COVID has shown the failings of the aged care system and Council should keep control of this vital service.

Word is that the decision will now be deferred to a Council meeting in June. Hopefully Council will use this time to consult with the community.

Council Officers are briefing the Mayor and Councillors today on privatising home and community care. Going by their December report the community won't be consulted because it doesn't matter what you think, they have already made up their mind. Do you think Council should consult with residents about the privatisation of home care? The report to the Council on 8th December 2020 from the Director, Communities (Item 7.5 – Transition of Aged & Disability Services) states that:

“Consultation with residents was undertaken in 2017 that informed the development of the HAAP. One key priority of the HAAP is for broader and more frequent community consultation to be undertaken that informs a range of Council and partner activities.”

Despite consultation being a key priority, the report goes on to say:

“Consultation has not occurred directly with the community regarding these recommendations as the reform direction of the Australian Government is set and consultation would not influence these recommendations”. (Page 8)

This is highly misleading. Although the direction is set to discontinue block funding on 30th June 2022 there is no requirement for Councils to privatise CHSP as a result as evidenced by the majority of Councils in Victoria continuing to provide CHSP with a directly employed workforce.
