Higher Professional Education (HPE), Yemen
Background The Higher Professional Education (HPE) Project aims at setting up a Higher Professional Education (HPE) sector in Yemen as a viable alternative for University Programmes. The HPE institutions need more support in the implementation of the programmes and the MTEVT needs to develop a dissemination strategy for the sector to mainstream HPE within the regular TVET system in Yemen. There is a great need to increase access and participation of girls and women and to develop a well-structured relationship with the labour market. The establishment of the higher professional education sector requires a new mandate for the MTEVT that has to be negotiated with the MoHESR in order to make a link between the TEVT Certificate programmes and the University degree programmes. HPE institutes need to prepare for greater autonomy by addressing a number of crucial areas for institutional strengthening, such as good quality of the institutional standards and institutionalisation of quality assurance. Description of project The overall objective of the project is to strengthen Higher Professional Education Programmes at the Ministry of Technical Education & Vocational Training (MTEVT), Sana’a Community College, the Industrial Technical Institute, Muala and Aden Community College. Specific objectives are to complete and review newly developed outcomes-based training programmes in computer network engineering technology, business information management, telecommunications engineering technology, electro-mechanical engineering technology and teacher training. Another specific objective is to develop a viable dissemination policy for the Higher Professional Education (HPE) sector and an equal opportunities policy for the sector, while increasing participation of women and girls in the programmes and responding to labour market needs. The project consists of six components:
i) Full implementation of the five previously developed study programmes and –if needed- development of additional programmes;
ii) Review the five study programmes, including building a database of reviewed modules;
iii) Development of a dissemination strategy as part of the MTEVT strategic plan;
iv) Development of an equal opportunities policy;
v) Enhancement of labour market relations;
vi) Capacity building, i.e. trainers of trainers, training in OBE curriculum development and relations with the labour market and Master degree programmes. Services provided The consultants and vocational training experts will train staff and resource persons in outcome based education, pedagogical skills and in assessment and verification processes. They will assist in further establishment of new teacher training departments and see to the official graduation of students. They will review the already developed outcome based education study programmes and assess their gender awareness and relevance for the labour market. The consultants will help developing a dissemination strategy for skills development at the HPE institutions, comparing and assessing the performance of the HPE institutions as well as facilitating the accreditation process for HPE programmes and inclusion in MTVET strategies and policies. through trainers of trainers, training in OBE curriculum development and relations with the labour market and Master degree programmes. The main activities of the project are:
i) Support and training of the management and staff in the implementation of HPE programmes;
ii) Development of a viable dissemination strategy for HPE;
iii) Development of an equal opportunities policy;
iv) Curriculum development and implementation of new HPE study programmes e.g. EET and/or WET;
v) Structuring the relationship between the HPE institutions and the Labour Market;
vi) Developing/Supporting strategies that promote gender equality;
vii) mprovement of academic quality assurance system; and
viii) Leadership development.
