Sekhukhune District Municipality Also Bids Farewell to Provincial Commissioner Lieutenant General Thembi Hadebe

The South African Police Service (SAPS) hosted a Stakeholders Engagement Session at Boeketlong Business Lodge in Jane Furse to engage with key stakeholders and honour the Provincial Commissioner of Limpopo, Lieutenant General Thembi Hadebe, for her dedicated and long-standing service to the organisation as she prepares for retirement.

The engagement brought together various stakeholders, traditional leaders, government representatives and members of SAPS to reflect on the valuable contribution made by Lieutenant General Hadebe in strengthening law enforcement and community safety across the province.

The Executive Mayor of Sekhukhune District Municipality, Cllr Minah Bahula, who also addressed the gathering, acknowledged the critical role played by SAPS in combating crime and maintaining law and order within communities. She further commended Lieutenant General Hadebe for her commitment, leadership and service excellence throughout her tenure.

Cllr Bahula urged members of SAPS to continue to uphold and build on the legacy left by General Hadebe to make communities safer for all residents.

Sekhukhune District Municipality joins the people of Limpopo in wishing Lieutenant General Thembi Hadebe well in her retirement and future endeavours.

The Sekhukhune District Municipality wishes to distance itself from the widely circulated poster calling on residents to participate in the planned march against illegal immigrants.

The Municipality did not sanction, endorse, or associate itself with the poster including the unauthorised use of the "supposed Municipality’s logo".

Government has consistently cautioned against such protests, as they often lead to violence, vigilantism, and criminality.

As part of the government collective, the Sekhukhune District Municipality remains committed to the principles of constitutional democracy and operates within the confines of the law.

The Municipality further encourages all residents to respect the rule of law and promote social cohesion and peaceful coexistence within communities.

SEKHUKHUNE DISTRICT MUNICIPALITY COUNCIL DECIDES AND APPROVES 2026/2029 BUDGET TO DRIVE SERVICE DELIVERY AND COMMUNITY DEVELOPMENT

The Sekhukhune District Municipality Council, during its Special Council Meeting held yesterday at the Groblersdal Headquarters Council Chambers, resolved on several key matters aimed at strengthening governance, accelerating service delivery, and improving the lives of communities across the district.

Among the major resolutions adopted was the approval of the Final Budget and Medium-Term Revenue and Expenditure Framework (MTREF)-related policies for the 2026/2027 to 2028/2029 financial years. The approved budget is expected to enhance service delivery programmes, infrastructure development, water provision, and economic growth initiatives that will directly benefit communities throughout the district.

Council also noted the report on the 2026/2027 Integrated Development Plan (IDP) Review Public Participation Programme. Different stakeholders, including Magoši, people with disabilities, ratepayers, and community members actively participated in the process, demonstrating the Municipality’s commitment to participatory democracy and inclusive governance.

In strengthening institutional governance, Council further approved the assessment report relating to Section 57 senior managers reporting directly to the Municipal Manager, thereby enabling them to fully execute their responsibilities in advancing municipal programmes and service delivery objectives.

During her presentation, the Executive Mayor emphasized the importance of strengthening the Municipality’s financial sustainability.

“The Municipality should move swiftly to enhance its revenue and amplify its economic viability while reducing overdependence on grants,” said the Executive Mayor.

The Executive Mayor further reaffirmed that bulk water supply projects remain among the Municipality’s highest priorities.

“Bulk water supply remains one of the most prioritized projects of the Municipality as it bridges the gap relating to water shortages in our communities,” she added.

In a milestone achievement that received applause from Council, the Executive Mayor Bahula also announced the successful categorization of Sekhukhune District Municipality to Grade 5 status. The Department of Cooperative Governance, Human Settlements and Traditional Affairs (CoGHSTA) has directed the Municipality to implement the Grade 5 categorization.

The categorization to Grade 5 relates solely to the remuneration packages of Municipal Managers and Managers directly accountable to Municipal Managers.

This development signifies institutional growth and increased capacity for the Municipality, positioning Sekhukhune District Municipality to improve service delivery, strengthen administration, attract critical skills, and better respond to the developmental needs of communities.

