We are committed to providing safety and security to the community. We are dedicated to the rehabilitation of offenders through our Recovery, Educational, Community Workforce, Work Release, and Home Electronic Monitoring Programs. Our ultimate goal is to reduce recidivism by equipping offenders with the tools required to be successful members of society. Our goal for social media is to inform the

community about who we are and how we operate. We want to educate. We want to show you the positive things that our facility can accomplish and to illustrate the humans that work behind these steel doors. We do welcome constructive comments, but please keep them to the subject at hand. This page is monitored and we will not tolerate the following:

What does recovery look like inside a detention center?

For Sergeant Jessica Mohr, it looks like people walking out and not coming back.

"I believe that this program will change the way that people think about things. They will eventually see that the counseling and the therapy and all of the parts to the HEART program are what's helping people not come back. The success rate that we've had has been massive," said Sergeant Mohr of the Northwestern Regional Adult Detention Center (NRADC).

The HEART Program at NRADC is more than Medication-Assisted Treatment (MAT). Short for Helping Each Other Align Recovery Together, HEART is a a fully integrated model — combining MAT, psychiatric services, case management, and peer recovery support. Built in partnership with the Northwestern Community Service Board (NWCSB), HEART aims to meet justice-involved individuals where they are.

Wraparound care changes outcomes. Outcomes change lives.

The Virginia Opioid Abatement Authority is proud to support programs like HEART — and the people proving every day that recovery is possible.

🎉 Big news worth celebrating!
On Friday, our very own Mary Anton, Branch Manager at Bowman Library, was honored by the Northwestern Regional Adult Detention Center (NRADC) for her years of dedication, partnership, and service to adult learners in our community.

For many years, Bowman Library has curated and delivered “deposit collection” materials (hundreds of donated and stamped books) to support NRADC’s library and educational programs. In 2025 alone, 375 books from Bowman Library went into the hands of adults actively working toward personal growth, skill-building, and successful re‑entry.

This special recognition was presented by Sandra Himelright, Correctional Educator (a joint position with Frederick County Public Schools and NRADC), and Lt. Robert Shank of NRADC. Library Director John Huddy was also present to celebrate Mary’s incredible work.

In the words of Superintendent Clay Corbin, these books play “an important part of our services for both men and women… assisting them in the re-entry process.” He shared that countless adults have expressed sincere appreciation for these resources—and we couldn’t be more proud of the impact libraries make beyond our own walls.

Please join us in celebrating Mary for her leadership, compassion, and commitment to serving ALL members of our community. This honor is so well‑deserved!

The Regional Landfill, Landfill Citizen Convenience site, and all Neighborhood Convenience sites will also be closed.

If you do not need to be on the roads, please do not travel.

The Regional Landfill and Citizens Convenience site, and all Neighborhood Convenience sites will be closed Thursday, January 1.

Our agency is deeply saddened to learn of the tragic loss at River North Correctional Center. We extend our sincere condolences to the Officer’s family and to the entire Virginia Department of Corrections community. We also wish strength and healing to the Officer who was injured. We stand with VADOC in this time of mourning.

The Virginia Department of Corrections (VADOC) is mourning the line of duty death of a Corrections Officer following an attack by an inmate Monday morning at River North Correctional Center in Independence.

The attack occurred at approximately 7:53 a.m. Monday, November 17. The Officer was pronounced dead at a local hospital.

Another Officer was attacked in this incident and was transported for outside medical treatment.

River North Correctional Center is currently secure.

“Our agency and the entire Commonwealth are in mourning today,” said VADOC Director Chad Dotson. “Our hearts are with the Officer’s family, the other Officer who was attacked, and to our public safety heroes at River North. The VADOC will do everything in its power to ensure this vicious attack is prosecuted to the fullest extent of the law.”

The VADOC’s Office of Law Enforcement Services is actively investigating this incident. More information will be released as it becomes available.
