READ YOUR WAY OUT: FROM ILIGAN TO THE WORLD STAGE ๐ข๐ฐ๐๏ธโ๏ธ
Iligan City, Philippines โ The Bureau of Jail Management and Penology (BJMP) Iligan City JailโMale Dormitory proudly announces that its pioneering literacy initiative, โRead Your Way Out โ Literacy as Liberation in Philippine Jailsโ, has been officially accepted for presentation at the 90th International Federation of Library Associations and Institutions (IFLA) World Library and Information Congress (WLIC) 2026, to be held on 10โ13 August 2026 in Busan, South Korea.
Developed under BJMPโs directive recognizing reading as a valid educational activity within the Time Allowance for Studying, Teaching, and Mentoring (TASTM) framework, the Read Your Way Out (RYWO) program empowers Persons Deprived of Liberty (PDL) to earn sentence reductions through structured reading. Within its first year, RYWOโan initiative mounted with the support of the UN Office on Drugs and Crime and the National Library of the Philippinesโachieved a 2,014% increase in monthly TASTM grantees, with dozens of PDLs released in the first three months of the project through accumulated reading credits. Beyond statistics, the program has reshaped jail cultureโfostering patience, empathy, improved conduct, and resilience.
The poster, authored by JO3 Walter W Mainit Jr (Welfare and Development Section Chief and Jail Librarian) with co-author JO1 Trisha Carmie B Abrogar (Development Officer), will be showcased during the Congressโ Poster Exhibition. Delegates from around the world will engage with the project, which aligns with UNESCOโs lifelong learning principles and demonstrates how librariesโeven behind barsโcan power transformation.

The IFLA WLIC 2026, themed โLibraries Powering Transformationโ, will gather thousands of library and information professionals worldwide to explore innovative practices and future-oriented strategies. The inclusion of RYWO underscores the Philippinesโ contribution to global correctional education and library advocacy.
