South Africa is a rich therefore it is totally unacceptable that after 20 years of our Constitutional democracy we are still having this huge gap between the haves and the have-nots. Social inequality is deliberately and carefully maintained by the ruling class in this country. This is a clarion call to all members and supporters of this glorious organisation as an agent for change, to go out there and free the poorest of the poor masses from being made political children and political slaves by the ruling party. Reference :Dress code during Council meeting and visiting!

Herewith I the undersigned request permission from Council to as and when attending Council meetings to wear a bullet proof vest for personal safety and protection.

I have to resort to this kind of measures in that Council didn’t want to provide me with round the clock protection in reference to an already one failed assassination attempt on my life and taken the most recent killing in Fetakgomo Tubatse of the Ward Councillor where it is rumoured that the killing can be linked to him exposing the culprits in the Municipality that was directly and or indirectly involved in the Municipality loosing million in their investment in VBS Bank.

As I have been vehemently on a drive to also expose corruption in reference to the VBS issues in EMLC Council, I do feel my request is warranted in this regard.

Your favourable consideration and authorisation to wear such a bullet proof vest would be appreciated.

Breaking News in Limpopo Municipality

*Elias Motsoaledi Local Motsoaledi defies Treasury*

Treasury issued an instruction to all Municipalities not to invest or place any of its money with the VBS Bank as the Bank was not recognised as a Financial Institution by the Reserve Bank, and issued instruction that if Municipalities did entrust its money with the Bank to withdraw it.

During 2017 Elias Motsoaledi Local Coucil deposited R14 million with the Bank, didnt follow Treasury Instruction to withdraw the money and increased its investment with the Bank in the 2018 financial year to R40million.

And now the bank has been placed under curatorship by the Reserve Bank as its liabilities exceeds its assets and it cannot honour its obligations to its investors.

Through this non compliance to instructions issued by Treasury Elias Motsoaledi Local Coucil stand to loose its R40 million and for that the person within Elias Motsoaledi Local Coucil that reneged on Treasury instruction should with immediate effect be fired and charged with financial misconduct in terms of the MFMA.

As BOLSHEVIKS PARTY SOUTH AFRICA we alerted this anomaly when we were presented with the Financial Statements but as always is the case none took this gross irregularity as serious enough to correct it forthwith.

Widespread ignorance is going to seriously get this Elias Motsoaledi Local Municipality into trouble!

Some of y'all are have convinced yourself that the SARB put VBS under curatorship because VBS is a "black bank".

VBS cannot manage it's liquidity needs, it's as simple as that. Further more they violated the MFMA by allowing municipalities to invest with them, possibly putting the finances of those municipalities in jeopardy.

VBS is not the victim of some conspiracy theory against black banks. Oh and the SARB has placed many white owned banks under curatorship before.

Just 18 months after shooting to prominence, VBS Mutual Bank faces the possibility of a spectacular crash - the only hope is for the Public Investment Corporation to inject R1.5bn.

*JZ783 legacy.... disaster for his predecessor!*

So Jacob Zuma acted unilaterally despite being told by the Minister of Finance not to go ahead with free tertiary education where Treasury is now burdened to find at least another R12 billion that is besides its already shortfall on revenue estimates of R50 billion.

But what would JZ783 really care about how the money is found.

Come 2018 students will want free tertiary education, which there will be no government funding for and the result - student uprising!

As *Bolsheviks Party of South Africa* we stand in awe that he can act unilaterally against his own party policies, advice from NEC and all others and have no concern or understanding of the consequences.

No wonder he in his opening address referred to it as the 45th instead of the 54th ANC Conference.

The man has no comprehension of what goes on around him.

We foresee this to have serious and disastrous consequences but those will be challenges for his predecessor.

Might this be his.modus operandi to discredit the new incumbent early in his reign?

Most certainly as he knows NDZ wont not be the one to be Number 1!!

Reference: Unorthodox modus operandi of Elias Motsoaledi Local Council.
Sir,

Elias Motsoaledi Local Council has this tendency to think that the money which is allocated in their budget can be spent as if it is a bottomless pit, and all of this despite the fact that the ‘knights of the round table (President, Minister, Premiers, and even MEC)’ are at present implementing cost saving measures in the light of government having a shortfall on revenue for this tax year.

On the 29th November 2017 at a Council meeting held this was once again so evident of this, in that Council now introduced to Council a proposal for authorization and approval in which it is sought for the Chief Whip and the Speaker of Council to now be provided with an official chauffeur driven vehicle.

