Chief Observer Michael McNamara MEP this afternoon met representatives of the Law Association of Zambia (LAZ) and Transparency International ZambiaTransparency International Zambia (TIZ) to discuss the legal framework for the elections, its implementation, and transparency in the electoral process.

Transparency at every stage builds public confidence in the process and trust in the results. And a clear, consistently applied legal framework ensures that any electoral disputes are addressed through established mechanisms - through dialogue, and in accordance with the rule of law.

The EU EOM independently assesses all stages of the electoral process, but the election itself remains firmly in Zambian hands. As the Chief Observer said at yesterday's launch: "The votes will be Zambian. The choice will be Zambian. And responsibility for the process belongs to Zambia and its people."

Over the past two days, Chief Observer Michael McNamara MEP met with IVerify Zambia and BBC Media Action in Zambia — two organisations working on the information side of these elections.

Reliable information is as important to an election as the ballot itself. The discussions covered how electoral information is produced, shared and verified across Zambia's media landscape — from traditional broadcasters to social media — and how disinformation is being countered.

The mission's own media monitoring and social media analysts follow this environment daily, and their findings will form part of the EU EOM's assessment of the electoral process.

This morning, Chief Observer Michael McNamara MEP hosted a roundtable with Zambian civil society organisations; Caritas Zambia, the Non-governmental Gender Organisations' Coordinating Council (NGOCC); the Zambia Federation of Disability Organisations - ZAFOD; the Prisons Care and Counselling Association (PRISCCA); and the Zambia National Women's Lobby - ZNWL.

The discussion explored civil society participation in the electoral process, the inclusion of women, young people, persons with disabilities and other marginalised groups, as well as the wider electoral environment.

Engagement with civil society is an important part of the EU Election Observation Mission’s long-term methodology. Listening to diverse perspectives helps the Mission develop a comprehensive and evidence-based assessment of the electoral process, independently and impartially.

PRESS CONFERENCE HIGHLIGHTS 🎥🗳️

Chief Observer Michael McNamara MEP today officially launched the EU Election Observation Mission to Zambia in Lusaka, ahead of the 13 August General Elections.

"The votes will be Zambian. The choice will be Zambian. It is our hope that our presence adds transparency, and confidence, to the process."

Joined by Deputy Chief Observer Dr Beata Martin-Rozumilowicz, he set out the mission's mandate and its four hopes for these elections: a campaign without violence, an inclusive process, transparency at every stage, and any disputes resolved through dialogue and the rule of law.

The EU EOM is in Zambia at the invitation of the Government of the Republic of Zambia and will present its preliminary statement on 15 August in Lusaka.

Continuing his meetings with electoral stakeholders, Chief Observer Michael McNamara today met Mr Brian Mundubile, presidential candidate of the National Reconciliation Party for Unity and Prosperity (NRPUP), and his running mate, Mr Makebi Zulu.

They discussed the electoral campaign and the road to the 13 August general elections. The EU EOM is consulting all sides of Zambia's political spectrum, and its assessment covers the entire electoral process, before, during and after election day.

Chief Observer Michael McNamara continued his visit to Lusaka today with a meeting at the Ministry of Foreign Affairs and International Cooperation Zambia , where he was received by the Permanent Secretary for Administration-Ms. Margaret Miyoba.

They discussed Zambia’s invitation to the European Union to observe the elections, as well as the international and regional standards and commitments on democratic elections to which both Zambia and the EU are parties, and against which the mission will assess the electoral process.

The EU EOM observes independently and impartially and will continue meeting institutions and stakeholders across the country ahead of the 13 August general elections.

Michael McNamara MEP, Chief Observer of the European Union Election Observation Mission to Zambia 2026, has arrived in the country to officially launch the Mission.

His first official engagement took place this morning at the Electoral Commission of Zambia, where he met the Vice-Chairperson and Commissioners. As the institution responsible for administering Zambia’s elections, the ECZ is a key stakeholder in the mission’s observation of the electoral process. Engagement with the Commission provides the mission with key insight into the preparations, procedures and safeguards in place throughout the different stages of the elections.

The EU EOM will independently and impartially assess the electoral process against Zambia’s national legal framework, as well as the regional and international obligations and commitments relating to democratic elections.

The Chief Observer will continue meeting a broad range of electoral stakeholders as the mission’s long-term observation gets underway across the country.

Today, the Deputy Chief Observer and Election Analyst of the EU Election Observation Mission Zambia 2026 met with Common Market for Eastern and Southern Africa (COMESA) representatives in Lusaka for an exchange on international election observation and the 13 August General Elections.

Independent and impartial international election observation supports transparency and public confidence in electoral processes — a commitment shared by observer organisations worldwide under the Declaration of Principles for International Election Observation.
