PNP IMEG SERVES WARRANT OF ARREST AGAINST DISMISSED POLICE MEMBER

Camp BGen Rafael T Crame, Quezon City - A dismissed police member was arrested on February 16, 2026 (Monday), at about 3:53 PM, by virtue of a Warrant of Arrest for violation of Article 217 (Malversation of Public Funds or Property) of the Revised Penal Code.

The Warrant of Arrest was issued by Hon. Edgar Dalmacio Santos, Presiding Judge, Branch 222, Regional Trial Court, National Capital Judicial Region, Quezon City, dated June 3, 2025, under Criminal Case No. R-QZN-03830-CR with a recommended bail of PhP40,000.00.

Records shows that the case originated from a complaint filed by the Philippine National Police after the respondent deliberately failed to return his government-issued firearm despite repeated notices while he was on Absence Without Leave (AWOL) status.

The operation of Team 6, VFU of this Group was properly documented using a PNP issued body-worn camera in compliance with Supreme Court Administrative Matter No. 21-06-08-SC. The accused was informed of his constitutional rights in a dialect known to and understood by him, with the process recorded through an Alternative Recording Device.

After his arrest, the accused was brought to the Bugasong Municipal Police Station, Antique Police Provincial Office, Police Regional Office 6 for proper disposition and documentation prior to the return of the warrant to the issuing court.

PNP, UNIFIED 911 HALT ARMED ATTACK IN CAVITE

A late-night report coursed through Unified 911 prompted police action that stopped a dangerous shooting incident and protected a family inside their home in Indang, Cavite on February 5, 2026.

Under the leadership of PNP Chief PGEN Jose Melencio C. Nartatez Jr., the Philippine National Police promptly acted on a distress call coursed through Unified 911, a system under the Department of the Interior and Local Government headed by Secretary Juanito Victor Remulla, leading to the arrest of a 52-year-old Filipino male for grave threat, illegal discharge of fi****ms, and violation of Republic Act No. 10591.

At around 10:11 PM, authorities received a unified 911 call reporting gunfire at a private residence. Initial investigation showed that a 69-year-old Filipino woman was inside her home when the suspect allegedly fired multiple shots from outside, hitting portions of the house. As the complainant and her family sought cover, the suspect reportedly forced his way inside and continued firing, shattering windows and endangering everyone inside the residence.

Responding PNP personnel immediately secured the area, arrested the suspect, and recovered two fi****ms from his possession—a shotgun and a 9mm caliber pistol—along with several fired slugs, as the search and documentation continue. The suspect was informed of his constitutional rights in a language he fully understood and was subjected to standard arrest and booking procedures. A spot report is set to follow.

This successful police action reflects the PNP Focused Agenda, a guiding framework for institutional change that seeks to strengthen police service and public trust. In this incident, the priority on enhanced managing police operations was evident, as prompt response, disciplined action, and adherence to procedure prevented further harm and ensured accountability.

PNP Chief PGEN Jose Melencio C. Nartatez Jr. underscored the importance of decisive yet lawful police action, saying, “This incident shows that when citizens reach out through Unified 911, the police will respond with purpose and responsibility to protect lives.” He added, “Hindi namin hahayaang malagay sa panganib ang mga pamilya sa kanilang sariling tahanan. Aaksyon ang pulis kapag may banta sa buhay at kaligtasan.”

In a separate statement, PGEN Nartatez Jr. emphasized public safety and vigilance, stating, “The arrest sends a clear message that the illegal use of fi****ms has no place in our communities.” He stressed in Filipino, “Ang pagdadala at paggamit ng baril nang labag sa batas ay may katapat na pananagutan sa ilalim ng ating mga batas.”

IMEG NABS PERSONNEL OF PRO 12 FOR ILLEGAL GAMBLING

Camp BGen Rafael T Crame, Quezon City – A Police Non-Commissioned Officer assigned to Police Regional Office 12 (PRO 12) was apprehended by Operatives of the Integrity Monitoring and Enforcement Group (IMEG) during a law enforcement operation conducted in Pigcawayan, North Cotabato.

IMEG Mindanao Field Unit (MFU), Team 12, in coordination with Pigcawayan Municipal Police Station (MPS), Cotabato Police Provincial Office (PPO), PRO 12 conducted the operation which resulted in the successful arrest of one PNP personnel assigned at 2nd Provincial Mobile Force Company, Cotabato PPO, PRO 12, for violation of Presidential Decree No. 1602 (Illegal Gambling).

The subject was arrested at about 11:51 PM on February 3, 2026, at Poblacion 3, Pigcawayan, North Cotabato and was properly informed of his constitutional rights in a language he fully understood. The arrested individual is currently detained at Pigcawayan MPS, Cotabato PPO, PRO 12, for documentation and proper disposition.

The following pieces of evidence were recovered during the arrest: One Rex Delta 9mm Pistol; One Rex Delta Pistol Magazine; One Universal Pistol Holster; 15 live 9mm ammunition; and PhP4,000.00 bet money used during the illegal gambling activity.

ZERO-TOLERANCE IN ACTION: PNP ENFORCES ACCOUNTABILITY ACROSS ALL RANKS

The Philippine National Police (PNP) sends a firm message: misconduct within our ranks will not be tolerated. Recent incidents involving some uniformed personnel only reinforce our resolve to uphold the law and protect public trust.

