6:15 Public Hearing to amend Local Law No. 1 of 2009 (Victorian Landing PDD)

1. Resolution Adopting Amendments to Local Law #1 of 2009 (Victorian Landings PDD)
WHEREAS the Village Board of the Village of Round Lake proposes to amend Local Law #1 of 2009 (Victorian Landings PDD) to eliminate the second and third sentences of Paragraph V; and
WHEREAS the Board of Trustees of the Village of Round Lake has determined the proposed action to be a Type II action pursuant to the State Environmental Quality Review Act; and
WHEREAS a public hearing on the proposed amendment was held May 6, 2026 at 6:15pm at the Village Meeting Room, 49 Burlington Avenue, Round Lake, New York, at which time all persons desiring to be heard were, in fact, heard; now, therefore, it is
RESOLVED that the Board of Trustees of the Village of Round Lake adopts the proposed amendment and directs the Village Clerk to file the amendment with the NYS Secretary of State.
2. Committee Duties:
a. Auditorium Committee: The purpose of the Auditorium Committee (“Committee”) is to ensure that there is an entity (i.e., this Committee) which is aware of all issues relevant to the operation of the Auditorium. The Village of Round Lake Board of Trustees (“Board”) member named as Board liaison to the Committee shall serve as Chair. The Auditorium Director and the President of AP3 shall also serve as members of the Committee.
The Committee Chair shall advise the Board of members of the Committee who have resigned and shall suggest new members for Board approval.
The Committee shall identify each aspect of the operation of the Auditorium which require Board oversight (e.g., maintenance, repair, insurance, programming, rental of space, parking, cleaning, neighbor relations, organ, fund raising and grant applications). The Committee shall assign one or more of its members to each such matter so that there is always a person able to speak to the status of that matter. Such Committee member is not tasked with solving problems related to such matter, but simply of being cognizant of the status of such matter. It is a goal of the Committee that no relevant matters involving the Auditorium be overlooked.
The Committee shall advise the Board of matters which need to be addressed and provide its recommendation as to the best way to do so.
As set forth in the Village’s Policy of the Village or Round Lake re Formation and Conduct of Standing and Ad Hoc Committees, the Committee shall provide the Board with a brief written update on a monthly basis.
b. Parks and Recreation Committee:
Parks and Recreation Committee:
The purpose of the Parks and Recreation Committee (“Committee”) is to ensure that there is an entity (i.e., this Committee) which is aware of all issues relevant to the operation of the Village’s parks and recreational facilities and potential. The Village of Round Lake Board of Trustees (“Board”) member named as Board liaison to the Committee shall serve as Chair. The DPW Superintendent shall also serve as a member of the Committee. The Chair of the Tree Committee shall also serve as a member.
The Committee Chair shall advise the Board of members of the Committee who have resigned and shall suggest new members for Board approval.
The Parks and Recreation Committee may:
1. Review the condition and needs of Village parks, playgrounds, trails, fields, and recreational facilities.
2. Make recommendations to the Village Board regarding improvements, maintenance priorities, beautification, and future recreational projects.
3. Assist in identifying recreational needs and interests of residents, including youth, families, and older adults.
4. Support the planning and coordination of community recreational programs, events, and activities, subject to Village Board approval.
5. Encourage public input and community participation in the use and improvement of Village parks and recreational resources.
6. Explore grants, donations, partnerships, and volunteer opportunities to support parks and recreation projects, subject to Village Board authorization and applicable law.
7. Promote the preservation, responsible use, and enjoyment of Village open spaces and public recreational assets.
8. Perform such additional advisory duties related to parks and recreation as may be referred to it by the Village Board.
As set forth in the Village’s Policy of the Village or Round Lake re Formation and Conduct of Standing and Ad Hoc Committees, the Committee shall provide the Board with a brief written update on a monthly basis.
The Committee shall serve in an advisory capacity only, unless otherwise authorized by the Village Board, and shall have no independent authority to expend Village funds, enter into contracts, or direct Village employees.
