January 21, 2026 | Davao City

The Vices Regulation Unit (VRU), led by its Head, PLtCol Jacy Jay Francia (Ret) with VRU personnel, conducted an orientation on the Anti-Smoking and Liquor Code Ordinances for the 1st City Mobile Force Company (1st CMFC), Davao City Police Office. The activity was held at the 1st CMFC Headquarters, Camp Capt. Domingo E. Leonor, San Pedro St., Davao City.
This activity aimed to enhance their knowledge and understanding of the said ordinances, as the CMFC is a deputized unit tasked to help implement and enforce these regulations.

Strengthening partnership and coordination among enforcement units ensures effective implementation of the Anti-Smoking and Liquor Code Ordinances in the city.

65 KA VIOLATORS SA ANTI-SMOKING ORDINANCE, NASIKOP SA DAVAO CITY

Mikabat sa 65 ka indibidwal ang nasikop ug gi-issuehan og citation ticket sa Vices Regulation Unit (VRU) sa Davao City human sa operasyon batok sa mga malapason sa Anti-Smoking Ordinance niadtong Enero 20, 2026.

Sumala sa VRU, ang operasyon gipahigayon sa nagkalain-laing pampublikong lugar sa dakbayan lakip ang mga sidewalk, terminal, palengke, ug mga eskinita, diin ginadili ang pagpanigarilyo.

Gipadayag sa VRU nga padayon ang ilang pagmonitor ug pagpahimulos sa balaod aron maprotektahan ang kahimsog sa publiko ug mapalig-on ang disiplina sa mga pampublikong lugar.

Gipahimangnoan usab ang publiko nga mosunod sa Anti-Smoking Ordinance aron malikayan ang silot ug mapadayon ang limpyo ug luwas nga palibot sa syudad.

Ang pagmonitor gipahigayon sa mga pampublikong lugar sama sa sidewalks, terminal, palengke, ug mga eskinita sa dakbayan.

📢 VRIS System Orientation

CITC visited our Vice Regulation Unit (VRU) office in Davao City today for an orientation on the VRIS – Vice Regulation Information System.

VRIS is the city’s official database for monitoring and enforcing the Anti-Smoking Ordinance and the Liquor Code (which now combines the Liquor Ban and Sobriety rules).

This session was held for our new OIC, since the previous one was attended by the former OIC. As of now, VRIS is only used by VRU and hasn’t been rolled out to all stations yet.

Thank you, CITC, for taking the time to guide us and ensure a smooth transfer of knowledge for better ordinance enforcement.

📸 HIGHLIGHTS | On July 16, 2025, Parents Against V**e paid a courtesy visit to the Vice Regulation Unit (VRU) in Davao City, Region XI.

The discussion centered on our mission to build communities free from va**ng and smoking. We shared updates on ongoing efforts, highlighted both the progress achieved and the challenges faced, and suggested new strategies to strengthen policies that shield the public—especially the youth—from v**e and cigarette use.

🤝 Together, Parents Against V**e and VRU are exploring ways to work hand in hand towards a healthier, safer, and smoke-free future for everyone. 🌱

With Vice Mayor J. Melchor B. Quitain Jr., as the Presiding Officer of the 14th Regular Session held on April 16, 2024, the 20th City Council approved Ordinance No. 0472-24, Series of 2024, entitled “An Ordinance amending Ordinance No. 0367-12, Series of 2012, otherwise known as “The New Comprehensive Anti-Smoking Ordinance of Davao City”, as amended by Ordinance No. 037-19, Series of 2019, to include Provisions Protecting Vulnerable Minors from Smoking and To***co Use.
