Representatives of the Private Sector and Non-Government Organisations,
Heads of Government Agencies,
Ladies and Gentlemen.
It is a great honour for me, on behalf of the Government of Samoa, to welcome you all to todayโs launch of the โPathway for the Development of Samoa (PDS2)โ for the period 2026/27 โ 2030/31.
This national development plan โ shaped through extensive consultations across Government, communities, the private sector, civil society and our development partners โ is the roadmap for Samoaโs development over the next five years.
The PDS2 represents a shared commitment to addressing key development challenges that continue to hamper national progress. This commitment will be driven by a sharper focus on partnerships โ anchored in the Samoan cultural concept of Aiga. In these times of global uncertainty and external shocks permeating our borders; drawing on the interconnectedness, values and strong foundation of the Aiga is paramount to our collective success.
Thus, the PDS2 will be implemented under the theme of โSustaining community empowerment, driving resilient growth and fostering good governance, social justice and partnerships,โ in order to achieve the vision of;
โA Highly Resilient, Safe, and Prosperous Samoa, grounded in the Faa-Samoa and Faith in God.โ
This national plan takes an integrated approach to development, structured around five Key Strategic Outcomes:
Key Strategic Outcome 1 is centred on Inclusive Social Development, affirming the Governmentโs unwavering commitment to advancing the health, education, culture and well-being of our people. It recognises that sustainable development includes human capital development and that the measure of our nationโs progress lies as much in the social wellbeing of all Samoans, as it does in economic performance.
Key Strategic Outcome 2 focuses on creating a Sustainable Economy, and recognises that building a diversified and resilient economy is essential for Samoa as we navigate the current geopolitical landscape. For a developing nation such as ours, external shocks demand a stable macroeconomic foundation, hence the commitment to strengthening our economy through private sector growth and diversification, while also empowering communities for economic self-reliance, ensuring benefits for all Samoans.
Key Strategic Outcome 3 emphasises Trusted Governance, the Rule of Law and Security as the pillars of Samoaโs long-term stability. The Government is committed to fostering a safe, just and inclusive society where institutions uphold integrity, communities are protected and all Samoans have equitable access to justice, opportunity and democratic participation. Strategic diplomacy will also be extended to strengthen Samoaโs national security.
Key Strategic Outcome 4 affirms a Safeguarded Climate Resilient Environment and acknowledges that Samoa is among the most climate vulnerable nations in the world, where the health of our environment directly shapes the health and livelihoods of our people. The Government is therefore resolved to enforce environmental safeguards, restore natural resources and strengthen disaster preparedness at the community level. In addition, renewable energy transition will be accelerated. Through these measures, Samoa will build resilience to climate change and ensure that every community is equipped to respond effectively when disaster strikes.
Key Strategic Outcome 5 prioritises Structured Public Works and Sustainable Infrastructure, which highlights Governmentโs commitment to strengthening asset management so that public infrastructure remains resilient and responsive. Samoaโs digital transformation agenda will also be advanced. Improvements will extend to essential utilities to ensure that electricity, treated water and internet services are reliably accessible to all of Samoa.
The two (2) cross-cutting principles of climate resilience and gender equality have been integrated into these five (5) Key Strategic Outcomes supported by twelve (12) Key Priority Areas. Together, these outcomes and priorities respond directly to the challenges before us. National Indicators and Targets have also been defined in the Monitoring, Evaluation and Learning Framework, to monitor implementation and support the evaluation process. This structure strengthens policy coherence and integration across all sectors within the National Planning Framework, guaranteeing that our priorities are not merely aspirational statements, but are firmly connected to the issues they are intended to resolve. In doing so, the PDS2 maintains continuity with the progress achieved under PDS1, while chartering a clearer course for the years ahead.
The realisation of these national priorities will also lead to the achievement of our regional and global commitments, including the 2050 Strategy for the Blue Pacific Continent and the Sustainable Development Goals (SDGs).
Ladies and Gentlemen,
As highlighted in the Budget Address last week, the Financial Year 2026/2027 Budget marks the first year of implementation for the Pathway for the Development of Samoa 2026/2027 โ 2030/2031. Thus, the following key initiatives will be implemented to help realize expected outcomes of the PDS2;
1) Introduction of the Child Well Being Benefit, given investment in the initial years of life is critical for lifelong learning, health, wellbeing and national productivity,
2) Revival of the First Harvest Program for strengthening food security,
3) Sustaining the Sports Development Fund, for advancing sports in Samoa given its social and economic benefits,
4) Increase in the senior citizen pension for those 70 years of age and above, on top of current increased monthly pension and disability benefit,
5) Increased provision for the Shelter Financing Program targeting the most vulnerable families,
6) Increased provisions for the Government Scholarships Program, grants to Professional Bodies and to Workersโ Associations for implementation of the National Workforce Plan 2025/26-2039/40,
7) Increased provisions for Concessional Business Loans Facilities, contributing to private sector growth and diversification,
8 Increased provisions for Non-Government Organizations, recognizing their important contributions in supporting communities,
9) Increased provisions for Legal Aid and for construction of the Court House in Savaii, enhancing equitable access to justice, and
10) Increased provision for the District Development Program (DDP), reflecting our commitment to every district receiving $10million talฤ at the end of the five-year term.
A defining feature of this PDS2, is the acknowledgement that development is not the responsibility of Government alone. It is a shared responsibility - of Government, of communities, of the private sector, and of every citizen of Samoa. Delivering on these key priorities will depend on our unity and collective efforts to building a Samoa that is resilient, inclusive, safe, and prosperous for all.
At this point, I acknowledge with sincere appreciation the valuable contributions of everyone involved in bringing this work to fruition. I also acknowledge the generous support of all our development partners and reaffirm our commitment to continued partnership in implementing the Pathway for the Development of Samoa 2026/27 โ 2030/31.
With those remarks, I now commend this National Development Plan to every Samoan โ here and abroad.
