The Zambia Law Development Commission (ZLDC) today held a Brainstorming Session on the Review of the Public Protector Act, No. 15 of 2016 with the Office of the Public Protector (OPP).

The session provided a platform for stakeholders to share their experiences, perspectives and reflections on the implementation of the Act, including the challenges encountered and areas that may require strengthening.

Speaking on behalf of the Director of the ZLDC, Manager Research and Law Reform, Ms. Lina Jere, highlighted the importance of a consultative approach to law reform. She emphasised that the review should consider not only the provisions of the Act, but also the practical experiences of those who implement, interact with and are affected by the law.

The discussions also explored ways of strengthening the effectiveness and accessibility of the Office of the Public Protector, particularly for members of the public who may face barriers in accessing its services.

The insights gathered during the session will contribute to the ongoing review of the Act and inform recommendations aimed at strengthening the legal framework governing the Office of the Public Protector.

The Zambia Law Development Commission (ZLDC), in collaboration with the Department of National Registration, Passport and Citizenship (DNRPC), officially launched the legal review of key legislation administered by the Department.

The inception meeting was graced by the Registrar General of the Department of National Registration, Passport and Citizenship, Mr. Davis Chikalanga, who served as Guest of Honour. In his remarks, he emphasised the need to harmonise the existing legal framework governing national registration, citizenship, passports, and civil registration into a modern, coherent system that keeps pace with technological and digital advancements. He also called for broad stakeholder consultations to ensure the reforms are practical, inclusive and responsive to the needs of the Zambian people.

The review will cover the National Registration Act, the Zambia Citizenship Act, the Passports Act and the Births and Deaths Registration Act, with the goal of strengthening identity management systems, improving service delivery and supporting national development through evidence-based law reform.

CONCERNED CITIZEN CALLS FOR REVIEW OF TRANSPORT LAWS TO PROMOTE TRADE AND INVESTMENT

A concerned citizen has called for a review of the laws governing Zambia's transport sector, stating that modern and responsive legislation is essential to support trade, investment and national economic growth.

Speaking when he visited the Zambia Law Development Commission (ZLDC) exhibition stand at the ongoing 98th Zambia Agricultural and Commercial Show, being held under the theme, "Fostering Trade and Investmentโ€, he observed that the transport sector remains the backbone of commerce by facilitating the movement of goods and services across the country and beyond. However, he noted that challenges such as low remuneration for long-distance truck drivers and other constraints affecting the sector require policy or legal attention to improve efficiency, productivity and the welfare of transport workers.

As the 98th Zambia Agricultural and Commercial Show concludes tomorrow, ZLDC encourages members of the public to visit its exhibition stand under the Ministry of Justice Pavilion to share their views on laws that require review.

Public submissions remain important in ensuring that Zambia's laws are responsive to the country's evolving social and economic development needs.
