LOOK | Quirino Provincial PESO earned PES NC-IV

A historic milestone was achieved by the Quirino Provincial Public Employment Service Office (PESO) as two of its employees became the first recipients of the Public Employment Services National Certificate IV (PES NC-IV) in the province.

Ms. Daniphine A. Badua, Provincial PESO Manager, and Mr. Jake Lorenzo Dela Peña, Labor Employment Officer III, were officially declared COMPETENT after successfully completing the PES NC-IV assessment—recognized as the highest certification awarded by the Technical Education and Skills Development Authority.

The certification took place on March 24–25, 2026, at the Department of Labor and Employment Regional Office II Conference Hall in Tuguegarao City.

This achievement marks a significant breakthrough in the field of Public Employment Services in Quirino, further strengthening the office’s capability to provide efficient, inclusive, and responsive employment programs to its constituents.

The assessment was conducted with the support of TESDA Regional Office II, with Ms. Josephine Osea, PESO Manager of City of Valenzuela serving as the official assessor.

With this milestone, we give our heartlfelt gratitude to our Governor, Dakila Carlo E. Cua, Congresswoman Midy N. Cua, and to our Provincial Administrator, Carmelita B. Jimenez for their full support and for allowing us to participate in this event. The Quirino PESO is expected to elevate the quality of its services and continue its commitment to excellence in public service delivery.

TUGUEGARAO CITY – 15 Public Employment Service Office (PESO) managers and Staff and five Department of Labor and Employment (DOLE) personnel in Region 2 passed the Public Employment Service (PES) National Certificate IV (NC IV) assessment held March 24–25 at the Regional Assessment Center here.
The passers demonstrated key competencies in managing PESO operations, including building linkages with partner organizations for employment initiatives, supervising programs and projects, and addressing PESO-related concerns to improve service delivery.

This decision was made to ensure an orderly and fair processing of applications within the program’s capacity. We sincerely apologize for the early closure and for any inconvenience this may cause to interested applicants.

LOOK | The PESO Managers Association of Quirino (PESOMAQ), with the support of the Provincial Government of Quirino under the leadership of Gov. Dakila Carlo E. Cua in strong partnership with the Department of Labor and Employment (DOLE), successfully conducted the Provincial Year-End Performance Assessment cm Christmas Program on December 16, 2025, at the Municipal Gymnasium of Cabarroguis, Quirino. The activity served as a significant platform to comprehensively assess the year’s performance, evaluate accomplishments, and highlight best practices in the delivery of employment and labor-related services across the province.

The program also provided an opportunity to recognize the collective efforts, dedication, and commitment of PESO managers, staff, and partners, while strengthening coordination, collaboration, and shared accountability among stakeholders. Conducted in the spirit of unity and the Christmas season, the event fostered camaraderie and renewed motivation toward continued excellence in public service.

The PESOMAQ officers and members under the leadership of PESO Manager Daniphine A. Badua, President extends its sincerest appreciation and heartfelt gratitude to the Department of Labor and Employment (DOLE) Quirino Field Office under the leadership of Mr. Froctoso Agustin, for the unwavering support, guidance, and sustained partnership. DOLE’s invaluable contribution played a vital role in the successful implementation of the program and in advancing the shared goals of promoting decent employment opportunities and responsive labor services for the people of Quirino Province.
