Please take note below of correspondence regarding the Ugu District Municipality budget.

The Democratic Alliance (DA) in Ugu District strongly rejects the newly passed municipal budget, which fails to respond meaningfully to the financial and service delivery crisis facing the municipality.

The municipality’s finances are in crisis, while communities across the district continue to suffer the consequences of collapsing infrastructure. Residents are subjected to unresolved water leaks that leave clean drinking water flowing into the streets, prolonged water outages, and sewage spills contaminating roads and beaches.

This contributes to water losses that now stand at an alarming 37%, costing the municipality millions annually. Unpaid creditors have ballooned to more than R1 billion, whereas Treasury Regulations require all creditors to be paid within 30 days. Debtors, or uncollected debt, have increased to more than R2 billion. At a time when Ugu residents are battling collapsing infrastructure, water interruptions, sewage overflows, and growing financial instability, the Council should focus on restoring financial credibility and rebuilding public trust.

The DA maintains that:

- A tariff increase of 13.5% is totally unacceptable and unsustainable in this economic climate. Worse is the fact that basic charges on water and sanitation will also increase by 13.5%.
- If the thousands of illegally connected businesses and residents are legally connected, a much smaller tariff increase would be necessary, with no, or at most, an inflation related increase to basic charges.
- Public funds must be spent responsibly, transparently, and within cost-containment regulations.
- Infrastructure, service delivery, and financial recovery must take priority over political theatrics and unnecessary spending on outside entities. The South Coast Tourism and Investment Entity should be given back to the local municipalities or privatized, as their funding model is a serious drain on Ugu finances.
- Accountability and consequence management are essential if public confidence is to be restored.
- Alternate funding models must be prioritized, and public-private partnerships must be formalized where capacity is non-existent.

The people of Ugu deserve leadership that leads with discipline, integrity, and respect for every rand collected from customers.

The DA will continue to fight for responsible governance, transparent budgeting, and a municipality that works for all its residents.

*Umdoni Muncipality 2026/27 budget*

Good morning residents,

Please be reminded that Section 20 of the Municipal Systems Act states: "A municipal council, or a committee of the council, may not exclude the public including the media, when considering or voting on … (b) a budget tabled in the council.”

The budget vote will take place in the Council Chambers at 12:00 today, 31 May 2026.

This will enable residents to determine whether the input they provided at the roadshows has been heard and reflected in the municipality's budget.

*Umdoni Budget Not Approved for a Second Time*

Good evening residents,

For the second time in three days, a Council meeting was convened to consider and approve the Umdoni Municipality 2026/27 Budget. Once again, the budget was not approved by Council.

A Special Council Meeting has now been scheduled for Sunday in a further attempt to consider the budget.

During the debate, DA and AM4C councillors indicated that they could not support the budget in its current form and raised several concerns regarding the proposed allocations and planning assumptions.

Among the concerns raised by me were:

• Insufficient allocations for streetlight maintenance and upgrades.
• Inadequate provision for pothole repairs and road rehabilitation.
• Concerns that certain budget figures appear unrealistic without detailed implementation plans to support them.
• The continued absence of investigations into alternative lighting solutions, including LED and solar technologies, despite previous discussions in Council.
• Ongoing annual budget allocations for laptops and office furniture without clear reporting on existing municipal assets and replacement requirements.

The municipality's budget should be aligned with the most pressing service delivery needs of residents and should be supported by proper planning, realistic costing, and clear implementation strategies.

The budget will now return to Council on Sunday for further consideration.

Residents are encouraged to follow developments closely as the budget will determine municipal spending priorities and service delivery programmes for the 2026/27 financial year.

*Scottburgh Wastewater Treatment Works*

Good evening residents,

Please be advised that the site handover to the contractor for the repairs to the Scottburgh WWTW took place yesterday. I have requested an official notification from Ugu District Municipality, but have not yet received it yet.

The contractor has been on site, and I can only assume that this is the reason for the foul smell currently being experienced.

Thank you to my Ward Committee member for attending the site handover while I was in a council meeting.

Once a formal notification is received from Ugu, I will share it with the community.
