KKDK GRADUATION ๐ŸŽ“

The Zamboanga City Jail Female Dormitory successfully conducted the Katatagan, Kalusugan at Damayan sa Komunidad (KKDK) Graduation Ceremony on May 12, 2026, held at the Multi-Purpose Area of the facility.

Eleven (11) Persons Deprived of Liberty (PDLs) proudly completed the KKDK Program, marking a meaningful milestone in their journey toward personal growth, healing, and positive transformation. The activity was facilitated by jail personnel and attended by participating PDLs together with their families, fostering unity, encouragement, and support within the facility.

Congratulations to all KKDK graduates for this remarkable achievement!

MOTHERโ€™S DAY CELEBRATION 2026

On May 8, 2026, under the guidance of JSINSP CATHERINE Y BONGABONG , Acting Jail Warden, this facility conducted a Motherโ€™s Day Celebration for forty (40) mothers who are Persons Deprived of Liberty (PDL).

The activity aimed to honor and appreciate the love, sacrifices, and important role of mothers despite their current circumstances. The celebration featured a simple meal, distribution of flowers and chocolates, and a raffle draw where selected PDL received hygiene kits and free manicure and pedicure services.

The activity was supervised by SJO4 Mark Claudio Mosqueda, Duty Officer of the Day; SJO2 Maricar P. Candido, Chief, UWD; JO1 Cyril E. Otero, Development Officer; and JO1 Julia Kyl Asdani, On-Post Duty Custodial.

The celebration brought joy, encouragement, and strengthened camaraderie among the participating PDL.

On May 8, 2026, at 1:00 P.M., SJO1 Archelie Tarucan, JO2 Sherimaida Lim and JO2 Christina Casanes, ZCJMD, UWD personnel served as judges for the Search for Best Cell for the Month of April 2026.

On 4:30 P.M., the awarding of the best cell was successfully conducted during the Birthday Mo, Sagot Ko Program.๐ŸŽ‰
๐Ÿ† Dorm 4 was hailed as the Best Cell for the Month of April 2026, receiving a cash prize and additional visitation privilege.

Special awards were also given:

The Zamboanga City Jail Female Dormitory celebrated the birthdays of Persons Deprived of Liberty (PDLs) and personnel born in April 2026. This monthly activity, is an adopted program of JSINSP CATHERINE Y BONGABONG, Acting Warden. The celebration honored six (6) female PDL celebrants who enjoyed their special day with shared meals, cheerful smiles, and heartfelt joy.

Zamboanga City Jail โ€“ Female Dormitory conducted its weekly Personnel Information and Education (PI&E) on May 4, 2026, led by Acting Warden JSINSP CATHERINE Y BONGABONG and Assistant Warden JINSP IVY T ARBOIZ.

The activity aims to update personnel on key operational matters and strengthen coordination, discipline, and effective jail management. Discussions covered health, security, legal updates, CRS activities, administration, and PDL programs, with emphasis on ISO compliance.

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) today reaffirmed its steadfast commitment to advancing unity, peace, and sustainable development across the country during the 9th Executive Committee Meeting presided over by His Excellency President Ferdinand Marcos Jr.

The meeting highlighted significant milestones under the National Action Plan for Unity, Peace and Development (NAP-UPD) 2025โ€“2028, demonstrating the effectiveness of the governmentโ€™s whole-of-nation approach in addressing the root causes of insurgency.

On our accomplishments, the Task Force reported substantial gains through the Barangay Development Program (BDP), which has delivered transformative impact in geographically isolated and disadvantaged communities. Since its implementation, the program has: Funded nearly 10,000 infrastructure and development projects worth โ‚ฑ46.85 billion; Benefited approximately 15.85 million Filipinos across 5,638 barangays; Completed critical infrastructure such as: 1,477 kilometers of farm-to-market roads, 901 classrooms, 1,121 water and sanitation systems, 509 health stations, 6,536 electrification projects and nearly 20,000 streetlights.

These initiatives have significantly improved access to basic services, enhanced local economies, and strengthened government presence in formerly underserved areas.

Complementing these efforts, the National Amnesty Program exceeded expectations, recording 13,647 applicants, reflecting growing trust in government and renewed hope for peaceful reintegration. The continued processing of applications and recommendation to extend the program underscores the administrationโ€™s commitment to reconciliation and inclusive peacebuilding.

The government also intensified efforts to disrupt terrorist financing and recruitment, securing convictions in terrorism financing cases and advancing legislative measures such as the proposed Terror Grooming Prevention Bill, which aims to protect vulnerable sectors especially the youth from radicalization.

On strengthening peace through development and governance, the Task Force emphasized that insurgency is not solely a security issue but a development challenge. Through convergence among national agencies and local government units, the NTF-ELCAC has enabled the construction of farm-to-market roads, school buildings, healthcare facilities, and electrification, and water systems which are key drivers of long-term stability.

New initiatives such as the BDP-Urban Framework and the โ€œBalik Loob: Reintegrasyong Digital Programโ€ further expand government reach by addressing emerging threats in urban communities and equipping former rebels with digital and livelihood skills.

While significant progress has been achieved, the Task Force recognizes that sustaining peace requires continuity, adaptation, and strengthened coordination. The evolving nature of threats including recruitment, misinformation, and international support networks demands a responsive and institutionalized approach.

The NTF-ELCAC mechanism remains vital in sustaining development gains in conflict-affected and vulnerable communities; preventing radicalization, particularly among the youth; strengthening inter-agency coordination for faster and more effective service delivery; ensuring accountability and rule of law through coordinated law enforcement and legal action; and promoting inclusive peacebuilding, reconciliation, and reintegration.

The Executive Committee endorsed key policy directions, including the proposed extension of the Amnesty Program, prioritization of critical legislation, expansion of development funding, and the enhancement of Task Force mechanisms to ensure more responsive governance at the national and local levels.

As the administration moves forward, the NTF-ELCAC calls on all stakeholders, government agencies, local government units, civil society, and the Filipino people to remain united in advancing a shared vision of a peaceful, secure, and progressive Philippines.

Through unity, we overcome division. Through development, we eliminate the roots of conflict. And through collective action, we secure lasting peace for every Filipino.

On April 15, 2026, in collaboration with the Bureau of Fisheries and Aquatic Resources (BFAR), this facility successfully conducted a two-day Bottled Sardines Making and Bangus Deboning Skills Training for forty (40) Female Persons Deprived of Liberty.

Under the guidance of JSINSP CATHERINE Y BONGABONG, Jail Warden, the activity aimed to equip participants with practical livelihood skills that can help them rebuild their lives and prepare for reintegration into the community.

We extend our sincere appreciation to our dedicated trainers Ms. Fatima Raiza Sangoyo-Unie, Ms. Neรฑafe Ferrer, and Ms. Darquiza Aydal for sharing their expertise and inspiring our participants throughout the training.

We also extend our heartfelt appreciation to our UWD personnel for their invaluable support and efforts in the successful implementation of this activity, as well as to our Custodial Officers for their unwavering dedication, assistance, and commitment in ensuring the safety, security, and smooth facilitation of the training.
