Virginia Beach mayor: Ban large-scale data centers in the city

VIRGINIA BEACH — Mayor Bobby Dyer is advocating to ban large-scale data centers in the city and has the support of his colleagues on the City Council.

The mayor’s recommendation came after a discussion at a meeting Tuesday about the four types of data centers and potential amendments to the city’s current zoning regulations related to them.

“At this point, I would really recommend just banning data centers in Virginia Beach,” Dyer said. “These things are not good neighbors. I wouldn’t want to live near one.”

Peter Wallace, director of the city’s information technology, explained to the City Council that there are four types of global data centers: subsea cable landing sites; colocation facilities; data centers; hyperscalers.

Under the discussed zoning amendments, the city could still allow subsea cable landing sites and colocation facilities, where internet carriers can connect to the cables, but it may require a conditional use permit for new ones. There are two of those facilities – Globalinx and Telsius – currently operating in Corporate Landing Business Park in Virginia Beach.

Wallace said colocation facilities require minimal impact to power sources and water for cooling, but data centers that are used for data storage and computing and hyperscalers that facilitate artificial intelligence processing require large amounts of land, power and water.

“We don’t have the land or the ability to house them,” said Councilman Stacy Cummings.

The next step would be providing a zoning amendment to the Planning Commission to ban large data centers and hyperscalers as a use in the city, and requiring a conditional use permit for subsea cable landing sites and colocation facilities, said City Attorney Mark Stiles. The City Council would also need to vote.

The briefing came as a result of Planning Commission members who requested amendments to current zoning regulations regarding data centers.

Data centers are not specifically listed, but they are considered a warehouse or storage use that is permitted in the city’s industrial districts and within certain noise zones.

Deputy City Manager Amanda Jarratt said the city is not actively engaging data center projects due to the acreage requirements and power demand.

“This would not be an industry we would recruit,” Jarratt said.

Ahead of the 2026 midterm elections, CIRCLE partnered with When We All Vote to release a national survey of 5,549 18- to 29-year-olds.

While over 40 million members of Gen Z were eligible to vote in 2024, more than 21 million did not cast ballots. Almost 50 million Gen Zers will be eligible to vote in 2026, prompting this representative survey of youth ages 18-29. Fielded between January 26 and February 12, the survey captured the opinions of over 5,000 young people, oversampling young Black and Latino voters whose voices are often underrepresented.
