Born in the heart of Serenje under the traditional leadership of Chief Mailo, Timothy Sambwa Chitupila has emerged as one of Zambia’s most dynamic young leaders. As the ninth born in a family of ten, Chitupila’s upbringing instilled in him a deep sense of resilience, community, and purpose qualities that have shaped his journey in civic leadership and politics.

Chitupila’s academic path reflects his commitment to governance and social transformation. He holds a Bachelor’s degree in Civic Education and a Master’s degree in Civic Education and Transformative Leadership. His pursuit of knowledge continues as he works toward a Bachelor of Laws (LLB) and a PhD in Governance, Peace and Development, underscoring his dedication to legal reform and peacebuilding in Zambia.
In 2021, at just 26 years old, Chitupila was adopted by the United Party for National Development (UPND) to contest as a Member of Parliament. However, his adoption was revoked just two days before nomination day. While many in similar positions chose to run as independents, Chitupila made a bold and principled decision: he remained loyal to the party and campaigned vigorously for the UPND and its presidential candidate. This act of selflessness and discipline highlighted his unwavering commitment to the party’s vision and values.
His loyalty and activism did not go unnoticed. The Patriotic Front (PF) referred to Chitupila as the UPND strongman due to the intense political pressure he exerted on them in Central Province during the 2020 and 2021 campaign seasons, as well as in the years leading up to the general election. His grassroots mobilization and fearless criticism of PF policies made him a formidable force in the region.

Chitupila has also been an outspoken critic of the PF government’s handling of public resources, particularly on issues of corruption and unsustainable borrowing. He has consistently called for transparency and strategic resource allocation, advocating for the rechanneling of fuel subsidies toward public service recruitment to address unemployment and strengthen national institutions. His guiding principle Stand with anyone doing the right thing and desert anyone that is in the wrong captures the moral clarity that defines his leadership.

Beyond politics, Chitupila serves as the Chief Executive Officer of Mbombe Multi-Purpose Society Limited, a National based organization focused on community development, entrepreneurship, and economic empowerment and also holds a Position of Deputy President Under Youth Alliance Zambia Non-Governmental organization, Through this role, he continues to champion initiatives that uplift local communities and foster inclusive growth.

As Zambia looks ahead to 2026, voices like Chitupila’s are increasingly seen as essential to the country’s future. The nation has been waiting for any appointment for Sambwa Chitupila whether as District Commissioner (DC), Deputy Permanent Secretary (DPS), Permanent Secretary (PS), or even in foreign service just to give him a chance to prove his capabilities. Yet, none has materialized so far. Perhaps this delay is strategic, with Chitupila being reserved for a parliamentary seat in 2026 a role many believe he is more than ready to take on.

TRANSFORMING ZAMBIA: THE LUSAKA-NDOLA DUAL CARRIAGEWAY PROJECT HERALDS A NEW ERA OF PROGRESS

For years, the Lusaka-Ndola highway has been a source of grief and frustration for road users. Deep potholes, narrow lanes, and heavy traffic have turned this vital corridor into a hotspot for tragic accidents and costly delays. According to the Road Transport and Safety Agency (RTSA), over 67% of road fatalities in 2022 occurred along this stretch. The situation was dire lives were being lost, and economic productivity was suffering. But now, under the leadership of the UPND-New Dawn Government, change is finally visible.

President Hakainde Hichilema and the New Dawn Government have not only recognized the problem, they have also acted. Through a Public-Private Partnership, the $650 million project is now underway, fulfilling a key campaign promise and restoring public confidence in leadership.

As one motorist put it: “This is a fresh breath. We thank President HH for walking the talk.”

The enforcement and construction of the dual carriageway is more than just an infrastructure upgrade, it is a lifeline. By separating traffic directions and widening the road, the project is expected to:

1. Drastically reduce accidents, especially head-on collisions
2. Ease traffic congestion, cutting travel time between Lusaka and Ndola
3. Boost trade and mobility across three Provinces, among other benefits.

Minister of Transport & Logistics Hon. Frank Tayali also acknowledged that the poor condition of the road was a major contributor to accidents, citing impatience, improper overtaking, and misjudged distances as common causes.

At a time when Zambia stands at the crossroads of transformation, all well-meaning citizens must rise and rally behind a government that has shown vision, commitment, and action. The New Dawn Government, under the leadership of President Hakainde Hichilema, is not just making promises, it is delivering progress.

From the long-overdue Lusaka-Ndola dual carriageway to sweeping reforms in education, health, and economic stability, this administration is laying the foundation for a better Zambia. The focus on infrastructure is not merely about roads and bridges it is about connecting people, saving lives, and unlocking opportunities.

