LUANSHYA COUNCIL LEADS CBD CLEANUP UNDER ‘KEEP ZAMBIA CLEAN’ CAMPAIGN

Luanshya Municipal Council today took the “Keep Zambia Clean, Green & Healthy” campaign to Civic Centre, surrounding areas, and the CBD.

Council workers and volunteers emptied bins and swept streets in the high-traffic zones to improve sanitation and public health.

Luanshya Town Clerk Collins Ndilema said the exercise was about shared responsibility. “When we keep the Civic Centre and CBD clean, we protect public health and create a city we are all proud to call home,” he said.

The Council is urging residents to bin waste properly and join future cleanup drives to keep Luanshya clean🚮.

LUANSHYA TC, MANAGEMENT INSPECTS GRZ FUNDED URBAN ROADS REHAB PROJECT IMPLEMENTATION

Luanshya Town Ckerk Collins Ndilema yesterday led members of the Council management in monitoring the progress on the on going Government funded K295 million Urban Roads RebilitationProject.

Mr Ndilema, said the progress on the road works was impressive and expressed optimism that work on remaining three roads, Thompson, Lumumba,and H Figov would be completed soon.

He said the said Urban Roads Rehabilitation Project was going on in an impressive manner.

He added that works stwndwrd was of high quality thus brining in value for money.

Royal Kent Engineering Services has been engaged o rebabilitate roads in Luanshya under the project,which is being are not worked on by the Government.

The works on the 1.3 kilometres long H Figov, and 2.4 kilometres long Lumumba and 500 metres long Thompson have reached an advanced stage .

On Lumumba and Thompson Roads earth works, stone basing and paving are currently being done.

On H.Figov the stone basing process is being conducted before starting the paving process.

Luanshya Urban Roads Rehabilitation Project Consultant, Inter Africa Consulting Zambia,said the contractor was planning for schedules meeting and other practical works.

Inter Africa Consulting, Luanshya Urban Roads Project assisted Resident Engineer Mubita Mwabafu,said the contractor was not only executing time bound projects and there was no compromise on quality.

Eng.Mwabafu expressed optimism that the contractor will manage to conclude the works on the three roads within the projects time frame or even before the scheduled completion date

CDF ROAN HOSPITAL MOTHER'S SHELTER CONSTRUCTION CHEERS LUANSHYA DC

The construction of a Constituency Development Fund ( CDF) financed modern and fully furnished mother's shelter at Roan Antelope General Hospital has impressed the District Administration.

Luanshya District Commissioner (DC) Paul Mulele has expressed happiness with the completion of the construction works of a fully furnished mother shelter at Roan Antelope General Hospital.

Mr Malele, who led a team of technocrats and some Heads of Government Departments on a conducted toor of some recently completed CDF Projects, stated that he was impressed with construction of the Mothers Shelter, which will house women with emergency cases which require⁵s doctors observations.

He stated that construction of the mother shelter will play a critical in reducing maternal mortarity rate among in the district beacuse they expectant mothers will now have access to better health facilities such a modern mothers shelter.

The Mothers Shelter comes with a full furnished modern kitchen, bedrooms, television room/sitting room.

The DC and his team also inspected Mpatamatu Police Station, Mwashani Police Post, One by three classroom blocks construction at Blind Primary School near the Fisenge Blind Centre and Chitwi area

K210 MILLION WORTH CDF PROJECTS CHANGE FACE OF LUANSHYA

Luanshya Town Clerk Collins Ndilema says the implementation of K210 Million worth of Constituency Development Fund(CDF) Projects from 2022 up to date has changed the face of the mining town.

Mr Ndilema, who yesterday led a team of members of the Luanshya Municipal Council management in checking progress on the few remaining CDF Community Projects implementation, said over 200 projects have been implemented in both urban and periurban areas of Luanshya.

He noted that communities in all parts of have been empowered and transformed by the health , education security, agricultural ,commerce and trade, roads and other infrastructure development projects financed by CDF over the past years.

The Town Clerk and members of management conducted an on-the-spot check on the construction on on by three classroom blocks,which includes an office and store room at Maseka in Kafubu Block area.

The projects which were visited among others include:

The construction of Kamirenda Police Post, which has been completed now awaits commissioning

The rehabilitation of a traders shelter at the Main Market at Luanshya's Main Market in Mikonfwa.

The construction on a Health Post in Kamirendo farming area.

The construction of Chibwe Zone Health Post off the Ndola -Kitwe dual carriage high way.

