The Middle East stands at a decisive strategic crossroads. Under your leadership, the Kingdom of Saudi Arabia is charting a future defined not by inherited conflict but by modernization, economic acceleration, and long-term regional stability. Normalization with Israel — and formal accession to the Abraham Accords — now stands as the pivotal move that will determine whether the region embraces a new era or remains tethered to a broken past.

▪︎◆▪︎ Grounding the Future in International Law ▪︎◆▪︎
The legal architecture for sovereignty in the Levant was established a century ago:
■ San Remo Resolution (1920)
■ League of Nations Mandate for Palestine (1920–1923)
■ British Mandate governance structure
These instruments defined two national homes:
■ Jewish Palestine → today the State of Israel
■ Arab Palestine → today the Hashemite Kingdom of Jordan
This structure never mandated population separation. It defined sovereignty, not segregation. Arabs could reside in Jewish Palestine; Jews could reside in Arab Palestine. The core question was—and remains—whose legal authority governs the land, not ethnic exclusion.

The borders and nationhood of nearly every modern Middle Eastern state were formed under the same League of Nations mandate framework. From 1916 to 1948, the Middle East was legally constructed through British and French mandates, protectorates, and internationally supervised state-formation processes:
■ Lebanon — French Mandate 1920; independence 1943
■ Syria — French Mandate 1920; independence 1946
■ Iraq — British Mandate 1920; Kingdom established 1921; independence 1932
■ Transjordan → Jordan — British administration 1921; borders finalized 1922–1923; independence 1946
■ Palestine Mandate — issued 1920–1922, establishing Jewish Palestine (Israel) and Arab Palestine (Transjordan)
■ Saudi Arabia — recognized by the Treaty of Jeddah (1927); Kingdom declared 1932
■ Kuwait — British borders formalized 1922; independence 1961
■ Qatar — British protectorate 1916; borders finalized 1934; independence 1971
■ Bahrain — British treaty system 1820–1932; independence 1971
■ Trucial States → UAE — British treaties (1820–1892); independence 1971
■ Oman — British treaty alignment 1798–1891; borders formalized early 1900s
Without these mandates, there would be no Saudi Arabia, no Jordan, no Iraq, no Lebanon, no Syria — and Israel would not have had its borders legally defined “from the river to the sea.”
The Mandate system is the legal backbone of the modern Middle East.

▪︎◆▪︎ A Realistic Path Forward for Palestinians ▪︎◆▪︎
The region can no longer afford the political fiction of “statelessness.” A sustainable Palestinian framework must reflect legal precedent and actual demographics:
■ 1. Permanent Residency or Citizenship
Palestinians living west of the Jordan River may choose:
▪︎ Full Israeli citizenship, or
▪︎ Permanent residency status — ending statelessness permanently.
■ 2. Jordanian Citizenship
Those holding Jordanian passports are, under Mandate law, Jordanian citizens.
■ 3. Post-2005 Migrants
Those who entered after Israel’s withdrawal from Gush Katif without lineage or legal claim must return to their countries of origin or receive full Jordanian citizenship.
If sovereignty — not ethnicity — is the organizing principle, then reciprocity is essential:
■ If Arabs may dwell in Jewish Palestine, Jews must be able to dwell safely in Arab Palestine (Jordan).
■ Zero Space for Terrorism Across the Region
Sovereignty and peace require a unified security doctrine:
■ All terrorist organizations must be dismantled.
■ Individuals aligned with violent or extremist movements must be removed from Israel and Jordan.
■ Every Arab nation from the Nile to the Euphrates must enforce a shared principle of zero tolerance for killing civilians or targeting Israelis.
This is the moral and strategic foundation of any sustainable peace architecture.

▪︎◆▪︎ A New Spiritual Architecture Emerging in Israel ▪︎◆▪︎
Within the next five to ten years, Israel is on track to restore its ancient constitutional institutions:
■ A functioning Sanhedrin HaGadol,
■ A Davidic monarchy,
■ A High Priest,
■ A restored Levitical priesthood.
This is not a threat to Arab sovereignty. It is the re-emergence of Israel’s biblical governance model in partnership — not rivalry — with the twelve princes of Ishmael, aligning with both Qur’anic and biblical expectations.

