READ | Children First: DILG Launches 2026 Child-Friendly Governance Audit for LGUs

The Department of the Interior and Local Government (DILG) has launched the 2026 Child-Friendly Local Governance Audit (CFLGA), calling on cities and municipalities across the country to further strengthen programs and services that protect and promote the welfare of Filipino children.

The initiative supports President Ferdinand R. Marcos Jr.โ€™s directive to prioritize the health, education, safety, and overall development of the countryโ€™s youth as part of securing the Philippinesโ€™ long-term development.

In a memorandum circular, the DILG said LGUs will be assessed across five key areas: survival, development, protection, participation, and governance. These cover programs supporting childrenโ€™s health and nutrition, access to quality education, child protection systems, youth participation, and local policies that uphold childrenโ€™s rights.

To pass the audit, LGUs must score at least 80 percent in each category and achieve an overall rating of 80 percent or higher. Evaluations will be based on programs implemented in 2025, with data submitted through the Seal of Child-Friendly Local Governance Knowledge Management System from March to April 2026, followed by validation at the provincial, regional, and national levels.

Results of the audit will determine which LGUs qualify for the Seal of Child-Friendly Local Governance (SCFLG), conferred by the Council for the Welfare of Children.

DILG Secretary Jonvic Remulla said the audit reflects the governmentโ€™s commitment to ensuring that every Filipino child grows up in a safe, nurturing, and supportive environment.

โ€œWhen local governments invest in children, they are investing in the future of their communities. Child-friendly governance means ensuring that every child is healthy, protected, educated, and given the opportunity to participate in shaping the communities they will one day lead,โ€ Remulla said.

The CFLGA is a mandatory, results-based audit that evaluates how LGUs deliver programs and systems enabling children to access essential services and grow up in safe, supportive communities. It also guides LGUs in planning and implementing programs that ensure children receive inclusive services and protection from poverty through child-rights-responsive governance.

Since its inception, the CFLGA has yielded strong results and public approval. In 2025, a total of 1,090 LGUs passed the audit, a 21.9 percent increase from the 895 passers recorded in 2024.

CAGAYAN DE ORO CITY, Feb 24-26 โ€“ The Department of the Interior and Local Government (DILG) โ€“ 10, through the Local Government Capability Development Division (LGCDD), concluded the final batch of the Training Workshop on the Community-Based Monitoring System (CBMS) Module III-B: Utilizing CBMS Data in the Comprehensive Development Plan (CDP), covering the local government units (LGUs) of Camiguin and Misamis Occidental.

In her opening message, LGCDD Chief Hazel Occeรฑa encouraged participants to make the most of the three-day workshop by actively engaging and collaboratively strengthening their data-driven CDP Formulation.

โ€œI hope our participants will actively engage in the discussions to enhance their skills in utilizing CBMS data for evidence-based local planning,โ€ DC Occeรฑa urges.

The first day of the workshop featured sessions from the Philippine Statistics Authority (PSA), with Misamis Occidental Senior Statistical Specialist Rosell John D. Gabi and Camiguin Statistical Specialist II Maria Fe Y. Abing sharing their expertise. This was followed by presentations from LGCDD Chief Hazel Occeรฑa and LGOO V Bill C. Odchigue, covering topics such as an overview of CBMS-CDP integration, planning team organization, and ecological profiling.
During the second day, DILG 10 Regional Director Bruce A. Colao, CESO V, graced the event and underscored the importance of strengthening data-driven planning where decisions are guided by evidence-based data.

The workshop continued with sessions focused on reviewing LGU visions, revisiting existing plans, and analyzing current situations, facilitated by MLGOO Princess Jia Andriza A. Barbosa of DILG Mambajao and LGOO V Bill C. Odchigue.

The final session focused on critiquing workshop outputs, including the Vision-Reality Gap (VRG) and Problem-Solution Finding Matrix (PSFM) analyses, the Current LGU Profile, and the identification of unmet needs using the Enhanced PSFM (E-PSFM), followed by goal formulation and solution structuring, facilitated by DILG Camiguin Cluster Head Katherine A. Labiano, MLGOO Barbosa. LGOO IV Geila Mae R. de los Angeles also discussed Communicating the Plan, including preparation of the Executive Summary and Monitoring and Evaluation.

The Municipality of Plaridel has been officially recognized as High Functional in the CY 2025 Anti-Drug Abuse Council (ADAC) Performance Audit, based on the National Report Form (NRF) and the Official List of LGU Awardees released following the recently conducted national assessment.

The performance audit was conducted pursuant to Department of the Interior and Local Government Memorandum Circular No. 2025-087 entitled, โ€œ2025 Anti-Drug Abuse Council (ADAC) Performance Audit and Awards.โ€

The Circular mandates a comprehensive evaluation of all local ADACs across provinces, cities, and municipalities to determine their operational effectiveness and compliance with prescribed performance indicators.
