OFFICIAL LAUNCH OF THE MINISTRY’S NEW LOGO AND VISION

Distinguished guests, members of Management, staff of the Ministry of Revenue, ladies and gentlemen, good morning.

It is both a privilege and an honour to stand before you today as we mark a significant milestone in the journey of the Ministry of Revenue through the official launch of our new Ministry logo.

This occasion is more than the unveiling of a new visual identity. It represents a defining moment in the Ministry’s continued development following the separation from the former Ministry of Customs and Revenue in January this year. As an independent institution, the Ministry of Revenue continues to strengthen its institutional identity, reaffirm its mandate, and build public confidence in the essential role it plays in supporting national development through effective revenue governance.

The introduction of this new logo reflects our commitment to establishing a clear and distinct identity that embodies our purpose, values, and aspirations as a Ministry. It is a symbol of
professionalism, credibility, integrity, and accountability qualities that define our responsibility to serve the people of Samoa with excellence and transparency.

Importantly, this logo reflects and reinforces our Ministry’s vision: “A Resilient and Prosperous Samoa Through Effective Revenue Governance.” This vision speaks not only to our responsibilities in revenue administration, but also to our broader role in contributing to a strong, sustainable, and prosperous future for our nation.

Today, I also wish to acknowledge the collaborative efforts that made this achievement possible. The development of the new logo was successfully led by Togafau Patrick Ah Kuoi and the Information and Technology Division team, whose creativity, technical expertise,
innovation, and teamwork brought this concept to life. Their dedication has produced a visual identity that genuinely reflects the Ministry’s institutional values and strategic direction.

The new logo carries significant meaning, symbolising unity, national identity, community participation, and resilient economic growth. Its colours - navy blue, red, brown, and green - represent key values of authority, integrity, leadership, cultural heritage, and prosperity, reflecting the Ministry’s commitment to effective revenue governance and Samoa’s longterm development.

The design also incorporates meaningful symbols, including the Samoan flag, supporting figures, ocean waves, green leaves, the Samoan fale, and tanoa, representing national identity, collective responsibility, sustainability, economic growth, and governance grounded in Samoan culture and traditions.

Ladies and gentlemen, as we unveil this logo today, we do so with a renewed sense of purpose. This logo is not merely a symbol for official documents, communication platforms, or Ministry representation. It is a reminder of who we are, what we stand for, and the responsibility entrusted to us in advancing effective revenue governance for the betterment of our country.

As we move forward, may this new symbol strengthen our collective identity as a Ministry, inspire professionalism and excellence in service delivery, and reinforce public trust and
confidence in the work that we do.

In closing, I extend my sincere appreciation to everyone who contributed to this important initiative and to all of you who join us today to commemorate this milestone. Together, let us continue to work towards our shared vision of “A Resilient and Prosperous Samoa Through Effective Revenue Governance,” for the continued prosperity and development of Samoa.

Ministry of Revenue Launches New Logo to Strengthen Institutional Identity, Showcasing Its New Vision: “A Resilient and Prosperous Samoa Through Effective Revenue Governance”

As part of its transition following the separation from the former Ministry of Customs and Revenue in January this year, the Ministry of Revenue has officially unveiled a new logo to strengthen its institutional identity and enhance public recognition. The new logo reflects the Ministry’s values, responsibilities, and continued commitment to professionalism, credibility, and quality public service, while aligning with its new vision of “A Resilient and Prosperous Samoa Through Effective Revenue Governance.”

The logo represents a successful collaborative initiative led by Togafau Patrick Ah Kuoi and the Information and Technology Division team, combining creativity, technical expertise, and teamwork to develop a visual identity that reflects the Ministry’s purpose, institutional values, and strategic direction.

Symbolising unity, national identity, community participation, and resilient economic growth, the logo incorporates a colour palette of navy blue, red, brown, and green, representing key values of authority, integrity, leadership, cultural heritage, and economic prosperity. Together, these elements reflect the Ministry’s commitment to effective revenue governance and management in support of long-term national development, while remaining firmly grounded in Samoan culture and identity.

The logo’s design further reinforces the Ministry’s mandate through meaningful symbolic elements. The Samoan flag represents national identity, while supporting figures symbolise collective responsibility and the shared contribution of the people of Samoa toward national development. Ocean waves reflect the flow of economic activity and national revenue that sustains public services and development, while green leaves signify sustainability, resilience, and prosperity for present and future generations. Traditional symbols, including the Samoan fale and tanoa, reinforce unity, service, and governance grounded in Samoan values, culture, and tradition.

Collectively, the new logo embodies the Ministry’s new vision of “A Resilient and Prosperous Samoa Through Effective Revenue Governance,” reflecting its ongoing commitment to trusted public service, responsible revenue management, and the continued prosperity and development of Samoa.

MINISTRY OF REVENUE STRENGTHENS INTERNATIONAL TAX CAPACITY THROUGH STUDY VISIT TO THE AUSTRALIAN TAXATION OFFICE

From May 11 to May 15, 2026, officials from the Ministry of Revenue’s Exchange of Information Unit and Policy Division undertook their first official study visit to the Australian Taxation Office (ATO) in Brisbane. This milestone engagement marked a significant transition from virtual collaboration into a face-to-face partnership, reinforcing Australia’s commitment to sharing expertise and Samoa’s dedication to strengthening capacity in international tax administration.

The visit provided the Ministry team with valuable exposure to practical insights and policy perspectives on international taxation, including tax treaties such as double taxation agreements, Exchange of Information (EOI) frameworks including Automatic Exchange of Information (AEOI), Exchange of Information on Request (EOIR), and Spontaneous EOI. Discussions also covered the role of the Mutual Agreement Procedure (MAP) in resolving cross-border tax issues. In addition, the ATO’s Objection and Litigation team shared their expertise on compliance and enforcement practices in Australia.

The Ministry delegation found the experience highly informative, gaining a deeper understanding of the similarities, differences, benefits and challenges faced by both administrations in implementing international tax standards. The team also shared Samoa’s journey in advancing EOI work, emphasizing the importance of learning from a developed administration like Australia and adapting practical insights to strengthen Samoa’s own approach within its national context.

This study visit represents an important step in strengthening institutional capacity and fostering a lasting partnership between the Ministry of Revenue and the ATO. It builds a foundation for future collaboration in areas such as policy development, data analysis, effective implementation of international tax obligations and beyond. These opportunities are vital for equipping staff with tools and strategies to enhance data-driven policy creation and compliance enforcement and revenue collection.

The CEO/Commissioner of the Ministry, Afioga Fuimaono Vaitolo Ofoia, expresses sincere gratitude to ATO Commissioner Mr. Rob Heferen and the Australian Taxation Office for their hospitality and commitment to capacity building of the Ministry.

The Ministry also extends heartfelt appreciation to the Samoa Australia Partnership through the Tautai Governance for Economic Growth for funding the study visit. Your constant and unwavering support continues to serve as a bridge for meaningful international collaboration and capacity development for the Ministry.