THE EXECUTIVE MAYOR SENDS DEEPEST CONDOLENCES FOLLOWING THE PASSING OF KGOŠIGADI MANTE MASHA - HUNADI A HLABIRWA

The Executive Mayor of Sekhukhune District Municipality, Cllr Minah Bahula, extends deepest condolences to the Masha Traditional Authority, the Masha Royal Family, and the community of Ward 29 in the Fetakgomo Tubatse Local Municipality following the sad passing of Kgošigadi Mante Masha – Hunadi 'a Hlabirwa.

Kgošigadi Masha sadly passed away on 19 May 2026 at the age of 82. Her passing is a great loss not only to the royal family but also to the broader Sekhukhune District.

Executive Mayor Bahula calls upon all communities across Sekhukhune to keep the Masha family and the Traditional Authority in their thoughts and prayers during this difficult period of mourning.

In recognising the important role played by Traditional Authorities in preserving culture, and providing guidance within communities, Cllr Bahula said the passing of Kgošigadi Masha is a great loss to the people of Ward 29, and the entire Sekhukhune District.

She will be laid to rest - 06 June 2026 at Ga Masha Village.

LUCKAU COMMUNITY WELCOMES SEKHUKHUNE WATER RELIEF INTERVENTION

Residents of Luckau Village in Ward 24 under the Elias Motsoaledi Local Municipality, led by Ntona Johannes Makeke and the traditional council, have welcomed the Sekhukhune District Municipality’s water intervention aimed at improving water supply in the area.
The engagement, held today at the SASSA Offices, focused on service delivery challenges, particularly water shortages affecting sections such as Maganagobušwa, Mandela, Botshabelo, Tshiloaneng, Posa and Ga-Makena.

The community previously relied on one borehole, while 14 water storage tanks have been installed at strategic points and are being supplied by municipal water tankers to ease the water crisis. Currently, the District Municipality has developed 5 functional boreholes that continue to supply water to the area.

As a short- to medium-term intervention, the District Municipality has committed to drilling five additional boreholes during the 2025/26 financial year.

The Executive Mayor Bahula further indicated that the long-term solution will be the Groblersdal/Luckau Pipeline Project, with Luckau forming part of Phase 4 of the project.

The meeting resolved to prioritise the provision of additional boreholes and explore the possibility of more VIP sanitation toilets in the new financial year beginning in July 2026.

The Executive Mayor also appealed to residents to work with government in protecting public infrastructure and preventing illegal water connections.

SEKHUKHUNE DISTRICT RECORDS ENHANCED REVENUE COLLECTION DURING THE 3RD QUARTER

The Sekhukhune District Municipality recorded strong revenue collection during the Third Quarter Performance Lekgotla, indicating improved financial management, enhanced billing systems, and strengthened revenue collection strategies.

Convened today, Wednesday, 20 May 2026, the Lekgotla provided an opportunity for collective reflection amongst others, service delivery progress, institutional accountability, and the adoption of practical resolutions geared towards accelerating sustainable development within the Sekhukhune District. .

Delivering the Opening Address, the Honourable Executive Mayor, Cllr. Minah Bahula, emphasised that the Lekgotla was convened not merely as a self-assessment exercise, but as a strategic engagement intended to realign institutional programmes with the prevailing social and economic realities confronting communities across the district.

The Executive Mayor emphasised the importance of decisive leadership and accountability. "Communities continue to demand visible action and improved service delivery outcomes from us as government".

In strengthening the Municipality’s intervention mechanisms on water and sanitation matters, the Executive Mayor announced additional political oversight responsibilities within the Infrastructure and Water Services portfolio. MMC Cllr. Alfred Matlala has been delegated to oversee Infrastructure and Water Services-related matters within Ephraim Mogale Local Municipality alongside his existing Economic Development and Planning responsibilities, while MMC Cllr. Leokana Kanana will support MMC Cllr. Mathale Mabatane in Makhuduthamaga Local Municipality. This intervention forms part of the Municipality’s intensified efforts to improve water and sanitation service delivery throughout the district.

The Executive Mayor reiterated: "Water and sanitation remain the Municipality’s primary responsibility and every possible intervention must be pursued to improve the living conditions of communities".

Cllr Bahula further reflected on the success of the Municipality’s recent public participation programmes, describing them as meaningful platforms that enabled direct engagement with communities in the spirit of participatory democracy and the principle that “the people shall govern.”

The Lekgotla was therefore positioned as both an accountability mechanism and a reaffirmation of the Municipality’s social contract with the people of Sekhukhune.

