Choma Attracts Chinese Investor for Proposed Solar Power Plant

Choma, Zambia

Choma Municipal Council has received a delegation from Nanchang City, China, to explore investment opportunities in solar power generation and energy storage following a twinning visit by the Town Clerk to China two months ago.

Upon arrival in Livingstone, the delegation was briefed by the Zambia Development Agency (ZDA) on Zambia’s investment policies and available investment opportunities. The team later proceeded to Choma, led by the Mayor, where they paid a courtesy call on the Permanent Secretary.

The delegation, representing a company specialising in power generation and energy storage, also visited Choma’s approximately 100-hectare Multi-Facility Economic Zone (MFEZ) site, identified as a potential location for the proposed solar power plant.

The Permanent Secretary welcomed the investors and commended the Council for facilitating the potential investment. He said Choma was ripe for investment and assured the delegation of the availability of secure land. He also highlighted the importance of energy storage and backup systems in addressing the country’s electricity challenges, particularly amid the effects of El Niño, in support of the Grow Zambia Agenda.

The delegation also met the ZESCO Regional Manager, who explained that Muzuma Substation has capacity to accommodate additional power. He noted that electricity generated in Choma could be fed into the national grid and distributed across the country.

The proposed investment presents an opportunity to strengthen energy security, create economic opportunities and position Choma as an attractive destination for investment.

Choma Municipal Council Warns Streetlight Vandals: Stealing Public Infrastructure Will Not Be Tolerated

Choma, 21 October 2026
Choma Municipal Council has expressed strong disappointment following another attempted streetlight theft along Namwala Road, where a streetlight was found partially cut. The Council has warned that anyone found vandalising or stealing public lighting infrastructure will face the full force of the law.

The incident comes despite ongoing efforts such as radio programs, social media posts, community engagements and patrols to discourage the community against vandalism and theft of streetlights, which are installed to improve public safety and security for the benefit of all residents.

The Council has condemned the act as retrogressive and unacceptable, stressing that streetlights are public infrastructure intended to serve the wider community, not the Council as an institution.

The Local Authority has further warned that continued vandalism and theft could compel it to consider relocating the streetlights to more secure areas in order to protect the infrastructure from further damage and theft.

The Council is appealing to residents to remain vigilant, protect public infrastructure and report suspected acts of vandalism or theft to the relevant authorities. Community cooperation is essential in safeguarding these investments and ensuring that residents continue to benefit from improved lighting and security.

The Council has reiterated that punitive action will be taken against anyone found engaging in the illegal theft or vandalism of streetlights.

SDG Localisation Takes Centre Stage as Choma Aligns Budget and CDF Priorities with 2030 Agenda

Choma, 21 October 2026

Choma Municipal Council has intensified efforts to localise the Sustainable Development Goals (SDGs), calling for development planning, budget priorities and Constituency Development Fund (CDF) projects to align with the needs of local communities and the global 2030 Agenda. This was highlighted during a stakeholder meeting involving Choma Central, Mbabala and Choma South constituencies to review the Council’s 2025 budget performance and the implementation of CDF projects for 2025 and 2026.

In his opening remarks, delivered on behalf of the Town Clerk, the Director of Planning thanked stakeholders for attending and emphasised the importance of collective action in identifying and addressing key development challenges affecting Choma District.

Stakeholders were reminded that local authorities play a critical role in translating the SDGs into practical development outcomes because of their close engagement with communities and local leadership. Localising the goals is essential to advancing the 2030 Agenda and ensuring residents have access to the rights, resources and services they are entitled to.

The meeting also sought to sensitise stakeholders on the importance of prioritising projects that contribute to the achievement of the SDGs and align with Choma’s Integrated Development Plan (IDP), which serves as a roadmap for the district’s development priorities.

A presentation on the Council’s 2025 budget performance outlined actual performance and the factors affecting revenue collection and expenditure. Stakeholders were informed that the Council’s capacity to deliver services depends partly on residents’ willingness to pay applicable fees and charges, which contribute to the revenue needed to provide services across the municipality.

Meanwhile, the Director of Engineering reported that 21 projects had been undertaken in Mbabala Constituency and 26 projects in Choma Central Constituency. These CDF projects were implemented during the 2025 and 2026 funding periods, covering both completed and ongoing works.

The meeting provided a platform for stakeholders to assess progress, identify development challenges and strengthen collaboration in ensuring that budget allocations and CDF-funded projects respond to community needs. Participants were encouraged to prioritise sustainable, community-driven interventions that support the SDGs and contribute to Choma District’s long-term development.