Your Royal Highness, congratulations on securing the advanced fleet of F-35s — a decisive step that strengthens Saudi air superiority and regional deterrence.
As the region resets, Saudi Arabia has the opportunity to lead the effort to:
■ Stabilize Lebanon and disarm Hezbollah,
■ Dismantle Hamas and every extremist faction in Gaza,
■ Weaken IRGC networks in Syria and Iraq,
■ Bring Kuwait, Egypt, Iraq, Jordan, and eventually Lebanon into a unified Abraham Accords framework.
Your leadership can become the anchor of a new regional security architecture.

The era of Mahmoud Abbas has ended. A credible Palestinian future requires legitimate leadership.
Marwan Barghouti, despite his history, remains the only Palestinian figure with broad internal legitimacy.
His conditional release can stabilize Palestinian politics in a way no other figure can.

A structured electoral process beginning in 2026, with serious restrictions, is essential:
■ No terrorist organizations allowed,
■ No foreign militias influencing results,

إن الشرق الأوسط يقف اليوم عند مفترق طرق إستراتيجي حاسم. فبقيادتكم، تتجه المملكة العربية السعودية نحو مستقبل لا تحدده الصراعات الموروثة، بل التحديث، وتسريع النمو الاقتصادي، وترسيخ الاستقرار الإقليمي طويل المدى. إن التطبيع مع إسرائيل — والانضمام الرسمي إلى اتفاقيات أبراهام — أصبح الآن الخطوة المحورية التي ستحدد ما إذا كان الإقليم سيدخل حقبة جديدة، أو سيبقى أسيراً لماضٍ مُحطّم.

لقد وُضِع الإطار القانوني للسيادة في بلاد الشام قبل قرن من الزمن:
■ قرار سان ريمو (1920)
■ صك الانتداب على فلسطين (1920–1923)
■ هيكلية الحكم تحت الانتداب البريطاني
وقد حدّدت هذه الوثائق وطنين قوميين:
■ فلسطين اليهودية → دولة إسرائيل اليوم
■ فلسطين العربية → المملكة الأردنية الهاشمية اليوم
ولم يفرض هذا الهيكل أي فصل سكاني. فقد حدّد السيادة لا العزل. يمكن للعرب الإقامة في فلسطين اليهودية؛ ويمكن لليهود الإقامة في فلسطين العربية. والسؤال الجوهري كان — ولا يزال — من يملك السلطة القانونية على الأرض، لا مَن يُقصى عنها.

▪︎◆▪︎ منطقة بُنيت عبر نظام الانتدابات — بما في ذلك السعودية ▪︎◆▪︎
لقد تشكّلت حدود ودول الشرق الأوسط الحديثة تقريباً كلها عبر منظومة الانتدابات نفسها تحت عصبة الأمم. ومن عام 1916 حتى 1948، بُني الشرق الأوسط قانونياً من خلال الانتدابات البريطانية والفرنسية والاتفاقيات الدولية لإقامة الدول:
■ لبنان — الانتداب الفرنسي 1920؛ الاستقلال 1943
■ سوريا — الانتداب الفرنسي 1920؛ الاستقلال 1946
■ العراق — الانتداب البريطاني 1920؛ تأسيس المملكة 1921؛ الاستقلال 1932
■ شرق الأردن → الأردن — الإدارة البريطانية 1921؛ ترسيم الحدود 1922–1923؛ الاستقلال 1946
■ الانتداب على فلسطين — 1920–1922، وتأسيس فلسطين اليهودية (إسرائيل) وفلسطين العربية (شرق الأردن)
■ السعودية — الاعتراف بها عبر معاهدة جدة (1927)؛ إعلان المملكة 1932
■ الكويت — تثبيت الحدود البريطانية 1922؛ الاستقلال 1961
■ قطر — محمية بريطانية 1916؛ تثبيت الحدود 1934؛ الاستقلال 1971
■ البحرين — منظومة المعاهدات البريطانية 1820–1932؛ الاستقلال 1971
■ إمارات الساحل المتصالح → الإمارات العربية المتحدة — معاهدات بريطانية (1820–1892)؛ الاستقلال 1971
■ عُمان — اتفاقيات بريطانية 1798–1891؛ ترسيم الحدود أوائل القرن العشرين
ولولا هذه الانتدابات، لما وُجدت السعودية، ولا الأردن، ولا العراق، ولا لبنان، ولا سوريا — ولما تحددت حدود إسرائيل قانونياً "من النهر إلى البحر".
إن نظام الانتداب هو العمود الفقري القانوني للشرق الأوسط الحديث.