For Council now to want to spend R 700 00 each on a vehicle for the Chief Whip and the Speaker of Council, is to say the least ludicrous not forgetting the additional cost of having to employ a chauffeur in each instance that would be under-utilized taken the time which the said individuals would actually make use of the service,

All of this happening in the milieu of the Council, for the 15th consecutive year receiving a disclaimer which is nothing less than a qualified Audit Report from the Audit General for the Financial Year 2107 for not being able to account for its financial management in terms of GAAP and all of the regulatory statutes relevant to fiduciary financial management,

To want to supply the Chief Whip of the ruling party with an official vehicle is also then biased to other Chief Whips represented in the Council. Their duties although less than what the ruling party might claim their chief whip has, is exactly the same and they should for that matter not be discriminated against.

The Speaker of the Council, is an office bound responsibility and the need for him to be supplied with a chauffeur driven vehicle is to say the least totally ridiculous and ludicrous, as the number of occasions on which he would use the vehicle on official duties (which still need to be established what those duties are outside the circumambient ambit of council for the need of a chauffeur driven vehicle) can and never will make any sense whatsoever.

All Opposition parties to Council walked out at the time when the matter came up for discussion and Council recommending caucus of all parties in reference to the matter.

When the individual parties returned from caucus which took longer than expected they found no opposition members in chambers which then forced the ruling party to refer the matter to the next Council meeting.

Had the opposition parties not walked out the matter would have been passed with the ANC (ruling party) exploiting their majority in Council, but in view of the opposition walk out a decision taken to let the matter stand over until the next council meeting.

We feel that you as Minister delegated with the clean governance and preventing unnecessary expenditure in Municipalities under your control need to in this instance intervene and stop this totally unnecessary expenditure all of which is done against the backdrop of a major lack of service delivery in the area.

Zuma's bedpartners never loose!"

Zuma's bedpartner and Chairperson of his Education Trust just landed a plumb job, despite being totally incompetent and bankrupting SAA, all thanks to keeping Number 1 happy.

Dudu Myeni was this week appointed as Special Advisor to the Minister of Transport Joe Maswanganyi.

This will now put her back in the pilot seat of SAA as rumour has it that Jacob is going to move control of SAA away from Treasury to the Department of Transport.

But as Bolsheviks Party of South Africa we see this to backfire as Banks have already threatend to recall its loan facility to SAA of R8 billion to be repaid in 60 hours.

But what does Zuma care? He will just tell his puppet Malusi to once again take taxpayers money and pay Banks.

It is a shame how SA people are being "r***d" just to ensure happy times for the President!

What a total embarrassment for SA. He already has enough wives but now his mistress has to be kept in the pound seats to ensure "his happy hours!"

