On Friday, May 22, U.S. Citizenship and Immigration Services announced a new Trump administration rule requiring people to be in their home country to apply for a green card. The change puts hundreds and thousands of Filipinos in the U.S. at risk that are residing in the U.S. in order to work and provide for their families.
Philippine Ambassador to the U.S. Jose Manuel Romualdez admitted that at least 100-200K Filipinos would be affected, but neither he nor Marcos Jr. have stated any plans to support migrant workers whose safety and livelihood would be impacted. Instead, Romualdez repeated the orders from Trump’s administration on Sunday, saying “Ngayon hindi na puwede yung iintayin nila dito yung green card. Kailangan umuwi muna sila at saka doon ipoprocess (Now they can't wait here for their green card. They have to go home first and then process it there).”
Mimi Kawayan, Secretary-General of Migrante USA, critiqued Romualdez’s response as a death sentence for Filipinos: “This policy is, in effect, a mass deportation to meet deportation quotas, just merely disguised as an administrative solution to lessen the so-called backlog. Our member-organizations, advocates and allies are gravely concerned that returning to the Philippines is not a guarantee of green card application approval, and that these applications are still at the arbitrary decision of the United States Citizenship and Immigration Services (USCIS) and foreign posts/Embassies to approve. Hindi kami ipinanganak kahapon. Alam na namin ang galawan ninyo!”
“First, Romualdez said to self deport, and if you have a path to legal residence, don’t worry. Now Trump is also threatening that and he's saying just go along with it. He is basically serving as a puppet for Trump and the ones who suffer from this neglect will be Filipinos. Telling Filipinos to go home, without a plan to provide them livelihood is a death sentence. Walang dadatnang trabaho ang mga kababayan natin sa Pilipinas. Kaya mas pinipili pa nilang mamatay sa bomba o i-risk na magpa-deport kesa mamatay sa gutom! [It’s why Filipinos in the Middle East continue working in a war zone, they would rather die from bombs than from hunger, and it’s why many don’t have the choice to simply go back home with no path or jobs to support their loved ones].”
Gabriela G*t, a Filipina migrant supporting 3 children and member of Migrante San Fernando Valley stated: “When I read that, galit na galit ako [When I read that, I was so mad]. Why does Romualdez continue to ignore the realities of real people outside the comfort of his Embassy? Wala siyang alam sa kalagayan ng karaniwang OFW. Wala siyang alam how much we work and the needs of our families. If I followed his advice and just went home, who will care for my three children here in the U.S. and who will pay for their school, their food?"
