The brightest spot in the E.V. market is the budget, high-range car — a corner of the market that’s growing in number of models and, in some cases, even in sales. E.V.s under $40,000 can now go as far as the most expensive models of a decade ago. If the US prices carbon, sales would grow even more rapidly.

EPA websites now downplay the link between human activities and climate change, despite overwhelming evidence that emissions from burning coal, oil and gas are the top driver of global warming. The agency stopped quantifying the benefit of saving a human life when setting emissions limits. Mr. Zeldin has also repealed or weakened more than two dozen regulations including on pollution from power plants, automobile tailpipes and oil and gas wells.

The agency’s prestigious research office spent decades doing scientific work insulated from political pressure. Now it’s being dismantled.