The Bolsheviks Party and its important role in politics and economics.
Bolsheviks (BOHL shuh vihks, or buhl shee VEEKS) were members of a group that took power in Russia in 1917. The name comes from the Russian word ‘bolshenstvo’ which means majority. In the early 1900’s the Russian Social Democratic labour Party split into two main groups. VI Lenin led one group, which believed that a single centralized party of professional revolutionaries should lead the revolution in Russia. He thought this party could seize power with the help of the workers and peasants. The other group believed in a broader revolutionary party open to anyone who supported its goals.
At a party meeting in London in 1913, Lenin’s group was clearly in the minority. But it gained a majority vote when seven delegates left the meeting over a disagreement on questions of representation. Leninists the won control of two powerful party organs – the newspaper and the Central Committee. Lenin began calling his follower Bolsheviks and his opponents Mensheviks (people in the minority) His group became the Russian Communist Party (Bolsheviks) in March 1918.
The term communism has several meanings. Communism can be a form of government, an economic system, a revolutionary movement, a way of life, or a goal or ideal. Communism is also a theory about how and why history develops, and in what direction it is developing. These ideas were developed mainly by VI Lenin from the writing of Karl Marx. Lenin was a Russian revolutionary leader of the early 1900’s and Marx was a German social philosopher – a thinker who studies social and human behavior of the 1800’s.
According to communist, their long range goal is a society that provides equality and economic security for all people. To achieve this goal, communism has required government ownership rather than private ownership of land, factories and other economic activity and strict single rule and by a single party with communist ideals are features of communist governments.
During the 1900’2, millions of people lives under communist rule. In 1917, Russia became the first state to be controlled by the Communist party. Russia joined with three other territories in 1992 to form the Union of Soviet Socialist Republics (U.S.S.R.) or Soviet Union. BY 1940, 12 more republics were added and the Soviet Union had become one of the most powerful countries in the world.
After World War II (1939-1945) Soviets troops occupied most of Eastern Europe. The Soviet Union was thus able to help communist governments take power in that region. In 1949, the Chinese Communist Party won a civil war for control of China.
The rapid spread of communism after World War II brought about a struggle of international power and influence between the communist countries and non-communist countries. This struggle was known as the Cold War. Events in the 1980’s and the late 1990’s marked the end of the Cold War. These events included the collapse of several communist countries in Eastern Europe in 1989, and the fall of communism in the Soviet Union in 1991. By 1992, communist parties remained in power in only a small number of countries, including China, Cuba, Laos, North Korea and Vietnam.
The terms communism and socialism are frequently confused. Communist and socialist both seek public ownership or regulation of the principal means of production. But most socialist favour peaceful and legal methods to achieve their goals, while communism has often used force without regard to law. Socialism may or may not be based on the teachings of Marx. Communism is based on the teachings of both Marx and Lenin.
Communism in theory.
The communism that developed during the 900’s was based on the theories of Marx as interpreted and modified by Lenin. These theories were frequently called Marxism-Leninism.
The word communism comes from the Latin word, communis, which means common or belonging to all. The idea of communal property dates at least from the time of the early Greeks. In the 200’s B.C. the Greek philosopher Plato discussed communal ides in the Republic. In that work Plato proposed that a ruling class should own everything in common and put the welfare of the state above the all personal desires. Later a number of early Christian groups had some form of community ownership of property.
Over the centuries, many philosophers and reformers supported such communist ideals as community ownership and social equality. The in the 1800’2 Marx transformed communism into a revolutionary movement.
Under Lenin, who led Russia from 1917 until his death in 1942, for a short time, he let peasants keep their farmland they had seized. He permitted workers to control the factories and to play important roles in local government. But the government soon tightened control and forced the peasants to give the government most of their products. The government also took over Russian industries and set up central management bureaus to run them. In addition, the state created a secret police called the Cheka.
Soon after Lenin came to power in 1917, the Bolsheviks seized control of Russia., Russia made peace with Germany, but from 1918 to 1920 Russia was torn by civil war between communist and non communist. The communist defeated their rivals, who were divided and poorly organized. From the start, Lenin used force and terror against his political opponents. By 1921, conditions had become disastrous throughout the country. Peasant and sailor revolts broke out. The world war, revolution, and civil war had brought Russia near economic collapse.
In 1921, realizing the need for change in policy, Lenin introduced the New Economic Policy (NEP). The NEP called for communist to cooperate with certain groups that were considered enemies of communism. These included shopkeepers, peasants, engineers, scholars and army officers. Russia economy recovered steadily under the NEP. In 1922, the country became known as the Union of Soviet Socialist Republics (U.S.S.R) or the Soviet Union.
By the Lenin dies in 1924, the Soviet Union had become a one-party state. All non communist political parties had been banned, and all public organizations such as professional associations and labour unions – had become tools of the communist.
By the late 1970’s communism was in crisis in many parts of the world. The population of Communist China had almost doubled under Lao Zedong, and the Chinese Government was barely able to provide adequate food for its people. Dissatisfaction with communism in the Soviet controlled countries of Eastern Europe growing stronger.
The Soviet Union was confronted with serious economic problems, a dissatisfied middle class, and disappointment with the communist political system among key members of the political elite. Hostility among the country’s numerous ethnic groups had smoldered for years. Many non-Russian resented the power of ethnic Russians and began to demand more control over their own affairs. In addition, corruption was growing among members of the communist party bureaucracy. In Western Europe, Communist parties faced declining electoral support by the late 1970’s
By the late 1980’s most communist countries had experienced long periods or little of economic growth. Centralized planning proved to be inefficient, and it hindered development of new technologies. As a result, most communist countries could not compete economically with Japan and the Western industrial powers.
Communism was in retreat around the world as a system of government in the early 1990’s. Its importance as a political and economic theory had also been reduced.
In 1992, communist held a monopoly on power in only a few countries, but the most of them were introducing economic reforms. Hard line communist parties still continued to exist in some countries, though they had relatively minor representation and influence in legislative bodies. The once powerful communist party dropped its Marxist policies. Memberships declined and most communist parties had identified themselves as socialist parties and abandoned hard line communist principles.
A party that has always been there and that has always and forever had the interest of the people at its very centre! – So the choice you should make should be – THE BOLSHEVIKS PARTY OF SOUTH AFRICA! And you would be voting with your sound and educated mind!