During the site visits the Town Clerk urged contractors to stick to the projects implementation time frame and avoid compromise on quality on the materials and specifications of the various community projects.

Mr Ndilema also thanked the Central Government for consistently releasingn CDF funds for various projects which has now made the implementation of the National Decentralisation Policy a reality

ECZ SUCCESSFULLY CONCLUDES VEFs DEPLOYMENT,SET FOR VOTER EDUCATION

The Electoral Commission of Zambia (ECZ) in Luanshya District has successfully concluded the deployment of sixty (60) Voter Educatio Facilitators (VEFs).

The VEFs who are fresh from training have been deployed to all the sixteen ward in Luanshya Constituency and fourteen (14) ward in Roan Constituency.

Two VEFs have been assigned to conduct mass voter education activities in each ward starting from tomorrow, June 1,2026 up to August 1,2026.

During the next sixty days the VEFs are expected to educate residents of all the thirty wards, who are eligible to vote about the forthcoming Generel Elections and how to vote.

Luanshya Municipal Council employees from various departments gathered today in the morning and divided themselves into groups which cleaned some areas surrounding the Civic Centre and the Central Business District (CBD)

In Luanshya every Friday morning some private business houses and public facilities, such as markets and trading places briefly suspended their routine operations between 07: 00 hours and 09:00 hours in line with the written Public Notice issued by the Council through the Office of the Town Clerk calling on both public and private institution to clean their premises as part of the Keep Zambia Clean Green and Health Campaign.

MANAGEMENT APPROVES LUANSHYA COUNCIL’S PARTICIPATION IN CDF SOLAR ENERGY PROJECT TAKEOFF UNDER ZNEC

LUANSHYA Municipal Council management has approved the Council’s implementation of the Presidential Constituency Energy Initiative (PCEI) and the use of part of Constituency Development Fund (CDF) allocations to finance solar energy plants construction by a Special Purpose Vehicle the Zambia National Energy Corporation (ZNEC).

During the Management Meeting Chaired by Town Clerk Collins Ndilema, it was resolved that Luanshya Municipal Council should participate in ZNEC, and the meeting also passed a formal Management Resolution authorizing investment in to the ZNEC.

The management meeting paved way for the Council’s facilitating for the implementation of the PCEI, which seek to construct two solar energy plants in Roan and Luanshya constituencies using 20 percent of this year’s CDF allocation.

The Council management’s decision follows Government’s decision to develop a 312 megawatt (MV) national decentralised electricity generation progrmmme, structured at 2 MV (two million watts), electricity production plants per constituency across all the 156 constituencies in the country.

The management meeting resolved to approve the construction of two solar energy plans,which will be situated in Maposa and Chawama areas in Roan and Luanshya constituencies respectively.

The implementation of the PCEI will be done by the ZNEC in partnership with Zambia Consolidated Copper Mines Investments Holdings (ZCCM-IH).

A Cabinet Meeting which was held on November 24, 2025, approved the development of the national decentralisation of electricity programmez, agreed on the following measures to ensure inclusive ownership and direct benefit to the constituencies:

That 40.5 % equity in ZNEC shall be held by the Minister responsible of finance on behalf of Finance, on behalf of the Ministry of Local Government and RuralDevelopment (Local Authorities)

That 50% equity shall be held by ZCCM-IH and 9.5 % shall be held by ZESCO.

According to a Circular Letter to Local Authorities, issued by Ministry of Local Government and Rural Development (MLGRD), Permanent Secretary (PS) in charge of Technical Services Nicholas Phiri, all Council's national wide are expected to facilitate for the take off of the solar energy plants creation.

Mr Phiri stated that in line with the CDF framework and objectives of promoting local economic development and infrastructure, Cabinet authorised the use of up to twenty percent (20%) of the 2026 CDF allocations to be utilized by each constituency as an equity contribution towards participation in ZNEC.

Mr Phiri explained that investment shall be treated as a long tern constituency asset capable of generating dividends and sustainable revenue for local development.

“The Minister of Finance shall hold the 40.5 % equity stake in trust on behalf of all the constituencies through the Constituency Energy Benefit Trust (CEBT).
Councils shall be beneficiaries, not direct shareholders and all dividends attribute to the 40.5% equity shall be distributed equally to constituencies through their respective. Councils.The arrangement ensures transparency, fiduciary protection and accountability,” the PS stated.

Mr Phiri added that the PCEI represents a strategic opportunity for constituencies to participate directly in national energy infrastructure, promotes, energy security and generate sustainable local revenue.
