the Keeping Girls in School and Beyond (KGS) component, which was introduced in Serenje in 2021, had recorded 223 beneficiaries in 2026, while 31 girls had completed their education under the programme since 2025.

Some beneficiaries have progressed to tertiary institutions including the University of Zambia, Mulungushi University, Copperbelt University, NIPA, Evelyn Hone College and Serenje School of Nursing and Midwifery.

Under Supporting Women’s Livelihoods (SWL), 500 women have been trained under GEWEL 2 in life skills, business skills and sexual and reproductive health, and have received both instalments of the productivity grant.

The programme has established 24 savings groups and created 12 Circle Hubs. Across GEWEL 1 and GEWEL 2, 2,022 women have been empowered, with 92 savings groups established and approximately K8.63 million invested.

The review further heard that 188 SWL beneficiaries were linked to the Food Security Pack programme in 2026, while some women's groups were being facilitated to formalise their operations and access opportunities under the Constituency Development Fund.

However, implementing departments cited challenges including poor road infrastructure, inadequate mobile network coverage, transport limitations and difficulties in delivering digital services in some communities.

The Mid-Term Review provided an opportunity for Government departments and stakeholders to assess the impact of GEWEL 2, share implementation experiences and identify measures for strengthening the sustainability of the programme.

SERENJE, 28th August, 2026 — Serenje Town Council has commenced community sensitisation ahead of voter registration in preparation for the forthcoming Ward Development Committee (WDC) zonal elections across all three constituencies of Serenje District, namely Serenje, Lukusashi and Nkundalila.

The sensitisation exercise is aimed at providing communities with information on the WDC zonal electoral process, voter registration, eligibility requirements and the importance of citizen participation in local development and decision-making.

The Council wishes to inform members of the public that the exercise is being undertaken in accordance with the Local Government Act No. 2 of 2019 and the Guidelines on the Establishment, Management and Operation of Ward Development Committees issued by the Ministry of Local Government and Rural Development.

Section 36(5) of the Local Government Act No. 2 of 2019 places responsibility on the local authority to conduct zonal elections and specifically provides that the local authority shall set the date and time of elections in the district and carry out registration of voters in the zone. Section 36(6) further provides for guidelines on the establishment, management and operation of WDCs and the conduct of zonal elections.

Further, Paragraph 2(1) of the Fourth Schedule to the Act provides that a member of a Ward Development Committee shall hold office for a term of two and a half years and may be re-appointed for one further term of two and a half years, subject to the prescribed terms and conditions. Paragraph 2(3) further provides that the election of a Ward Development Committee shall be held within two months after the general elections.

In line with these provisions, the WDC Guidelines under Part V, Section 5.1 provide that within two months after the general elections, zonal elections shall be held in each zone, with zonal representatives elected at a Zonal Assembly. The Guidelines further clarify under Section 5.1.1 that the Local Authority is responsible for conducting the zonal elections, including the registration of voters, provision of logistics and setting the electoral calendar.

The Council therefore urges residents across Serenje, Lukusashi and Nkundalila Constituencies to participate actively in the sensitisation and voter registration exercises and to take advantage of the opportunity to contribute to the selection of representatives who will serve as a link between communities and the Local Authority.

The Council further calls upon all stakeholders, including traditional leaders, community leaders, civil society organisations, cooperating partners and members of the community, to support the electoral process and promote a peaceful, transparent, inclusive and credible exercise.

The Ward Development Committees play an important role in promoting community participation in local development, including identifying community needs, promoting engagement in ward development planning and contributing to the formulation of development priorities.

Serenje Town Council remains committed to ensuring that the WDC zonal elections are conducted in accordance with the law, applicable guidelines and the principles of transparency, inclusiveness and community participation.