The meeting also acknowledged significant developments that continue to position the district for economic growth and infrastructure advancement. Particular recognition was given to the formal opening of the two-lane Malekane Bridge on 08 May 2026 by Minister of Minerals and Petroleum Resources Gwede Mantashe, a development expected to improve connectivity and support the district economic activity.

Furthermore, the licensing of the Fetakgomo Tubatse Special Economic Zone was welcomed as a major milestone anticipated to stimulate investment, industrialisation, and employment opportunities within the district.

During the proceedings, the Municipal Manager Mr Kgwale presented an overview of the Sekhukhune District highlighting notable developmental progress across local municipalities and commending the positive impact of job creation initiatives implemented during the 2025/2026 financial year.

Kgwale's presentation also acknowledged the commendable work undertaken by the Finance Department under the leadership of the Chief Financial Officer Hendrick Nkadimeng in strengthening revenue collection, with the Municipality recording debt collection representing a 44% collection rate.

This achievement reflects the institution’s ongoing commitment to sound financial management and the enhancement of fiscal sustainability in support of service delivery objectives.

SEKHUKHUNE DISTRICT MUNICIPALITY WRAPS UP DRAFT IDP CONSULTATIONS AS BUDGET PRIORITISE WATER INFRASTRUCTURE

The Sekhukhune District Municipality has successfully concluded its Draft 2026/2027 Integrated Development Plan (IDP) and Budget consultation programme following the last leg of engagements with Ratepayers in Ephraim Mogale and Makhuduthamaga Local Municipalities respectively.

The extensive consultative meetings formed part of the municipality’s ongoing commitment to participatory governance, aimed at soliciting inputs and comments from communities and key stakeholders on the Draft IDP and Budget document.

As a Water Services Authority, the Sekhukhune District Municipality continues to prioritise Infrastructure, Water and Sanitation, with the largest portion of the budget directed towards improving access to reliable basic services.

Leading the engagements, Executive Mayor Cllr Minah Bahula, together with the collective leadership, further emphasised the importance of strengthening healthcare services, advancing local economic development, and leveraging key economic sectors such as Agriculture and Mining to stimulate growth and create employment opportunities through Expanded Public Works Programme (EPWP) initiatives.

Projects earmarked for implementation in the next financial year through the Municipal Infrastructure Grant (MIG) include:

- The upgrading of the Groblersdal/Luckau Phase 2 and 3 Water Scheme

- Malekana Regional Water Scheme

- Mampuru Bulk Water Scheme, as well as the refurbishment of the Leeufontein and Dennilton Waste Water Treatment Works in Ephraim Mogale and Elias Motsoaledi Local Municipalities respectively.

The EPWP Grant-funded Job Creation Programme remains a critical pillar of the district’s poverty alleviation strategy, with the Executive Mayor reaffirming the municipality’s commitment to creating sustainable work opportunities for local communities.

SEKHUKHUNE MSMEs CONCLUDE SUCCESSFUL PARTICIPATION AT AFRICA TRAVEL INDABA 2026

The Sekhukhune District MSMEs have successfully concluded their participation at the Africa Travel Indaba 2026 in a collaborative effort with Sekhukhune Centre for Entrepreneurs and Rapid Incubator (CfERI).

The final day of engagement marked the conclusion of a productive platform aimed at promoting local enterprises, strengthening networks, and opening opportunities for sustainable economic growth.

Throughout the event, participating MSMEs from Sekhukhune showcased the district’s tourism products, entrepreneurial innovation, cultural assets, and investment opportunities to a broader national and international audience. Their participation reflected the district’s commitment to positioning local enterprises as active contributors to South Africa’s tourism and economic value chain.

The collaborative approach between CfERI and stakeholders created meaningful opportunities for business exposure, market access, strategic partnerships, and enterprise growth. The participation also reinforced the importance of supporting MSMEs as key drivers of local economic development and job creation.

The Sekhukhune Development Agency (SDA) was also present during the show network sessions and development engagements, actively pursuing and concluding strategic discussions aimed at advancing enterprise development initiatives. These engagements are expected to contribute towards strengthening support mechanisms and unlocking future opportunities for businesses within the district.

As the curtain closes on Africa Travel Indaba 2026, stakeholders remain encouraged by the networks established, partnerships cultivated, and prospects generated during the event. The momentum created through this participation will continue to inspire collaborative efforts that support entrepreneurship and contribute towards addressing socioeconomic development priorities in Sekhukhune.
