CoGHSTA WELCOMES NEWLY APPOINTED COLLEAGUES: Day 2 of Onboarding Session.

Day Two of the Department of the Cooperative Governance, Human Settlements and Traditional Affairs (CoGHSTA) Onboarding Session continued to provide new appointed colleagues with a deeper understanding of the department’s mandate and the critical role it plays in improving the lives of the people of the Northern Cape.

Throughout the day, colleagues engaged in informative presentations that unpacked the core functions and strategic objectives of Human Settlements, highlighting the department’s commitment to providing access to adequate housing and developing sustainable human settlements.

The programme also explored the important role of Traditional Affairs in preserving cultural heritage, supporting traditional leadership institutions, and fostering social cohesion within communities throughout the province.

Further sessions focused on Risk Management and Integrity Management, emphasising the importance of accountability, ethical conduct, transparency and sound governance practices in the delivery of public services.

The newly appointed colleagues were also introduced to the core functions of Cooperative Governance, gaining insight into how the department supports municipalities, strengthens local government and promotes effective service delivery for all citizens.

As the programme progresses, our newest appointees continue to build a strong foundation of knowledge that will empower them to serve with professionalism and purpose.

Together, they form part of a dedicated team committed to advancing CoGHSTA’s vision of responsive governance.

📍[HAPPENING TODAY] ASSESSMENT OF FLOOD-DAMAGED ROADS IN THE JTG DISTRICT

In response to the recent severe weather conditions and flooding that have impacted parts of the John Taolo Gaetsewe District, the Premier of the Northern Cape, Dr Zamani Saul, together with the MEC for Roads and Public Works, Ms Fufe Makatong, and the MEC responsible for COGHSTA, Mr Bentley Vass, will accompany technical teams and engineers to assess damage to roads and related infrastructure.

The visit forms part of the government's ongoing commitment to monitor the impact of flooding, evaluate the extent of damage, and identify interventions required to restore safe and reliable access for communities.

📍OPENING OF THE NORTHERN CAPE PROVINCIAL HOUSE OF TRADITIONAL AND KHOISAN LEADERS.

[04 June] MEC Bentley Vass, responsible for Cooperative Governance, Human Settlements and Traditional Affairs (COGHSTA), in the Northern Cape, addressed the Second Session of the Opening of the Fourth Session of the Fourth Provincial House of the Northern Cape House of Traditional and Khoisan Leaders, in Kimberley.

In his address, MEC Vass emphasized the important work of traditional leaders in the system of Cooperative Governance and called on Mayors and Speakers in attendance to ensure that the meaningful participation of traditional leaders in the affairs of municipalities is facilitated.

MEC Vass said ‘’By binding together the wisdom of our traditional leaders, the operational capacity of our municipalities, the strategic alignment of the DDM and the unmatched generosity of our social partners, we will transform the Northern Cape into a beacon of rural development, shared prosperity and cultural pride.’’

The Opening of the House was held at the Northern Cape Provincial Legislature in Kimberley and was addressed by the Northern Cape Premier, Dr Zamani Saul.

CoGHSTA WELCOMES NEW COLLEAGUES: Day 1 of Onboarding session.

The Department of Cooperative Governance, Human Settlements and Traditional Affairs (CoGHSTA) officially welcomed new colleagues from across the Northern Cape during Day 1 of its Orientation and Onboarding Programme.

This onboarding session serves as an important introduction of the department to the new employees, equipping new them with the knowledge and understanding required to effectively fulfil their roles while familiarising them with the department’s culture, values and strategic objectives.

The session provided colleagues with valuable insight into the functions and protocols of the Office of the Head of Department (HoD), as well as the role of Human Resource Development and Performance Management in supporting employee growth and organisational excellence.

Presentations were also delivered by the Communications Unit, highlighting its objectives and role in ensuring effective internal and external communication, while Employee Health and Wellness shared information on the support services available to promote the wellbeing of employees.

Day 2 will round-up the rest of the Department’s Directorates and units, continuing to give perspective to their functions and responsibilities.

📢 OPENING OF THE NORTHERN CAPE PROVINCIAL HOUSE OF TRADITIONAL AND KHOI-SAN LEADERS

The Northern Cape Provincial House of Traditional and Khoi-San Leaders (NCPHTKL) will officially open its fourth session of the fourth house, on Thursday, 04 June 2026,at the Northern Cape Provincial Legislature

The opening session will be led by Chairperson Kgosi P. Toto, with the keynote address delivered by Northern Cape Premier Dr. Zamani Saul.

This important occasion marks the commencement of the House's work for the year, focusing on strengthening traditional leadership, advancing community development, preserving cultural heritage, and promoting cooperative governance across the province.

📍 Community Engagement: Public Participation on the Proposed PIE Amendment Bill

Public participation on the proposed PIE Amendment Bill continued with robust discussions on unlawful land occupation, eviction processes, housing matters, and the role of mediation in resolving disputes.

Key issues raised included land invasions, the financial burden of eviction processes on municipalities, access to housing opportunities, and the inclusion of Traditional Leaders in addressing unlawful occupation of communal land.

Participants were reminded that no person or institution has the authority to evict individuals without a court order. Any eviction must follow due legal process, and no one may act outside the authority of the courts.

Government further indicated that consultations on the Bill are ongoing, with additional engagements planned before any amendments are finalised. Stakeholders were encouraged to continue providing input to ensure the legislation responds effectively to the needs of communities while upholding constitutional rights.

The session also highlighted the importance of cooperation between government and private landowners. Where there is a willingness to assist communities with access to land, private landowners are encouraged to work together with government to find sustainable and lawful solutions that address housing challenges.

In closing, Regional Director for the Frances Baard COGHSTA Office, Mr Mdunge emphasised that the material conditions experienced by communities on the ground are what drive the policy and legislative changes currently under consideration. He stressed the importance of meaningful community engagement and public input in shaping laws that respond to the realities faced by residents.