Those who violate the law will face uncompromising accountability, including dismissal from service. The PNP acts with speed, decisiveness, and full transparency, ensuring that cases are resolved promptly, justice is delivered without delay, and the integrity of the organization remains unshaken.

Under the leadership of Chief PNP PGen. Jose Melencio C. Nartatez Jr., the PNP has adopted a strict zero-tolerance policy. “Hindi po namin pinapalampas ang anumang paglabag sa batas at patakaran. Sisiguraduhin namin na mananagot ang dapat managot,” PGen. Nartatez Jr. said.

Since PGen. Nartatez assumed office, the PNP has resolved 770 administrative cases, ensuring that disciplinary action matches the gravity of the violation. Of these cases, 278 personnel were dismissed, including a mix of PCOs, PNCOs, and non-uniformed personnel, while 44 were demoted and 163 received suspensions. Additional penalties included 504 restrictions and 266 cases of withholding privileges, all reflecting a system where wrongdoing is met with consequences.

In January 2026 alone, disciplinary action was applied to 180 personnel, with 53 dismissals, 88 suspensions, and 27 reprimands, signaling that the PNP is not taking recent incidents lightly and that accountability remains active and ongoing.

“Every act of wrongdoing within the PNP is taken seriously. We are not merely enforcing rules—we are building a culture of integrity, discipline, and service,” PGen. Nartatez Jr. emphasized.

The PNP also recognizes the strong guidance of Secretary of the Department of the Interior and Local Government Juanito Victor ‘Jonvic’ C. Remulla, whose leadership ensures that internal discipline and reform remain top priorities. PGen. Nartatez Jr. likewise expressed gratitude for the unwavering support of President Ferdinand R. IMEG LEADS INTELLIGENCE-DRIVEN RAID ON ILLEGAL FUEL OPERATION IN QUEZON OPERATED BY AN ACTIVE PNP PERSONNEL; 12 ARRESTED

Camp BGen Rafael T Crame, Quezon City - An intelligence-driven law enforcement operations was conducted by joint personnel of Team 4A, Luzon Field Unit – Integrity Monitoring and Enforcement Group (LFU-IMEG), as the Lead Unit, resulted in the arrest of twelve (12) individuals and the seizure of large quantities of suspected illegal fuel and tanker trucks following the implementation of a Search Warrant at an unnamed warehouse in Barangay Sta. Catalina Sur, Candelaria, Quezon, at around 11:53 PM on January 27, 2026,(Tuesday) for alleged involvement in illegal fuel-related activities locally known as “PAIHI.”

The operation was carried out with the support of elements of the Special Action Force, and assisted by the Candelaria Municipal Police Station, Quezon Police Provincial Office, PRO 4A, which served as the territorial unit to ensure proper coordination and security throughout the conduct of the operation.

Authorities implemented the Search Warrant at a warehouse located along San Juan–Candelaria Road, situated between Lucky Seven Pares and Lomi House and JVM Motorcycle Parts, where evidence of alleged illegal fuel storage and handling activities, commonly referred to as “PAIHI,” was discovered. As a result of the search, 12 individuals were arrested for violation of Presidential Decree No. 1865 in relation to Republic Act No. 8479 (An Act Deregulating the Downstream Oil Industry and for Other Purposes).

During the search, Operatives recovered several Intermediate Bulk Containers (IBCs) containing suspected gasoline and methanol used for storage, as well as four tanker trucks of various colors and plate numbers. One of the tankers was reportedly utilized as a storage facility, while the others were used for the transport of fuel and chemical substances. The total estimated value of the recovered pieces of evidence amounted to approximately PhP5,432,000.00. All recovered items were placed under proper custody and subjected to inventory and documentation in accordance with established procedures.

The implementation of the Search Warrant was conducted in the presence of duly designated barangay officials of Barangay Sta. Catalina Sur, Candelaria, Quezon, to ensure transparency and compliance with legal requirements.

The operation was the result of extensive intelligence build-ups, validation, and sustained surveillance conducted over an extended period, following information that illegal fuel-related activities were allegedly being operated by an active police officer with the rank of Police Master Sergeant (PMSg), in coordination with a retired Non-Uniformed Personnel (NUP), together with other civilian associates, in parts of Batangas and Quezon. Continued intelligence monitoring indicated the persistence of the illegal activity, prompting renewed operational planning and coordination.

Based on validated reports, the matter was elevated through appropriate channels, leading to the approval of the operations and the issuance of a Search Warrant on January 20, 2026, by the Regional Trial Court, Branch 53, 4th Judicial Region, Lucena City, authorizing the search of the subject warehouse in Barangay Sta. Catalina Sur, Candelaria, Quezon.

All arrested suspects were properly apprised of their constitutional rights in a language they understood, with the use of an Alternative Recording Device (ARD), and were subsequently brought to Candelaria MPS, Quezon PPO, PRO 4A for documentation, processing, and temporary detention, pending the filing of appropriate charges.

In a statement, PBGEN BONARD D BRITON, Director, IMEG, emphasized that the operation reflects the organization’s firm position against illegal activities, particularly those involving members or former personnel of the PNP.

“This intelligence-driven operation sends a clear message that no one is above the law. The Integrity Monitoring and Enforcement Group will continue to pursue and dismantle illegal enterprises, especially those that undermine public trust in the Philippine National Police. We remain committed to accountability, integrity, discipline, and the rule of law, regardless of rank or affiliation,” IMEG Director said.
