WORKING EVERY DAY FOR NATIONAL DEVELOPMENT

This morning, at the Ministry of Local Government and Rural Development, we had the pleasure of hosting the Permanent Secretary for Muchinga Province, Dr. Tuesday Bwalya, for discussions focused on advancing the development priorities of the Province within the mandate of our Ministry. Our engagement covered key areas including rural development, strengthening local governance, and harnessing local resources to improve livelihoods and accelerate sustainable development.

Guided by the vision of His Excellency the President, we remain steadfast in our responsibility to translate national policy into tangible development outcomes for our people. Through stronger coordination between central government, provincial administrations and local authorities, we will continue working diligently to ensure that development reaches every community and every corner of our country.

Representing the Government at the Chibwela Kumushi Traditional Ceremony of the Soli-speaking people under Chief Bunda Bunda in Rufunsa District. Chibwela Kumushi, meaning “coming back home,” is a powerful reminder of the importance of traditional ceremonies in preserving our culture, safeguarding our heritage, strengthening community bonds and passing our identity from one generation to the next. Zambia’s strength lies in the richness of its diversity and in our ability to remain united as one people.

Traditional leaders remain indispensable partners in governance and national development. Through strong cooperation between Government and our traditional leadership, we can deepen national unity, preserve our collective identity, promote social cohesion and unlock the economic potential of our communities. Our traditions are not merely a reflection of our past; they are an enduring foundation upon which we can build a peaceful, confident and prosperous Zambia.

PEACE IS EVERYTHING:

Today I listened to a retired Zambian soldier who had served as a peacekeeper in war-torn countries. His message was simple: Zambians must never take peace for granted.

It gave me chills.

We sometimes think peace simply means the absence of war. It is far more than that. Peace is the foundation upon which everything we call a functioning society is built.

Without peace, titles quickly lose their meaning. There is no doctor without a functioning hospital. No lawyer without functioning courts. No business owner without functioning markets. No meaningful property ownership where the rule of law has collapsed. Schools close. Businesses disappear. Families flee. Infrastructure is destroyed. Tomorrow becomes uncertain.

In peace, we plan years ahead.
In war, people plan how to survive now.

And perhaps that is what we forget: civilisation can take generations to build, yet conflict can dismantle it with frightening speed.

Protecting peace does not mean we must always agree. We can disagree politically, criticise one another, campaign passionately and hold different beliefs. But we must never allow disagreement to make us forget that we share one country and one destiny.

The greatest victory is not defeating one another. It is preserving a Zambia in which our children can continue going to school, our businesses can open tomorrow, our hospitals can function, our farmers can plant, our institutions can endure and every citizen can dream about the future.

Peace can feel ordinary when you have lived with it all your life.

It is not ordinary.

It is priceless.

Zambia, let us never take our peace for granted. Let us guard it jealously. Let us protect it with everything we have.

This morning, Secretary-General Mr. Hao Zhongwei and entourage from CPAFFC met with Zambia’s Ministry of Local Government and Rural Development (MLGRD) for productive talks on deepening cooperation and exploring shared priorities.

CPAFFC drives China’s “people-to-people diplomacy” through sister-city networks, cultural exchanges, and regional forums, while MLGRD focuses on grassroots governance and rural development, making them natural partners for local-level collaboration.

It was a privilege to attend, as Guest of Honour, the celebration marking the 27th Anniversary of the Enthronement of His Majesty King Mohammed VI, hosted by the Embassy of the Kingdom of Morocco in Lusaka.

The occasion provided an excellent opportunity to reaffirm the warm and growing relations between Zambia and the Kingdom of Morocco. As our two nations continue to deepen cooperation in areas of mutual interest—including trade, investment, agriculture, education, and local governance—I look forward to even stronger partnerships that deliver shared prosperity and lasting benefits for our people. Congratulations to His Majesty King Mohammed VI, the Government, and the people of Morocco on this important national celebration.

I had the honour of serving as Guest of Honour at the official opening of the second stream of the Orientation Programme for Local Authorities being prepared for designation as Planning Authorities under the Urban and Regional Planning Act. The engagement brought together provincial planners, town clerks, council secretaries and other practitioners committed to strengthening planning systems across Zambia.

In my remarks, I emphasised that planning authorities play a pivotal role in shaping not only our towns and cities, but also the long-term character of our national development and the welfare of our citizens. Every planning decision influences investment, infrastructure, environmental sustainability and quality of life. As Zambia continues to urbanise, professional, transparent and forward-looking spatial planning will remain essential to building orderly, inclusive and prosperous communities for present and future generations.
