🚨 The coalition of corruption has unlawfully suspended Tshwane City Manager Johann Mettler after passing a report brought by ActionSA Executive Mayor Nasiphi Moya.

While the proposal to suspend Mr Mettler was defeated on the votes cast, the Speaker illegally deducted 13 votes of councilors present in the chambers from various parties, including the DA, reversing the outcome and paving the way for Mr Mettler’s suspension.

By excluding these councillors, the Speaker effectively disenfranchised the thousands of residents they represent.

Mayor Nasiphi Moya could have withdrawn this baseless report at any stage. Instead, she chose to side with the coalition of corruption rather than the people of Tshwane.

📍Tomorrow at 08:30, DA Mayoral Candidate Cilliers Brink will outline the DA’s planned way forward.

*ANC tenderpreneur in Tshwane delivers a City budget that is unfunded*
by Ald Cilliers Brink, DA Tshwane Mayoral Candidate

It is telling that on the day that Tshwane’s budget speech for the 2026/27 financial year was delivered, Mayor Nasiphi Moya absented herself from the City. She is trying to disassociate herself from an incredible and unfunded budget.

Moya has entrusted the finances of the nation’s capital to her ANC counterpart, Eugene Modise — a tenderpreneur benefitting unlawfully from City contracts. And now she wants to remove herself from what he has done in the position.

Last month, Modise was found guilty of failing to disclose his interest in a contract between the municipality and Triotic Protection Services, his own company.

But thanks to political banking of the ANC, EFF and ActionSA, Modise got just a slap on the wrist, despite him explicitly lying about his interests in Triotic.

While two months of his pay has been docked, he continues to benefit from the City’s contract with Triotic Protection Services, a contract which has been irregularly extended.

Like Modise, his budget is not credible. His management of Tshwane’s finances have been dismal.

Since the ANC-led coalition has taken over running Tshwane:

- Water losses have increased from 32% to 41%, while spending on water tankers has reached levels unseen anywhere else in the country. ANC politicians, including Modise, have significant interests in these water tankers;

- Electricity losses have increased from R1,87 billion to R3,2 billion, manifesting in prolonged power outages not just in residential areas like East Lynn, but also the industrial hubs of Pretoria West, Silverton and Waltloo; and

- Revenue collection has plummeted from 93% to 83%, despite the mayor’s attempts to lead electricity credit disconnections. In the year to date, Tshwane has under-collected a total of R1,75 billion on revenue projections.

The DA believes that Tshwane’s budget, like Joburg’s, is unfunded. It is based on unrealistic income projections and underestimation of liabilities.

One item that is deliberately underestimated is spending on water tankers. The City has already overspent its water tanker budget in the current financial year by hundreds of millions of rands. In other words, the City is effectively budgeting for unauthorised expenditure.
