CIVILIAN VS MILITARY TRAUMA CARE: THE PHASE NAMES ARE DIFFERENT
Tactical Emergency Casualty Care uses its own phase language because it describes a different operating environment — civilian patients, civilian scope, civilian scene control. The phases are Direct Threat Care, Indirect Threat Care, and Evacuation Care, governed by the Committee for Tactical Emergency Casualty Care, not the military's CoTCCC. If someone's teaching civilian response using military phase names, ask which framework they're actually working from.