▪︎◆▪︎ مسار واقعي لمستقبل الفلسطينيين ▪︎◆▪︎
لم يعد بالإمكان تحمّل “فكرة اللادولة”. إن أي إطار فلسطيني مستدام يجب أن يعكس الحقائق القانونية والديموغرافية:
■ 1. الإقامة الدائمة أو الجنسية
يختار الفلسطينيون المقيمون غرب نهر الأردن بين:
▪︎ الجنسية الإسرائيلية الكاملة، أو
▪︎ الإقامة الدائمة — لإنهاء حالة اللادولة نهائياً.
■ 2. الجنسية الأردنية
من يحمل جوازات أردنية هو — وفق قانون الانتداب — مواطن أردني.
■ 3. الوافدون بعد 2005
من دخل بعد الانسحاب من غوش قطيف دون نسب أو حق قانوني، يعود إلى بلاده الأصلية أو يحصل على الجنسية الأردنية.
وإذا كانت السيادة — لا العِرق — هي المبدأ المنظم، فإن المعاملة بالمثل ضرورة: ■ إذا كان للعرب حق الإقامة في فلسطين اليهودية، فلليهود حق الإقامة الآمنة في فلسطين العربية (الأردن).
■ صفر مساحة للإرهاب في الإقليم
وتتطلب السيادة والسلام عقيدة أمنية موحدة:
■ ينبغي تفكيك جميع التنظيمات الإرهابية.
■ كل من يرتبط بحركات متطرفة أو عنيفة يجب إبعاده عن إسرائيل والأردن.
■ على كل دولة عربية من النيل إلى الفرات تطبيق مبدأ صفر تسامح مع قتل المدنيين أو استهداف الإسرائيليين.
هذه هي الأسس الأخلاقية والإستراتيجية لأي منظومة سلام قابلة للاستمرار.

خلال السنوات الخمس إلى العشر المقبلة، تتجه إسرائيل نحو استعادة مؤسساتها الدستورية القديمة:
■ سنهدريم هجدول (المحكمة الدينية العليا)
■ ملكية داودية
■ رئيس كهنة
■ كهنوت لاوي مُعاد ترميمه
وهذا ليس تهديداً لسيادة العرب، بل هو عودة للنموذج التوراتي في شراكة — لا منافسة — مع اثني عشر أميراً من نسل إسماعيل، بما يتوافق مع التوقعات القرآنية والكتابية معاً.

ومع إعادة تشكيل المنطقة، يمكن للسعودية أن تقود الجهود التالية:
■ استقرار لبنان ونزع سلاح حزب الله،
■ تفكيك حماس وكافة الفصائل المتطرفة في غزة،
■ إضعاف شبكات الحرس الثوري الإيراني في سوريا والعراق،
■ ضم الكويت ومصر والعراق والأردن — ولاحقاً لبنان — إلى منظومة اتفاقيات أبراهام الموحدة.
قيادتكم يمكن أن تكون ركيزة الهيكل الأمني الجديد للمنطقة.

لقد انتهى عهد محمود عباس. ويتطلب المستقبل الفلسطيني قيادة شرعية.
ويبقى مروان البرغوثي — رغم تاريخه — الشخصية الفلسطينية الوحيدة ذات الشرعية الداخلية الواسعة.
وإطلاقه المشروط يمكن أن يحقق استقراراً سياسياً لا يمكن لغيره تحقيقه.

عملية انتخابية منظمة بدءاً من عام 2026، مع قيود صارمة: ■ حظر مشاركة أي تنظيم إرهابي،
■ منع أي نفوذ لميليشيات أو جهات خارجية،
ولا يترشح إلا من يلتزم بالتعايش ونبذ العنف.

لقد وضّح نظام الانتداب ذلك:

ولا يوجد أي أساس قانوني أو تاريخي لدولة ثالثة.
الحل هو ترسيم الواقع القائم وتطبيقه بإنصاف ووضوح.
