ප්‍රදාන පක්ශයෙන් දෙන්න පුලුවන් ගම්පහින් නාම යෝජනා 21 ක් පමනයි, හිටපු මැති ඇමති වරුන් සහ පෙර නාමයෝජනා ලද්දන්ට නැවත දියයුතුමයි, නමුත් ඒ අතර බහුතරයක් සිටිනවා ජනතාව අකමති, නූගත්, කපටි, වන්චනික,දූශිත පුද්ගලයින්. ඔව්න් ඉවත් කර යහපත් පුද්ගලයින් තෝරා ගැනීමට තව අය සිටිය යුතුයි එම නිසා තවත් 21ක් දෙනෙක් ඉදිරිපත් කර තිබෙනවා ස්වාධීන කන්ඩායමක් වශයෙන්, ස්වාධීන කන්ඩායම 3 කියන්නෙ අති ගරු ජනාධිපති ගෝඨාභය මැතිතුමා වෙනුවෙන් ඉදිරිපත් වන දෙවන කන්ඩායම, මේ චන්දයේදීත් හිටප වන්චනික දූශිතයින්ම තෝරාගතහොත් රෙදි නැතුව පාරෙ යන්න වෙන්නෙ ඔබ ඇතුලු අහිංසක ජනතාවටම බව තේරුම් ගන්න...
