New Executive Order Spells Out Double Pay for Alpha/Bravo
Members,
On April 24, 2026, the Department published EO-26-005, Sworn Scheduling and Leave. For several years, the Department would implement Alpha/Bravo Scheduling (12-hour shifts) in ways that violated members scheduling rights while also failing to properly compensate members for those violations. The Union grieved several of these cases and ultimately, won an order from an arbitrator that compelled MPD to bargain with the Union over a formal Alpha/Bravo schedule.
This new order was the result of the Union’s negotiations for additional pay when the Department implements an Alpha/Bravo schedule.
The new section that addresses this result is in EO-26-005, Section C., titled “Alpha/Bravo.”
This new section spells out three rules regarding Alpha/Bravo schedules:
Only the Chief of Police can implement Alpha/Bravo schedules.
Alpha/Bravo can only be implemented if the department has deployed 20 or more CDU platoons.
If a member is scheduled to work their regularly assigned day off during an Alpha/Bravo deployment, they will be compensated with double pay for all hours worked on their regularly assigned days off.
What this means for members is that if the department has implemented an Alpha/Bravo schedule AND you are working your days off during the Alpha/Bravo schedule, you will be compensated at the rate of double pay for all hours worked on your regularly assigned days off.
If you are not working your day off, but still working hours outside your fixed tour of duty, you will still receive time-and-a-half for all hours outside your fixed tour.
Teletype 05-064-26 for CDU Activation from June 11 through June 15 includes language in the second bullet point that acknowledges this new compensation structure, which states:
Per Executive Order 26-005, effective April 24, 2026, the Department will adhere to Article 24 and Article 30 of the Labor Agreement regarding overtime and penalty pay. In addition, any member who works on the member’s regularly assigned day off during the Alpha/Bravo period covered by this Teletype shall be compensated with an additional amount of half time penalty pay for all hours worked on the member’s regularly assigned day off, which is in addition to any overtime or penalty pay required under Article 24, Section 1 of the Labor Agreement.
There are additional teletypes for other deployments throughout the summer that will contain Alpha/Bravo deployments as well as this above language.