President Hakainde Hichilema and his team have demonstrated that they mean well. Their policies reflect a deep concern for the welfare of ordinary Zambians and a bold vision for national development. This is not politics as usual it is leadership with purpose.

DISTRICT COMMISSIONERS, MPs AND COUNCIL, NEED TO JOIN HANDS TO EXECUTE WORKS IN DISTRICTS FOR THE BETTERMENT OF OUR PEOPLE.

In a bold and clear directive, President Hakainde Hichilema has called on all municipal councils across Zambia to begin immediate work on feeder roads without waiting for the rainy season. This call to action is not just a suggestion, it is a national priority aimed at unlocking rural development, improving market access, and enhancing service delivery.

Across the country, councils have procured earthmoving equipment commonly referred to as “yellow machines” through Constituency Development Funds (CDF). These machines, meant to be the backbone of local infrastructure development, but the equipment have remained parked and unused.

The public watches in confusion, wondering what invisible barrier is preventing progress. The answer is not technical it is administrative inertia. District Commissioners (DCs), as the primary representatives of the President in their respective districts, must rise to the occasion.

They are not ceremonial figures, they are the frontline enforcers of presidential directives. If the President has spoken, it is the DCs who must ensure that action follows.

It is time for DCs to step out of the shadows and into leadership. They must demand accountability from councils, ensure that equipment is deployed, and prioritize government work above all else. The development of feeder roads is not a luxury it is a necessity.

To meet this challenge head-on, Members of Parliament (MPs), District Commissioners, and Councils must work hand in hand. This is not the time for silos or finger-pointing; it is the time for coordinated action. Only through unity and shared responsibility can we ensure that feeder roads are constructed before the rains arrive and make the work more difficult and costly.

The government has already allocated resources, including fuel funds through CDF, to support these road works. What remains is the political will and administrative urgency. Councils must stop waiting for ideal conditions and start working with what they have. Rain or shine, the roads must be built.

This is a wake-up call to all District Commissioners; the time for passive observation is over. The people are watching, and the President has spoken. Let the yellow machines roll, let the roads be built, and let development reach every corner of Zambia.

My Position Zambia has the potential to be a regional energy powerhouse. But exporting electricity while our own people endure load shedding is a betrayal of national priorities. We must flip the switch literally and politically.

No More Load Shedding for Profit.

We Should Suspend energy exports during domestic shortages.

Audit all power purchase agreements to ensure they serve Zambian interests first.

Legislate a (Zambia First) energy policy, mandating that local demand is met before export quotations are approved.

Building Capacity for All.

We need to invest in Community based solar and mini grid projects to decentralize access.

Energy storage systems to stabilize supply during peak hours.

Transparent oversight of ZESCO and ERB, ensuring accountability and service delivery.

TIMOTHY CHITUPILA SUPPORTS DELIMITATION PROPOSAL

Delimitation should be supported by all well-meaning Zambians because this will contribute positively to the well-being and, most especially development of our beloved country; periodic delimitation of electoral boundaries is necessary for any representative system where single-member districts or uniformly small multi-member districts are used.

If electoral boundaries are not periodically adjusted, population inequities develop across districts. In my view, delimitation in Zambia is long overdue and it shouldn't be politicized as it is the mandate of the electoral commission of Zambia possibly refer to article 229 and not what some aligned individuals are insinuating that UPND wants to create more constituencies in their strongholds, ECZ delimitates Polling Boundaries depending on the GENERAL PUBLIC'S SUBMISSION AND NOT POLITICAL PARTIES SUBMISSION and anyone who wants to think otherwise about it should be regarded an enemy of progress ECZ KNOWS NO POLITICAL PARTY FOR IT IS AN INDEPENDENT INSTITUTION.

There is no way the Kabwata constituency should be receiving the same amount of CDF with muchinga constituency, a constituency (muchinga) which is as big as two constituencies Kabwata and Lusaka constituencies no way, It is for the same reason that all well-meaning Zambians should stand up and support this non-contentious issue.

It is also important to note that delimitation will create More jobs for the youth and women because each constituency will need new infrastructure to be set up, whose construction will be translated into job creation.

Electoral district boundaries should be drawn so that districts are relatively equal in population. Equally populous districts allow voters to have an equally weighted vote in the election of representatives. If, for example, a representative is elected from a district that has twice as many voters as another district, voters in the larger district will have half the influence of voters in the smaller district. Electoral districts that vary greatly in population condition, referred to as "malapportionment", violate a central tenet of democracy, namely, that all voters should be able to cast a vote of equal weight.
