NORTH DAKOTA SENATE BILL 2098

This Bill is being pursued partly for Lloyd Liken, an elderly man and Vietnam veteran that went missing from Bismarck in November 2023 and was located deceased near his vehicle on private property in Wells County in April of 2024.

Due to current criteria for a Silver Alert, such alert was denied to Lloyd and it is being sought to change that for the better so that others are not denied this critical alert in the future.

The period for submitting testimony in favor or opposition to SB2098 is now open and the first hearing is on January 16th, 2025 at 9AM.

Testimony can be submitted online up until the hearing time and date.

Please support this as it is one change needed in order to improve upon searches for missing persons in North Dakota.

A special thanks was extended by Sheriff Roed tonight to honor these two Berthold teens for their actions that saved the life of a missing person. On January 1st, they recognized a vehicle stuck in the snow on a road that seemed out of place and went to check on it. In doing so, they found a missing person from Minot that was sitting in the vehicle that had already run out of gas. Without their actions, this incident could have had a tragic end.

In 2010, the US Senate passed a bipartisan resolution recognizing May 16-22 as National Search and Rescue Week. In the resolution, Senator Cantwell stated:
“... I understand that no amount of preparation can protect you from an accidental misstep or an unforeseen circumstance, and it is often the swift response of trained search and rescue personnel that makes the difference between tragedy and survival. Every day in Washington state and across our nation, these brave volunteers exemplify courage, commitment and compassion in performing their duties. Today, we have passed a small act of recognition for their heroic efforts.”

The week of April 21-27 is designated as National Volunteer Week.

NASAR provides education, certification and advocacy for primarily professionally trained volunteers in the US and abroad. Volunteers are special every week- but this one week out of the year is designated to recognize those that give of their time, energy, and heart to make a difference in the lives of others, seeking nothing in return.
